RUSSELL RINALDI: We're going to 2 move right into the work session. Once 3 again, ladies and gentlemen, welcome to the 4 work session of the 01d Forge Borough. 5 Tonight is January 7, 2025. The purpose of 6 our work session will be to set our agenda 7 for the regular meeting, which will be 8 January 21, 2025. We'11 hear from our 9 department heads, we'17 hear from our 10 borough manager, our solicitor. We'11 go 11 down the table and hear from our members and 12 our mayor. 13 The chief of police has a public 14 sign-in sheet. If anyone from the public 15 would like to address us we'1l give you a 16 few minutes at the end of the meeting. 17 With that said, we'1l move into our 18 first department head, which will be Chief 19 Dubernas. 20 CHIEF DUBERNAS: I have nothing. 21 MR. RUSSELL RINALDI: Anything for 22 the meeting tonight or for the upcoming 23 agenda? 24 CHIEF DUBERNAS: Just a little 25 information for the meeting. I got the 3 1 proposal back the mayor requested object the 2 dog and a vehicle. So through Alan Finn, 3 his training for the life of the dog is 4 $25,000. That does not include the dog. He 5 told us ballpark figures of anywhere from 6 $2,500 and $3,000. 7 MR. HOOVER: What's $2,500 and 8 $3,000? 9 CHIEF DUBERNAS: That's the price of 10 the dog. 11 MR. HOOVER: The price is $2,500? 12 CHEF DUBERNAS: He knows a bunch of 13 breeders. He will pick the dog for the 14 handler. The price of a vehicle equipped 15 for a K-9 car is $70,000. It's 69 and 16 change. 17 MR. RUSSELL RINALDI: Chief, you 18 said the price of the dog is $25,000. 19 CHIEF DUBERNAS: That's the 20 training. That's for the life of the dog, 21 and $2,500 to $3,000 is for the dog. 22 MS. SHOTWELL: What was the vehicle 23 cost? 24 CHIEF DUBERNAS: It's $70,000. It's 25 $69,890. That's for a '25 Ford Explorer 4 1 that looks just like ours but is fully 2 equipment will K-9 insert, the fans, the 3 alarms, the whole nine yards. So give or 4 take you're looking at a hundred thousand. 5 MR. HOOVER: How many officers do we 6 have that are interested? 7 CHIEF DUBERNAS: There was two, but 8 that was two or three years ago. I don't 9 remember. 10 MR. KOMENSKY: Currently. 11 CHIEF DUBERNAS: Currently? I 12 haven't put it back out. 13 MR. HOOVER: Maybe we should do 14 that, see where we're at. Don't put the 15 cart before the horse. 16 MAYOR LEGG: I talked to two. The 17 two of them were interested. 18 MS. SHOTWELL: Full time? 19 MAYOR LEGG: Yes. 20 MR. RUSSELL RINALDI: Chief, just 21 out of curiosity, if this were to happen 22 what kind of a vehicle would it be, SUV? 23 CHIEF DUBERNAS: A Ford Explorer 24 just like we have. 25 MR. RUSSELL RINALDI: Okay. 5 1 Anything else, Chief? 2 CHIEF DUBERNAS: That's it. 3 MR. RUSSELL RINALDI: Any members 4 have any questions for the chief? 5 MAYOR LEGG: We are going to try and 6 get a grant. Am I correct? 7 CHIEF DUBERNAS: Yes. 8 MS. SCAZAFABO : Was that for the dog 9 as well? 10 CHIEF DUBERNAS: It's $25,000 for 11 the training of the dog. That's for the 12 life of the dog. Usually in a small 13 department you'11 get ten years out of a 14 K-9. Then the dog is between $2,500 and 15 three grand. 16 MS. SCAZAFABO: Well, I'd just like 17 to say - and I don't know how far this 18 could go, but the Free Masons in Scranton, 19 they bought the city of Scranton the last 20 dog. They donated that dog. They had him 21 trained and donated it. I'd be glad to 22 mention it to them. 23 MR. RUSSELL RINALDI: Thanks, 24 Dottie. Anyone else have questions for the 25 chief? Thank you, Chief. 6 1 MS. SHOTWELL: I do. The accident 2 today at the school, any concern about the 3 traffic flow there? I know we mentioned it 4 in the past. Should there be a stop sign 5 there? Should there not be a stop sign 6 there? 7 CHIEF DUBERNAS: That had nothing to 8 do with the stop sign on Grace. 9 MS. SHOTWELL: They were coming out 10 from a dead end and went through it. 11 CHIEF DUBERNAS: No, they don't have 12 a stop sign on Grace. East and west don't 13 have a stop sign. It's just north and 14 south. The girl coming south into the 15 school never seen the car coming out of the 16 dead end. 17 MS. SHOTWELL: So just a typical 18 freak accident. No concern. 19 CHIEF DUBERNAS: I stand there every 20 day directing traffic. 21 MR. RUSSELL RINALDI: Anyone else 22 have any questions for the chief? LOPATKA: For the agenda we're 3 going to have - - I pelieve there's a motion 4 that we're going to have to pass for the 5 approval of the senior center project. 6 MS. BARTOLETTI: Yes. I have it on 7 my report. 8 MR. LOPATKA: I have to find out the 9 details for the process that the county 10 needs us to go through. But I oelieve it's 11 a motion that or a resolution or something 12 that you guys have to pass for them then to 13 vote on it and approve the funding. 14 MR. RUSSELL RINALDI: Anything else? 15 MR. LOPATKA: That's it. 16 MR. RUSSELL RINALDI: Any members 17 have any questions for Dave? Thanks, Dave. 18 Assistant fire chief, Bill Stull. 19 Bill, good evening. Anything for the 20 meeting tonight or the upcoming agenda? 21 MR. STULL: Yeah. Just two things. 22 First, I'11 like to see how the study went, 23 the traffic study on Milwaukee Avenue, if 24 that was done or not. 25 CHIEF DUBERNAS: That wasn't us. 8 1 That was the state. The state was supposed 2 to get the engineers to do it. The ones 3 that did Oak Street. 4 MR. LOPATKA: Was I supposed to get 5 them to do that? 6 CHIEF DUBERNAS: Yes. 7 MR. RUSSELL RINALDI: Bill, the 8 study for the signs on both sides of the 9 firehouse. Correct? 10 MR. STULL: Correct, sO we can do 11 the speed over there. 12 MR. LOPATKA: I will get that. We 13 don't do traffic studies. 14 MS. BARTOLETTI: Same company as we 15 had for Oak Street? 16 MR. LOPATKA: : Yes. It's traffic 17 planning. 18 MR. RUSSELL RINALDI: Bill, correct 19 me if I'm wrong. Once the traffic study is 20 in and we give it back to the state they 21 tell us what devices could be on the road or 22 not? 23 CHIEF DUBERNAS: Their 24 recommendation. 25 MR. LOPATKA: First, the traffic 9 1 study will likely dictate once that is, and 2 then PennDOT will do a traffic study. 3 MR. RUSSELL RINALDI: That's just 4 what I meant. Thank you. 5 CHIEF DUBERNAS: Then by 6 recommendation. That's what we did on Oak 7 Street. 8 MR. RUSSELL RINALDI: Bill, anything 9 else? 10 MR. STULL: Yes. The end of 2024 11 the fire department responded to 501 calls. 12 That's a 27 percent increase over '23, and I 13 have no reason why the numbers were SO high 14 this year on calls. 15 MR. KOMENSKY: Did you say 27 16 percent? 17 MR. STULL: Twenty-seven percent. 18 MS. SHOTWELL: What was the 19 difference from '22 and '23? Similar or 20 MR. STULL: Well, you've got to 21 consider, too, the day of the storm we 22 probably had 60 calls alone in a nine hour 23 period. But the weather patterns the way 24 they are, we might see more of that. Every 25 year for the last - - since the oandemic it's 10 1 been going up and up on calls. 2 MR. KOMENSKY: Do you remember what 3 the pandemic number was? 4 MR. STULL: 2023 was 394, '22 was, 5 like, 274. It keeps going up every year. We are doing a lot more mutual aid with the 7 surrounding companies. That's been adding 8 on a lot. 9 MR. RUSSELL RINALDI: Anyone have 10 any questions for Bill? Thank you, Bill. 11 Attorney Rinaldi, solicitor, 12 anything for the meeting this evening or the 13 upcoming agenda? 14 ATTY. RINALDI: So I have from the 15 last meeting that you wanted to pass a 16 resolution regarding two safe spots outside 17 the police station. Are we just reserving 18 them or are there cameras and equipment 19 being purchased with that? 20 MR. RUSSELL RINALDI: Well, we have 21 to purchase the two pieces of equipment 22 first. Correct? 23 CHIEF DUBERNAS: Yes. Both cameras 24 will be LPRS. 25 MS. BARTOLETTI: You don't want that 11 1 to be part of our Vector security system. 2 The cameras are Vector cameras, SO you 3 want - - I wasn't here for the December 4 meeting. You want something totally 5 different? a CHIEF DUBERNAS: They will be 7 totally different. One is Flock and one is 8 Vector. The Flock is the LPRS. Vector 9 doesn't offer LPRs. But there is a huge 10 price difference. 11 MR. HOOVER: What does Vector offer 12 that's comparable to LPR?. 13 CHIEF DUBERNAS: Vector can offer a 14 camera that we could zoom in on that we're 15 able to pull the tag. If you look outside 16 now where our police truck is actually 17 parked, I'm thinking that's where we should 18 put it because it's very well lit. They 19 have the post there and it has a - - you 20 can't park there. But on each side of that 21 light tower it's extremely well lit there. 22 So if we can talk to Vector 23 MR. HOOVER: Because we have 24 CHIEF DUBERNAS: You're looking at, 25 for an LPR - - I was talking to Duryea. They 12 1 average 25 to four grand just - that's just 2 the camera. That's not including the data. 3 They're paying around seven a camera for the 4 data to pull that because it pulls all your 5 license information and everything on LPR. 6 MR. HOOVER: I'd hate to go to 7 another security company when we already 8 have Vector here. I'm sure Vector can give 9 us a comparable to LPR. 10 CHIEF DUBERNAS: Something that we 11 can zoom in to that light post. Myself or 12 Mare, we can go right out. We can see 13 everything and you can zoom in, but once it 14 starts getting too much the pixel starts to 15 break up. She did a fantastic job of 16 getting the person across the street with 17 our camera at the Wine and Spirits. 18 MR. HOOVER: And this is a lot 19 closer. Let's find out from Vector before 20 you make any decision. 21 ATTY. RINALDI: So hold off on that 22 resolution. Then I have another resolution 23 to accept the donation of an ATV for the DPW 24 department, a resolution appointing Officer 25 Boback as a part-time police officer within 13 1 the borough. 2 CHIEF DUBERNAS: That was last year. 3 ATTY. RINALDI: You had at the last 4 meeting he wants to be a part-time police 5 officer. 6 MS. SHOTWELL: He wants to hire 7 another - 8 CHIEF DUBERNAS: The mayor wants to 9 put on a full time. 10 ATTY. RINALDI: So you already have 11 Boback nired? Then the only other one I 12 have is whatever Marylynn has for the CDBG 13 resolution. 14 MR. RUSSELL RINALDI: Anybody have 15 any questions for the solicitor? 16 MR. KOMENSKY: Can we get the 17 information on the vacancy board? 18 MS. BARTOLETTI: I have that. 19 MR. KOMENSKY: Will you scan it to 20 us? 21 MS. BARTOLETTI: It's my turn next. 22 MR. RUSSELL RINALDI: Any other 23 questions for Bill? Thank you, Bill. 24 Borough manager, Marylynn 25 Bartoletti, anything for the meeting this 14 1 evening or the agenda? 2 MS. BARTOLETTI: So for the agenda, 3 the first thing is to approve the Pagnotti 4 Park bid that we received. We haven't done 5 anything with that yet. So if we can 0 approve that, that way Dave could get that 7 project started. 8 The next one, as Dave mentioned, is 9 the senior center. We're going to find out 10 what the county wants us to pass at our next 11 meeting. There were some add-ons to the bid 12 and Dave and I went through them. So we 13 know exactly what we need to do. We have to 14 present that to the county and see if they 15 want us to pass it first and then they pass 16 it or do they pass it first and then we do. 17 We're not too sure about that. But I'77 let 18 you know. If it's us first it will be on 19 our agenda because we're trying to get it 20 done quickly. 21 The next item is the vacancy board, 22 as we started to discuss. Bill, you've had 23 that on your reports for a little while. Is 24 it something that we should be advertising 25 for the position or is it something that 15 1 you're going to appoint? 2 ATTY. RINALDI: Up to council. 3 MS. BARTOLETTI: We haven't had this 4 before, SO it's something that's a new 5 position. But I think we need to do it. We 6 need to get it done. So I'd love to have it 7 done for the next - something for the next 8 meeting. 9 MR. RUSSELL RINALDI: The next 10 meeting we're also having a special meeting 11 to appoint the vacancy on council. Correct? 12 MS. BARTOLETTI: Correct. That's at 13 a regular meeting. Also, payment to 14 American Asphalt for the paving project will 15 be on the agenda for the next meeting. 16 MR. HOOVER: Is that for the whole 17 thing? 18 MR. LOPATKA: We're holding 19 retainage. 20 MS. BARTOLETTI: The last thing is 21 the sewer software. That will be on the 22 agenda. 23 MR. RUSSELL RINALDI: My first 24 question would be we already advertised for 25 the vacant council seat. The member of the 16 1 vacancy board to serve on that. Does 2 council want to advertise for that and take 3 applications? 4 MR. KOMENSKY: Could we have an 5 executive session about that? 6 MR. RUSSELL RINALDI: Absolutely. 7 Anybody have any questions for Marylynn? 8 MR. HOOVER: Throw me a paving 9 number out in the next month. 10 MS. BARTOLETTI: Right now it's 11 zero. So look at our state money, but I 12 know we decided on the PIB loan, sO we have 13 to get that moving. 14 MR. HOOVER: That won't be for a 15 couple months. In the process in between 16 getting this done, if anybody knows of any 17 streets they want done let me know. I'71 go 18 over them. At least I'11 have the paperwork 19 done. I have a list of about nine streets 20 already that we couldn't do last year. I 21 just want to keep adding to them. I 22 mentioned it to Joe and to Mike. Let me 23 know. We'11 pick the worst ones. RUSSELL RINALDI: Would anyone 13 like to address us? Come up to the podium, 14 please. 15 MS. PACE: Miranda Pace. The safe 16 zones, can somebody explain that a little 17 bit? I'm not sure what they are. 18 MR. RUSSELL RINALDI: The safe zones 19 will be two spots in the back of the parking 20 lot, whichever ones the chief feels are the 21 most safer as far as visible with light, 22 where the cameras will be placed. They're 23 for pick up and drop offs mainly for 24 exchange of separated parents or parents 25 with children, but also people can come and 18 1 exchange - like, there's a lot of people 2 who exchange goods. They buy things on 3 Facebook Market Place or whatever, or if 4 they do, like, a flea market exchange. 5 Whatever they do. But they would just come and there's two designated spots. There 7 will be signs, cameras, they'11 be marked. 8 They'11 always be open only for that use. 9 They'11 be located behind the borough 10 building. We left it up to the chief to 11 pick the best spots for them. There are 12 many boroughs who already have them in 13 place. 14 MS. PACE: For Councilman Hoover, I 15 have a recommendation for a road, whether 16 paving or just looking at. Sussex Street, 17 between Thomas and Rose Lane. You can see 18 through the road, the hole. 19 MR. HOOVER: They just did that 20 sewer 21 MS. PACE: It has been like this for 22 years. I remember walking around with my 23 husband three years ago at Thanksgiving and 24 we could see through the road. 25 MR. HOOVER: I'11 take a look at it. 19 1 MR. KOMENSKY: I would like to 19 congratulate Dottie on her appointment as 20 the tax collector. You have a lot of work 21 ahead of you. 22 Bill, I would like to thank you for 23 applying to offer your services to the 24 borough at a time that's really needed. It 25 was unfortunate that Gary passed away. We 20 1 all loved him sO dearly and he did an 2 excellent job. He did everything for the 3 residents. It's big shoes to fill. That's 4 all. 5 MR. BUTLER: Just want to wish 6 everybody a happy new year. 7 MR. HOOVER: I have nothing. 8 MR. RUSSELL RINALDI: A1l I have is, 9 as I said it already a few things. The 10 first thing I have is, once again, thank you 11 to Mr. Stull and to Mrs. Scazafabo for 12 coming in and for applying, taking the time 13 and opportunity. 14 Congratulations once again to Mrs. 15 Scazafabo. Anything we could do on our end 16 to help you don't hesitate to ask. We're 17 going to obviously set you up - - not we. 18 You're going to set yourself up with the 19 deputy tax collector. You'17 meet her and 20 she'11 help you through the process as far 21 as getting started and going through the 22 office and getting everything arranged, in 23 order. But like I said, whatever help that 24 we can offer, dont hesitate to ask. 25 My first thing I have is I notice on 21 1 the firehouse they have this beautiful badge 2 with their sign. It says 01d Forge Fire 3 Department. I notice our police department 4 doesn't have any sign anywhere. Do we need 5 it? I don't know. 6 My recommendation is if we can just 7 have Marylynn or the chief at least get a 8 price on some type of signage on that side 9 of the building for the police department SO 10 the public knows, number one, where our 11 police department is. Also, people who live 12 in town or people just traveling through 13 town are looking for the police department, 14 whether they call or drive by they could see 15 where it is. 16 The only reason why I say the badge, 17 maybe if we got a badge on our side, maybe 18 if we just get a sign 01d Forge Police 19 Department. Whatever council decides, 20 obviously. Number one, if you want a sign 21 or not or what type of sign you want. But 22 if we can just get a quote on it. Just get 23 a price quote, bring it back to council and 24 we can make a decision. 25 MR. HOOVER: I think it's a good 22 1 idea because nobody knows where the police 2 are. 3 MR. RUSSELL RINALDI: It's a 4 beautiful sign, number one, but that badge 5 really stands out. So give us a price on a 6 couple different signs. 7 Second thing I have is the landlord 8 registry that we continue to talk about, and 9 we discussed in the past possibly maybe the 10 hiring of a new borough zoning or borough 11 secretary to help those come in and take 12 over that. Now that Councilwoman Avvisato 13 has resigned - - she was chairman of the 14 public safety committee. Councilman 15 Komensky asked me if he could be chairman of 16 the public safety. She was chairwoman. He 17 asked me if he can be that. So when we redo 18 the committees I extended that I would put 19 him on that committee. 20 He had an idea and he talked to 21 Mr. Stull about it. Maybe possibly the fire 22 department could help us out with that in 23 some way. 24 MS. BARTOLETTI: We had a contract 25 with NEIC. Are we breaking that contract? 23 1 MR. RUSSELL RINALDI: They were 2 doing the landlord registry for us? 3 MS. BARTOLETTI: They were. That 4 was part of what they were hired to do, the 5 landlord/tenant agreement. 6 ATTY. RINALDI: We hired them for 7 zoning. 8 MR. RUSSELL RINALDI: We just hired 9 them for zoning. I don't think we hired 10 them for landlord/tenant. 11 MS. BARTOLETTI: I think we did. 12 MS. SHOTWELL: They said in that 13 presentation they were going to do 14 everything. 15 MR. RUSSELL RINALDI: But did we 16 hire them to do that? 17 MR. HOOVER: I think we did. 18 MS. BARTOLETTI: Yes. 19 MR. RUSSELL RINALDI: BIU offered 20 that, too, SO are they offering 21 MS. BARTOLETTI: They said they 22 couldn't do that. They didn't offer that 23 service. But NEIC offered that service, 24 which is why we have Mike contacting them to 25 get it started and then they said no. 24 1 MR. KOMENSKY: Pull the contract. 2 MR. RUSSELL RINALDI: Let's pull the 3 contract and see what the actual verbiage 4 is. 5 MS. BARTOLETTI: Because if that's 6 the case, then I need to know going forward 7 how we are going to handle that through the 8 zoning because it was initially through the 9 zoning that it was going to be. It was 10 through third party, sO now it's going back 11 to zoning. 12 MR. RUSSELL RINALDI: This is just 13 right now me bringing this up to point it to 14 council's attention, public's attention. It 15 could go nowhere. I'm just bringing it up 16 for, like, just informational discussion. 17 That's all. So we want to pull the 18 contract, like Councilman Komensky said, and 19 we'11 see exactly what the verbiage is. I 20 don't remember that. 21 MS. SHOTWELL: Make that a priority 22 in the new year. 23 MS. BARTOLETTI: Absolutely. 24 MR. KOMENSKY: So my point of 25 asking, because I figured we're kind of in 25 1 limbo with Charlie with that stuff, maybe we 2 could work on this other part and get 3 traction on that and at least try to at 4 least get that done, since we all kind of 5 agree that that would help. So that's kind 6 of why. 7 MS. BARTOLETTI: It's really 8 important. 9 MR. KOMENSKY: For a lot of reasons. 10 MR. RUSSELL RINALDI: And with the 11 fire department, the fire department already 12 does multiple life inspections and quality 13 inspections of all the commercial businesses 14 or commercial properties in town currently. 15 MR. STULL: We're starting to do the 16 rentals, too. Anything that's being 17 transferred for new owners we're going up 18 there and inspecting those. So we're 19 working with Mike on that. 20 MR. RUSSELL RINALDI: That's the 21 thought process. You already have a lot of 22 experience already. You know a lot of the 23 town, the layout, the buildings, and you've 24 already been in many of them, if not most. 25 But like I said, just information 26 1 for council and for the public. We could 2 discuss it at a later date, but I think 3 we're all in agreement it's very important 4 and we should do something. 5 With that said, I don't have 6 anything else. I'd just like to wish 7 everyone happy holidays. I hope everyone 8 has a good holiday, Christmas and New Year 9 with your family.
