Tonight is 24 Tuesday, January 21, 2025. 25 The purpose of our meeting will be 3 1 to go through a few housekeeping motions. 2 We'1l hear from our department heads, we'17 go 3 down the table, we'11 hear from our mayor, 4 borough manager, solicitor, Council members. 5 We have a public sign-in sheet. If 6 anybody from the public would like to address 7 us, we'17 give you a few moments at the end of 8 the meeting. 9 Before we go through our regular 10 meeting, we're going to move up our first 11 motion, and that's going to be a motion to fill 12 the vacancy on Council. 13 Just a few brief discussion or a few 14 brief descriptions. We had a vacancy on the 15 01d Forge Borough Council. Former councilwoman 16 Michele Avvisato resigned. We ran an ad. Two 17 weeks ago, Marylynn? 18 MS. BARTOLETTI: Yes. 19 MR. RINALDI: We ran it for two 20 weeks? 21 MS. BARTOLETTI: It was put in - 22 Sandy, do you have what day we put the ad in 23 the paper? 24 MS. CAPASSO: I want to say on 25 January - December 21st. 4 1 MR. RINALDI: Okay. We ran a legal 2 ad according to the borough code 1006, and we 3 asked for applications and letters of interest. 4 The deadline was last Friday at 3 p.m., January 5 17th. 6 At that time we had two applicants. 7 Tonight, at a public meeting at 6 p.m., we 8 interviewed those two applicants. They're both 9 here. 10 Council went down the table, asked 11 them questions on their own, and at this time 12 we're going to open up nominations and we're 13 going to appoint a new Council member this 14 evening. 15 Before we do that, does any members 16 have any questions? 17 (No response.) 18 MR. I know that Marylynn 24 has a few items that she will go over that need 25 approval. 18 1 One of them is the resolution for 2 the senior center that has to go back to 3 Lackawanna County to get that moving, the Lindy 4 one for Pagnotti Park phase one, for the water 5 line and for the electric. 6 There may be two other items on 7 there. I think one of them is a proposal for 8 Arris to do the final design for the lighting 9 project up at Marion Street Park, and I think 10 there's an 01d Forge - the paving project 11 payment to American Asphalt minus retainage. 12 So, we're holding retainage and 13 we'11 meet them back out there in the spring to 14 look at any other issues. 15 MR. HOOVER: 1st and Susquehanna, 16 are they gonna redo that? 17 MR. LOPATKA: Excuse me? 18 MR. HOOVER: That 1st and 19 Susquehanna - 20 MR. LOPATKA: We're gonna go look at 21 it. When I called, there was already snow on 22 the ground and it was a Tittle late. The 23 plants were closed. 24 I told him we're gonna have to go 25 back out and look at it early in the springtime 19 1 to see what we need to do. 2 MR. HOOVER: Okay. 3 MR. So, I had to 18 go over to the school tonight. I think I sent 19 you the message about Officer Schumer 20 (phonetic), we've been rotating around, SO 21 while I was there I actually ran into their 22 camera guy, he's a guy from 01d Forge, Bruce 23 Finnerty (phonetic), he's running all their 24 cameras there, sO we started chitchatting and 25 everything, he can do an LPR camera. 23 1 So, he actually came here afterwards 2 and was looking and everything. He said he'll 3 give me a price quote. 4 There's no - - the price is for the 5 camera and it's ours. Like, we're not renting 6 the camera. The maintenance fees and all that, 7 that's all included in the price. And, Mare, 8 what did he say, it's a five-year warranty on 9 it? 10 MS. BARTOLETTI: Yes. 11 CHIEF DUBERNAS: It's a five-year 12 warranty on it. And, like, anything he does 13 with the camera, it's ours. 14 His recommendation was to put the 15 LPR right in the beginning of the parking lot 16 because it's a single lane of traffic coming in 17 and out. So no matter who goes in or out, a 18 Tot of them actually grab the plate. 19 And then he would recommend another 20 overhead, like, a full view camera from our 21 building that would get all of the safe space. 22 MR. RINALDI: So, two cameras total? 23 CHIEF DUBERNAS: That'd be total - 24 MR. RINALDI: One regular, one LPR? 25 CHIEF DUBERNAS: And he also said 24 1 that his cameras and everything could be - and 2 the school, they're giving us access, SO all of 3 our cars will be able to access their cameras. 4 So, if there's an incident going on 5 at the school, we could pull it all up, and all 6 of his cameras will be able to be tied into our 7 current Vector system, he said, because they 8 run off an IP address. 9 MR. RINALDI: So, the police will 10 have access from their vehicles every school 11 camera and every camera in the Borough? 12 CHIEF DUBERNAS: Only the ones that 13 are connected to him. 14 MR. RINALDI: Oh, okay. That are on 15 our building connected to him? 16 CHIEF DUBERNAS: Yeah. 17 MR. RINALDI: Okay. So, the police 18 vehicles would have, if we got those two new 19 cameras off of him, they would have both of 20 those right to our cars along with all the 21 school cameras? 22 CHIEF DUBERNAS: School cameras. I 23 want to say the school has 48 cameras. You 24 can't walk nowhere on the school property 25 without being monitored 25 1 MR. RINALDI: Right. 2 CHIEF DUBERNAS: six or seven 3 times. It's phenomenal the new system they put 4 in. 5 MR. RINALDI: That's great. I hope 6 we never need to use them, but if we do, I'm 7 glad they're available in our vehicles. 8 CHIEF DUBERNAS: Yeah. Outside, 9 inside. They have the vape detectors attached 10 to the cameras, everything. 11 MR. RINALDI: Did he give us a 12 price? 13 CHIEF DUBERNAS: He is going to send 14 me the quote. 15 MR. RINALDI: Oh, he didn't give it 16 to us yet. Okay. 17 CHIEF DUBERNAS: He said the camera 18 alone was 3600 bucks, and that's cheaper than 19 the other place I got, and plus it's our 20 camera. 21 MR. Second, 20 I received a call today from Carl Lutkowski 21 from the 01d Forge little league regarding the 22 grant that's been, you know, bouncing back and 23 forth for several months, and I called into 24 DCED for some information, and the person I 25 spoke to just happens to be here, SO I thought, 31 1 if he doesn't mind, maybe he could just explain 2 a little bit to you on what we could do with 3 the grant. Do you mind, Devon? 4 MR. BROWN: Good evening, Council. 5 COURT REPORTER: Could you state and 6 spell your name, please? 7 MR. BROWN: Devon, D-E-V-0-N. 8 Brown, B-R-0-W-N. As Marylynn noted, she did 9 call me today in regards to a grant that is 10 currently held by Lackawanna County. It is an 11 LSA grant from the gaming funds, the casino 12 revenue. 13 It was a $100,000 grant approved for 14 Lackawanna County on behalf of the 01d Forge 15 little league. It was for a lighting project 16 at 17 MS. BARTOLETTI: Pagnotti. 18 MR. BROWN: : Pagnotti Park. And 19 she had called to inquire because the Tittle 20 league was a little unfamiliar with the process 21 of submitting for reimbursement and handling 22 the administrative packground, and she was 23 inquiring about trying to transfer the grant. 24 Luckily, through the LSA Monroe 25 program, you are able to do a grant transfer, 32 1 sO it would just mean that the 01d Forge 2 Borough would take over the grant on behalf of 3 the little league and they would monitor it. 4 There is an ability to apply for a 5 change of scope, as well, if you guys, along 6 with the little league, sought to change the 7 scope for some sort. 8 And then the benefit is because the 9 way the county applied for it, they applied for 10 a portion of it, 95,000 for construction and 11 5,000 for an administrative fee, which can 12 definitely award the Borough because the 13 administration, Marylynn, and the women in the 14 office would be able to submit for 15 reimbursement for handling the grant, which the 16 Borough would be able to recoup from a 17 financial aspect. 18 MR. HOOVER: Devon, could we use 19 this, like, for Miles Street Park? Could we 20 use this for a variety of things, for Miles 21 Street Park, like, a couple different things, 22 or does it have to be one specific? 23 MR. BROWN: So, you definitely can 24 ask for a change of scope. It goes before the 25 CFA board, the Commonwealth Financing Board. 33 1 They would have to, you know, approve it, but 2 you can ask for that. 3 So, you do have the leeway, because 4 the county program is not as stringent as the 5 statewide LSA, sO you can ask for it. It's 6 more recommended that you keep it in line, but 7 if you wanted to spread it out, you can ask. 8 I'm not going to say that they will 9 approve it. Usually, if you want to keep it in 10 line with a similar, instead of, like, breaking 11 it up individually, we would like to, you know, 12 have a plan and just one aspect of that plan. 13 MR. HOOVER: I mean, it would be 14 called the Miles Street Park but it would be 15 different things in the Miles Street Park. 16 MR. BROWN: Yep, you could 17 definitely ask for it. Again, they like to see 18 it, like, you know, it was just for, the way 19 that they had it worded, was for a lighting 20 project. 21 So, for example, if you want to 22 build restrooms, that's a whole different 23 component where it wasn't originally asked for, 24 sO there's no guarantee that the board would 25 approve adding that. 34 1 If you can basically tie it in in a, 2 you know, paragraph explaining the things, 3 again, you can ask, but I would try to stay 4 not that you have to stay with the lighting, 5 but the construction of something, you know, 6 tying it in, using the verbiage and, you know, 7 paragraphs to explain that it's still somehow 8 connected with the originally requested 9 project. 10 MR. So, 9 everyone knows we've been waiting on the senior 10 center, SO we have 391,000 in CDBG grant funds 11 that are going to be put toward the renovation 12 of the senior center, and once we approve it 13 tonight, then the county will approve it at the 14 next commissioners meeting, and then hopefully 15 they'11 be able to start the project up as soon 16 as possible. 17 One other item that I did put on the 18 agenda is a contract with Arris Engineering, 19 and that's the company that's going to do the 20 design for the lighting at Marion Street, which 21 we have the grant to be able to accomplish this 22 project. 23 And, let's see here. They have to follow any zoning 2 laws, they have to go to any zoning hearings. 3 So they have to do a full plan and a 4 full, you know, array of the meetings that they 5 would have to go to. 6 The only thing is the school 7 district asked us for them to be able to apply 8 for this grant, they just want a letter of 9 support saying that the 01d Forge Borough would 10 support them in this project, but it does not 11 grant them any approvals. They still have to 12 follow all the right criteria. 13 So, we're just signing a letter, if 14 it goes through, that we're supporting them 15 with their project, that's it.
