The floor was opened up by Commissioner Ulsh for public comments. Carolyn Kerlin and Sandra Barton both addressed the Commissioners in regards to the ongoing litigation and Special Counsel. Motion by Commissioner Shives to approve the Commissioners' Minutes of the November 7, 2023 meeting. All in favor. Motion by Commissioner Ulsh to approve the Accounts Payables dated November 13, 2023 in the amount of $132,649.37. All in favor. Commissioners met with HR Administrator Mary Huston to discuss HR Matters. 278 Motion by Commissioner Ulsh to approve the Board of Assessment and Revision of Taxes Certification which provides compliance with the statute requirements for the County of Fulton as an eighth class county in the Commonwealth of Pennsylvania, referençed in Purdon's 72 5453.701 9 (c)-5. All in favor. Motion by Commissioner Shives to approve the True Value Invoice for supplies used for the newly purchased property located at 119 North Second Street, McConnellsburg, PA, which was applied to Capital Purchase in the amount of $4,128.82. All in favor. Motion by Commissioner Shives authorizing Commissioner Ulsh to sign the JCJC. Juvenile Probation Services Grant Award Notification/Invoice in the amount of $37,496.00 for grant period. July 1, 2023 through June 30, 2024. All in favor. Motion by Commissioner Shives to approve the amended 2024 Holiday Schedule, which would reflect a full working day for October 18, 2024 and a full day off for December 24, 2024. All in favor. Motion by Commissioner Ulsh to amend Page 11, Section 201 of the HR Manual removing highlighted areas of the HR Manual to include updating the paid time off holidays as presented by HR Administrator Mary Huston (see below). All in favor. "The Holiday must fall on a regularly scheduled work day in order for an employee to receive Holiday Pay". "As an example, a part-time employee's normal work schedule is Monday, Wednesday and Friday, 6 hours per day. This employee would not receive pay. for Thanksgiving Day, but would be paid 6 hours holiday pay, for the Friday after." "If an eligible employee works on a recognized holiday, the employee will receive holiday pay plus wages at their straight time rate. for the hours worked on the holiday, or they Probation Officers may elect to receive comp time in lieu for hours worked. 1 Commissioners met with Wessel and Co. CPA Mike Lamb and Fiscal Administrator Lisa Beatty for a review and request for a verbal approval of the final draft of the proposed 2024 budget. Lamb presented the Commissioners with a 2024 Budget Summary. Lamb noted that the budget milage rate on real estate would remain the same at 12.40 mils. The next steps are to meet with Department Heads on November 21, 2023 and adopt the budget on December 27, 2023. Commissioners gave their verbal approval of the proposed budget. Commissioners met with Tom Krause and Daryl Jamison, both with Teamsters Local Union 992 to discuss proposed changes as a result of the Collective Bargaining Agreement between the Fulton County Commissioners and Teamsters Local Union No. 992 being voted down by union members. Also in attendance were Shop Stewards Jody Keefer and Darron Butts and HR Administrator Mary Huston. 279 Commissioners signed a Travel Request from the Probation Department at attend the Quarterly Adult Chief Business Meeting on December gth, 2023.
