EAST BERLIN BOROUGH COUNCIL 128 Water Street, East Berlin, PA 17316 Call to Order: The regularly scheduled monthly meeting of the East Berlin Borough Council began with the Pledge of Allegiance at 6:00 PM led by Chris Warner, Council President on Wednesday, March 12, 2025 at the East Berlin Borough Hall. Members Present: Chris Warner, Roberta Teal, Judith Salomon, Robert Larson, Charles Philips, Heather Gentzler, and Mayor Stephanie Haley and Junior Council Member Jay Rotharmel. Members absent: Gregery Green Council Person, Junior Council Member Maria Eichelberger. Also Present: Solicitor Matt Battersby, Administatorreasurer Cindy Smith Approval of Agenda: Roberta Teal motioned approval, second by Heather Gentzler. Motion carried. Solicitor's report: Charles Philips motioned to accept Ordinance 2025-01 Vacation ofthe Unimproved Portion of Park Avenue right-of-way as presented and advertised, second by Roberta Teal. Motion carried. Charles Philips motioned approval ofitem #1B of the Engineer's Report approving the Pennwood Products Preliminary Plan extension until July 31, 2025, second by Robert Larson. Motion carried. Roberta Teal motioned to authorize Chris Warner to sign Kuhn's Wood's Quiet Title document(s), second by Robert Larson. Motion carried. Administrator's Report: Council acknowledged the Administrator's continuing attendance at Adams County Council of Government (ACCOG) and Borough's. Association (ACBA) meetings as needed. Planning Commission Annual Report acknowledged by Council Planning Commission draft Agenda for March and pending Meeting Minutes from February reviewed at Council': s leisure. Council received the Borough Engineer' S Report dated March 12, 2025 for continuing review at their leisure. Approval of Minutes: Roberta Teal motioned to accept the February 12, 2025, Meeting Minutes, second by Heather Gentzler. Motion carried. Committee Reports: Finance: Roberta Teal: Council acknowledged receipt oft the Profit & Loss Statement as well as the Summary of Accounts. Roberta Teal motioned to pay the February bills in the amount of $25,458.41, second by Judith Salomon. Motion carried. Chris Warner presented information for obtaining the following: Roberta Teal motioned an expenditure of up to $1,000 to enable the "Old Police Car" repairs, thereby making it operational, second by Robert Larson. Motion carried. Judith Salomon motioned approval of"Resolution 03-2025-1 = Before You Dig", second by Heather Gentzler. Motion carried. Chris Warner provided the following: Emergency Management Report reviewed at Council's leisure. Charles Philips motioned appointment of Matt Altier to the Planning Commission in a previously vacant position for a term ending in one year (March 31, 2026), second by Roberta Teal. Motion carried. Heather Gentzler motioned appointment of Erik Vranich Keller Engineering as Floodplain Administrator, second by Judith Salomon. Motion carried. Mayor Haley briefly reported on the following: Mayor requested the Chief Terry Seitz review be completed in December of each calendar year. Mayor updated the Council that there is discussion of reviving Colonial Days due to public interest.
