Commissioner Bunch opened the floor for Public Comment Period, there were none. Motion by Commissioner Hann to approve the Commissioners' Minutes from February 13, 2024. All in favor. Motion by Commissioner Bunch to approve the Accounts Payable, dated February 16, 2024, in the amount of $177,578.78. All in favor. All in favor. Commissioners met with Franklin/Fulton Court Administrator Mark Singer and Domestic Relations Director Tina Gress to discuss Personnel Matters. Motion by Commissioner Hann to move Jennifer Burdge from the position of Enforcement Officer II to Hearing Officer II and Deanna Park from Enforcement Officer 370 I - to Enforcement Officer II in the Domestic Relations Department and to advertise immediately the vacant position of Enforcement Officer I internally and externally, contingent on the Union Representative's approval in writing stating to allow this on a non-reference and non-precedent setting basis and also to waive the seven day posting of each position that was held by Jennifer Burdge-Enforcement Officer II and Deanna Park-Enforcement Officer I. All in favor. Commissioners met with Chief Tax Assessor Melissa Gordon to discuss a possible candidate for the Property Transaction Clerk position. Motion by Commissioner Bunch to hire Danelle Daniels for the position of Property Transaction Clerk in the Tax Assessment Office and to recommend a wage of $14.00 per hour to Salary Board. All in favor. A brief Salary Board Meeting was held. Separate minutes are on file. Motion by Commissioner Hann to enter into Executive Session at 9:54 a.m. for Real Estate Matters. All in favor. Motion by Commissioner Hann to exit Executive Session at 10:19 a.m. All in favor. Commissioners met with Pete Lynch, Fire Chief for the McConnellsburg Volunteer Fire Company for discussions on 9-1-1 and EMS for Fulton County. Also in attendance were Rodney Meloty/Micconnelsourg Volunteer Fire Company, Tammy Cook/Medic 60, J.R. Sigel/Needmore Volunteer Fire Company, John Beatty/Needmore Volunteer Fire Company, Andrea Sprow/Needmore Volunteer Fire Company, Melissa Brown/Hustontown Volunteer Fire Company and 9-1-1/EMA Director Brian Barton. Commissioners met with Finance Coordinator Marissa Welsh and Transportation Manager Jessica Sunderland with Fulton County Family Partnership, Inc. for a meet and greet and also to review the 2nd Quarter MATP, Medical Assistance Transportation Program. Motion by Commissioner Wible to appoint Paul "PJ" Johnston and Eric Weisbrod to the Bedford-Fulton Joint Recreation Authority for a 5-year term to expire on December 31, 2028. All in favor. Motion by Commissioner Hann to approve the McConnell Park Lease, submitted by the Chamber of Commerce, for the Strawberry Festival to be held June 6-8, 2024. All in favor. Motion by Commissioner Wible to approve ABI, Alleghenies Broadband Inc., ARPA Invoice #017, in the amount of $15,104.86. All in favor. 363 Motion by Commissioner Bunch to approve signing a 10-year Lease between the McConnellsburg United Methodist Church and the County of Fulton for five parking lot spaces at $10 each per month, paying an annual payment of $600. All in favor. Motion by Commissioner Bunch to sign a corrected County Fee for Local Use Funds Report to be submitted to Craig Redman at PennDOT. All in favor. Motion by Commissioner Wible to accept a Letter of Resignation, with much regret and to wish her the best, from Domestic Relations Hearing Officer 1 Kellie Gress, effective March 8, 2024.
