Parker Bob Jackson 51 1 Matt Halter Town ofSummerville SPECIAL CALLED COUNCIL MEETING BUDGET PRIORITY WORKSHOP March 19, 2025 ATTENDANCE Present: Mayor Russ Touchberry, Councilmembers Kima Garten, Bob Jackson, Aaron Brown, and Richard G. Waring, IV. Councilmembers Tiffany Johnson-Wilson and Matt Halter were absent. Also in attendance were Town Administrator Scott Slatton, Town Attorney GW Parker, Town Clerk Beth Messervy, and select staff. A quorum was met. Public and press were duly notified and present. The meeting took place in the training room oft the Town Hall Annex building at 200 South Main Street. CALL' TO ORDER Mayor Touchberry called the meeting to order at 9:00am. EXECUTIVE SESSION Mr. Waring made a motion, seconded by Ms. Garten, for Council to enter into Executive Session at 9:0lam for discussion of an employment matter related to employees of the municipal court. The motion carried unanimously. Judge Jameson entered into Executive Session with Council for the discussion. Ms. Garten made a motion, seconded by Mr. Brown, for Council to end Executive Session and return to open session. The motion carried unanimously, and Council ended Executive Session at 9:18am. Town Attorney GW Parker reported that Council entered into Executive Session for discussion of an employment matter related to employees of the municipal court; he stated that no action was taken in Executive Session. OTHER BUSINESS Mr. Waring made a motion, seconded by Ms. Garten, to authorize the Town Administrator to sign an addendum to a Cooperative Intergovernmental Agreement with Berkeley County to provide that Berkeley County act as the project manager on the Cedar Street Extension project. The motion carried unanimously. Mr. Jackson made a motion, seconded by Mr. Brown, to authorize the Town Administrator to sign an addendum to a Cooperative Intergovernmental Agreement with. Special Town Council Meeting Minutes March 19, 2025 Page 2 REVENUE SUMMARY Ms. Moore reported an increase in property taxes and a decrease in building permits, with an estimated $51 million in revenue for FY26. She went into detail on the revenue sources, including property taxes, franchise fees, license fees, permits and related fees, Local Option Sales Tax from Berkeley and Charleston Counties, other State revenue, recreation, and sale of assets. LOCAL OPTION SALES TAX CALCULATION Ms. Moore presented a slide showing that the Town is keeping 71% of the revenue being brought in by the Local Option Sales Taxes in Berkeley and Charleston Counties. She said that she was unable to find any resolution, ordinance, or policy change requiring that the Town only keep 71%. Ms. Moore stated that ifCouncil decided to keep more than 71% of the LOST revenue each year, then there would be less credit going back to Town of Summerville residents in Berkeley and Charleston Counties. DEPARTMENT BUDGET PROPOSALS Ms. Moore noted that all department budgets included a 3% COLA. She reviewed each department's proposed budget for FY26, and the department heads answered questions from Council. Ms. Moore also reviewed any capital purchases from specific departments. FINDINGS Town Administrator Scott Slatton reported that with the numbers presented in the meeting, Council will need to cut $4.5 million to have a balanced budget. Mr. Slatton stated that the budget presented at this meeting included the priorities that Council set out at the February budget workshop. He let Council know that he is looking for cuts in the hundreds of thousands, and not in just the thousands or hundreds. Mr. Slatton and Council set a date for the next budget workshop (April 22nd). ADJOURN: Mr. Waring made a motion, seconded by Mr. Jackson, to adjourn the meeting. There being no further business, the Mayor adjourned the meeting at 12:57pm on a unanimous vote of Council.
