Ms. Dressler called for public comment. There was none. Ethan Howard, Robin Oberdorf, and Patricia Shively from Penn State Extension were recognized as part 4-H Week. Mr. Howard said the 4-H program is expanding in Montour with 120 youths participating. He touched on Extension activities such as the upcoming Seed to Supper program at the Gatehouse, where food insecure individuals will learn to grow, process and preserve fruit and vegetables. There was no old business. Under new business, Ms. Hosterman presented two CDBG "on behalf of" subrecipient agreements between Montour and Danville Borough for fiscal years 2022 and 2023. The 2022 funds of $80,082.00 and 2023 funds of$73,111.00 were earmarked for the Foust Street flood gate, which will complete the Borough levee project. Ms. Dressler moved to approve the 2022 agreement. Mr. Finn seconded. On called vote, all voted in favor. Ms. Dressler moved to approve the 2023 agreement. Mr. Finn seconded. Ms. Dressler moved to a subrecipient agreement between the Count and Danville Area Community Center using 2023 CDBG funds of$171,432.00for the center's access upgrade, which includes ramp improvements, and reconstruction of a retaining wall and sidewalk. Mr. Finn moved to enter into a cooperation agreement with DRIVE to serve as grant administrator for a $1,000,000.00 RACP grant awarded to the County for an upgrade'replacement of the HVAC systems at the Administration Center. Under the agreement DRIVE will charge $10,000.00 for its services. Ms. Dressler seconded. On called vote, all voted in favor. Ms. Dressler moved to enter into an agreement with Braunsberg's Home Health LLC DBA EmmuCare #2 to provide home health care services to clients of Montour County Human Services. Under the one-year agreement, services will include laundry, meal preparation, light housekeeping and personal care services at a rate of $25.00 per hour effective March 25. Mr. Molter and Ms. Brandon told the Board that Human Services lost its previous provider during the pandemic and until now has been unable to revive the services, which are paid through Human Services Development Fund dollars. Mr. Finn seconded. On called vote, all voted in favor. Mr. Finn moved to adopt Resolution R-3-25-2025 enacting a burn ban for 30 days. He said the Montour County Fire Chiefs' Association voted unanimously to ask the County to implement the ban. Mr. Finn said there is an erroneous assumption that when it rains drought conditions improve. It's not OK until plants start to green up, he noted. Mr. Finn said the Governor' S Office will be contacted to ensure State Police enforce the ban as they have been reluctant to do SO previously. Ms. Dressler seconded. On called vote, all voted in favor. #54 Ms. Hazzard of The Women's Center sought permission for a Red Sand Day observance to draw attention to human trafficking. The observance will take place in front of the courthouse in April when participants will pour small bags of red sand into sidewalk. cracks, which represents people who fall into the cracks.
