SCHUYLKILL TOWNSHIP PLANNING COMMISSION JANUARY 15, 2025 MEETING MINUTES Curt English called the meeting to order at 7:00pm. Members in attendance: Barbara Cohen, Andrew Jacob, Dave Demey, Peter Bigelow, Mike Pellegrino, alternate Toms Gresko and alternate April Goudie. Elected Supervisor Mark Donovan and Township Engineer Paul Boettinger were also present. Reorganization of the Commission was held. C. English announced he was stepping down as Chairman. After discussion, C. English will remain Chairman for 3 months until a new Chairman has been decided on. A. Jacob made a motion to reappoint C. English as Chairman, B. Cohen seconded, all approved. M. Pellegrino made a motion to reappoint B. Cohen as Vice Chair, A. Jacob seconded, all approved. Newly appointed alternate member, A. Goudie was introduced to the Commission. 200 Kimberton Road - Kestra Kelly, Engineer and Bernadette Kearney, Esquire, appeared on behalf of the applicant of proposed redevelopment of 200 Kimberton Road. K. Kelly advised that the lot is in Phoenixville Borough with a small portion extending into Schuylkill Township. The existing building was formerly a Rite Aid. The applicant is converting the building into a drive through car wash facility. There will be no development of the portion of land that it within Schuylkill Township. P. Boettinger advised the Commission that he had reviewed sketch plan, formal plans that were submitted to the Borough will be reviewed as well. P. Boettinger advised that the Commission can recommend the plan to the Board of Supervisors contingent on stormwater analysis. P. Bigelow asked about exterior lighting. K. Kelly said no additional lighting towards the Schuylkill Township side is proposed. The existing lights will be changed to LED lights. A. Goudie asked about the traffic flow. K. Kelly advised that there will be no left turns in from Route 23, there will be no changes to the flowthat is existing. T. Gresko asked if a traffic study is required. P. Boettinger said this is 98% within the Borough. K. Kelly said they did get the Boroughs Zoning Hearing Board approvals and they did prepare a traffic study as a condition of the special exception. K. Kestra said the traffic study was accepted by the Borough with no comments. B. Cohen spoke of the history of that corner and that it was an Inn many: years ago. B. Cohen asked if there was an indoor waiting room fori the car wash. K. Kelly said there would be one for people who wanted to have the interior of the car cleaned. B. Kearney asked the Commission to recommend al letter of no interest or waiver of land development. C. English made a motion to recommend that the Board of Supervisors issue a letter of no objection and a waiver of land development conditioned on the Township Engineer and Solicitor being satisfied with the Stormwater Analysis report. B. Cohen seconded. All approved. Grant funding letter for Sedgley Farms C. English reviewed the letter. Supervisor M. Donovan explained that the money for the purchase of Sedgley Farm has already been spent, the Township is seeking grants to supplement what was spent. C. English signed the letter, A. Jacob made a motion to support the grant application to offset the cost of the Sedgley Farms purchase. B. Cohen seconded. AlL approved. T. Gresko asked if the Township has considered buying the property that was formerly Royal Bank at the corner of Whitehorse and Valley Forge Road for open space. It would prevent further building and traffic problems. M. Donovan said no, that property is not one that the Townships Open Space Commission is interested in.
