403 FULTON COUNTY BOARD OF COMMISSIONERS MEETING - a Tuesday, April 30, 2024 8:30 a.m. at the Commissioners' Office a - ONDDYE VA Present: Commissioner Bunch, Commissioner Wible, Commissioner Hann and Chief Clerk Stacey Golden Commissioner Bunch opened up the meeting with prayer and all recited the Pledge of Allegiance to the flag. Motion by Commissioner Bunch to amend the agenda to add "Sheriff Sprague- X-Ray Machine Repair Discussion". All in favor. Motion by Commissioner Wible to add "Unofficial Returns Reporting Form, April 23, 2024 General Primary". All in favor. Motion by Commissioner Hann to accept the April 23, 2024 Commissioners' Meeting minutes. All in favor. Motion by Commissioner Hann to accept the April 23, 2024 Salary Board Minutes. All in favor. Motion by Commissioner Wible to approve Accounts Payable, dated April 26, 2024, in the amount of $147,257.67. All in favor. All in favor. 404 Commissioners met with Sheriff Sprague for discussions on repairing the X-ray machine for the courthouse. After discussions, it was decided that the best option was to purchase an extended service plan. Motion by Commissioner Bunch to approve and execute the estimate from ACS, Access Control Systems, Inc. for a 1-Year On-Site Extended Service with PMI (ACS Gold Plan) for HS 5030C, in the amount of $4,235.55 for the X-ray machine in the County Courthouse. All in favor. Commissioners met with PA CareerLink Site Adminstrator/Pxecutve Director Barbara Covert and Career Placement Specialist for Employment and Training Inc. Joyce Lynch for a review of services provided. Lynch provided a calendar reflecting monthly job fairs and workshops and a handout showing a snapshot of the programs and services. Covert shared that a business and education grant was received and used to implement speakers in the schools districts. Covert also highlighted that Fulton County currently has a low unemployment rate of 2.2%. Motion by Commissioner Bunch to enter into Executive Session at 9:45 a.m. for Personnel Matters. All in favor. Motion by Commissioner Bunch to exit Executive Session at 9:58 a.m. All in favor. A brief Salary Board was held at 10:10 a.m. Separate minutes are on file. Commissioners met with Fiscal Administrator Lisa Beatty to present her with a signed letter and personally thanking her for 10 years of hard work and dedication to the county. Motion by Commissioner Bunch to enter into Executive Session at 10:15 a.m. for Legal Matters. All in favor. Motion by Commissioner Hann to exit Executive Session at 11:00 a.m. All in favor. Motion by Commissioner Wible to approve and execute the Liberty Mutual Commercial Surety Performance Guarantee Bond in the amount of $10,000.00 to be provided to the DCNR Bureau of Foresty for a Right-of-Way" to one of the county's communication towers in Brush Creek Township to be renewed in August, 2024. All in favor. Motion by Commissioner Bunch to approve and execute the "Act 48-2015 Appointment of a Deputy Tax Collector Form" naming Nancy Oakman as Deputy Tax Collector for Union Township. All in favor. 405 Motion by Commissioner Wible to approve and execute the April 2024 Retirement Fund Report. All in favor. Motion by Commissioner Wible to approve and execute the "Unofficial Returns Reporting Form" showing the Total Votes of Election Day Votes, Absentee/Mail Votes and Provisional Votes from the April 23, 2024 General Primary Election.
