Borough of Sykesville Council Meeting March 17, 2025 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nate Alvetro, President ProTem; Council Members: Sherry Pruzinsky, Don Reid, Gabriel "Butch" Sweka; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent was Councilman Ron Morris. Visitors were Brian Williams (Crew Foreman) and Monica Walker (Assistant Secretary). A motion was made by Vice President Elaine Fike and seconded by Councilman Butch Sweka to add "Penn Central Door, LLC invoice" to the Finance/ Personnel section of tonight's agenda. Motion carried. VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE Nothing to report. OLD BUSINESS: A motion to approve March 3, 2025, Council minutes was made by Councilman Don Reid and seconded by President ProTem Alvetro. Motion carried. Solicitor Nicholas Gianvito informed the board that a bank institution for selection of the Pennvest loan stormwater project) will need to be chosen tonight. A motion to accept taking out the loan with InFirst Bank was made by President ProTem Nate Alvetro and seconded by Vice President Elaine Fike. Motion carried. Solicitor Gianvito presented Council with a copy of the LGUDA Ordinance which explains and provides the procedure of the $750,000 debt services oorrowed loan. A motion was made to adopt "A ORDINANCE OF THE BOROUGH COUNCIL OF THE BOROUGH OF SYKESVILLE (JEFFERSON COUNTY, PENNSYLVANIA) ENACTED MARCH 17, 2025 AND NUMBERED 3172025" was made by Counciwoman Sherry Pruzinsky and seconded by Counciman Butch Sweka. Motion carried. A roll call vote was performed; Councilwoman Sherry Pruzinsky: Yes, President ProTem Nate Alvetro: Yes, Councilman Don Reid: Yes, Councilman Gabriel "Butch" 1 Sweka: Yes, Vice President Elaine Fike: Yes, President Michele Yamrick: Yes. Councilman Ron Morris was absent. Other various documents were signed due to the approval and adoption of this ordinance. Solicitor Gianvito presented a legal engagement letter from his aw office for approval of epresenting/cissing in the 2025-S1 stormsewer replacement project and explaining his fees for his legal services. A motion was made by President ProTem and seconded by Vice President Elaine Fike to approve the legal engagement letter from Nicholas Gianvito's office. Motion carried. Solicitor Gianvito presented a resolution to reimburse the General Fund for expenditures made for the stormsewer project Engineer fees, etc.). A motion was made by Councilman Reid and seconded by Councilman Sweka to adopt the resolution allowing the General Fund to be reimbursed for stormwater expenditures. Motion carried. A motion was made by Councilman Reid and seconded by Councilman Sweka to pay $600 to Bufallo & Pittsburgh Railroad, Inc. for the annual occupancy license agreement. Motion carried. Solicitor Gianvito updated Council on the meeting he had today concerning the Post Office. Kathleen (JHA) has also reached out to Congressman Thompson's office. Travis Long (JHA) and the USPS architect/engineer are having an issue coming to an agreement of the original proposal for the stormsewer plans. Sykesville's current proposal is that the project will run next to an existing line (portion of the USPS parking lot). Their architect wants to bypass the Post Office completely and run a line between the Post Office and Town Square because they are afraid of disruption of service (1-1.5 days work). The USPS architect wants an official permit from PennDot knowing that the permit would be denied, and he is concerned that this project will violate the PA Wetlands Act which would involve DEP and the Army Corps (lengthy procedure and possibly lose the grant due to time restraints). PennDot did send an email to Travis, and he also sent a four-page letter explaining why the original proposal is best and why the USPS architect proposal is not. Solicitor Gianvito stated that the Borough may have to retain Chris Brewer for this issue as he is more experienced in this area. The senators and congressmen are aware of this issue as well. President ProTem Nate Alvetro informed Council that he received a quote from Scott Ferrell (City of DuBois) of $1,105.20 for street sweeping in town (six hours). If the sweeping takes less than six hours, he will adjust the price. A motion was made by Councilman Reid and seconded by Councilman Sweka to accept the City of DuBois quote of $1,105.20 for street sweeping. Motion carried. A motion was made by Councilman Reid and seconded by Councilman Sweka to 2 advertise this in the paper (two days), advertise on the radio (Sunny 106), and President Yamrick will post to social media. Motion carried. Street sweeping will be this Saturday, March 22nd. CREW FOREMAN REPORT: Foreman Williams presented an invite to the Annual Equipment Show and Training Day held on Wednesday, May 28th at the Clearfield County Fairgrounds. He informed that Nick Yamrick, Jaysa Neale, and himself need to be recertified as flaggers. A motion was made by Councilman Sweka and seconded by President ProTem Alvetro approving to send Brian, Nick, and Jaysa to the equipment show and get recertified for flaggers ($67.50 each). Motion carried. Foreman Williams presented Council with prices from Woodbed Corp. for purchasing mulch (Stahl Park & Highland Park). He stated that he would like to start with 30 yards. After a brief discussion, a motion was made by Councilwoman Sherry Pruzinsky and seconded by Councilman Butch Sweka to purchase 100 yards of playground material/mulch priced at $23.95/yard. Motion carried. This expense will be split between the Park Fund and the General Fund. COMITTEE REPORTS: Public Works: President ProTem Nate Alvetro informed Council that Steve Haag repaired the curb(s) on Main Street and is coming back to blacktop the road once the plants are open. He informed that the Borough Crew has started to do spring cleanup (repairing yards, etc.) due to the plow trucks. The Crew are also working on faking down the Christmas decorations and tree (hopefully done by this week). The garage door was installed and completed last Wednesday. Finance/Personnel: President Michele Yamrick informed that the proposal that was accepted and approved from PennCentral Door, LLC was for $4,541.11, however, the actual invoice is in the amount of $6,074.11. A motion was made by Councilman Sweka and seconded by Councilman Reid to pay Penn Central Door, LLC $6,074.11 for their services. Motion carried. A request was presented from Mo Kovalcheck to purchase a book of 250 checks. The estimate she received from Farmers National Bank is $230.67. A 3 motion was made by Councilman Sweka and seconded by Councilwoman Pruzinsky to purchase a book of checks priced for $230.67. Motion carried. A motion was made by Councilwoman Pruzinsky and seconded by Councilman Sweka to accept and pay J&M Accounting & Tax Services Inc. $1,200.30 for their monthly retainer for February 2025. Motion carried. February 2025 financial reports were presented to all members from J&M Accounting (emailed and distributed 3/14). No questions or comments were made. An invoice for $35,666.25 was presented from JHA Companies for the upcoming stormwater project. A motion was made by President ProTem Alvetro and seconded by Councilman Sweka to transfer $35,666.25 from the Sludge Removal Account to the General Fund Account and pay that amount to JHA Companies from the General Fund. Motion carried. A motion was made by Counciwoman Pruzinsky and seconded by Vice President Fike to approve Brian Williams paid time off for March 3rd through March 7th. Motion carried. Ordinance, Health & Safety Nothing to report. Utilities: Nothing to report. Parks, Recreation and Planning: President ProTem Alvetro informed that there was vandalism at the Stahl Park (basketball nets were cut and there were drawing on the train). He informed that the Borough Crew removed the graffiti. President ProTem Alvetro requested for delivery of the dumpsters for Stahl Park before baseball season. Secretary Neale will call tomorrow. Police, Mayor, Fire, Code Enforcement: Councilman Reid asked if there would be police coverage for the Run/Walk event. Solicitor Gianvito stated that he asked the Chief of Police for Punxsy and will follow up. President ProTem Alvetro asked if the Sheriff's office would provide coverage. Mayor Cunningham will reach out. 4 President ProTem Alvetro presented the year end Fire Report to Council. A copy of the report will be in the Borough Office. Solicitor Gianvito: Solicitor Nicholas Gianvito nformed that he received correspondence from Winslow Township's solicitor asking for documentation of how the penalty fee is calculated. Solicitor Gianvito provided the calculations per Travis Long (JHA). NEW BUSINESS: Nothing to report. EXECUTIVE SESSION: Council went into executive session to discuss personnel and legal matters at 8:10 P.M. ACTION AFTER EXECUTIVE SESSION: Council reconvened from executive session at 8:16 P.M.
