At this time 3 the chair will entertain a motion to pass an 4 ordinance of the 01d Forge Borough, 5 Lackawanna County, Pennsylvania adopting a comprehensive budget for the calendar year 7 2025 appropriating specific funds estimated 8 to be required for the specific ourposes of 9 municipal government hereinafter set forth 10 during the calendar year 2025. 11 Our general fund budget we'11 be 12 passing tonight. In the general fund we 13 have $3,912,842. Our total budget we'11 be 14 passing tonight has $8,450,119. Once the borough manager is back and 20 the other members are back I would like to 21 invite Mr. Dunbar in, and if he would like 22 to bring in members of his family or whoever 23 and offer him our thanks for sure. 24 MR. HOOVER: Did we do that for 25 everybody before? 19 1 MR. RUSSELL RINALDI: This is the 2 first time - - Bill, correct me if I'm wrong. 3 This is the first time you had us do this 4 for any donations to the borough of 01d 5 Forge? ATTY. RINALDI: I don't remember. I 7 just remember some people coming here 8 donating stuff. One woman, somebody died 9 and she donated. That's off the top of my 10 head. 11 MR. RUSSELL RINALDI: We've had 12 multiple things donated to the borough of 13 0ld Forge and this is the first time that 14 I'm sitting here in 16 years we've ever done 15 it this way. We should always do it this 16 way. We should definitely be transparent to 17 the public. We should let the public know. 18 We should bring the people in, like the 19 mayor said, and we should recognize them, 20 thank them for it. I think this is a great 21 process. I think this is the correct way to 22 nandle this. So I agree, we should 23 definitely do this 24 MR. HOOVER: We were supposed to 25 have the girls' softball team here and we 20 1 never did that either. 2 MR. RUSSELL RINALDI: Well, we were 3 supposed to have a few people here that we 4 never got back in touch with. Whoever at 5 this table would like to bring anybody in 6 for any type of recognition, thank you, 7 congratulate them for their record, I'm all 8 for it. I think we should bring as many 9 people in for whatever recognition that they 10 deserve in this town. 11 MR. HOOVER: We're still waiting on 12 the police vehicle. 13 MR. KOMENSKY: Jimmy, we did have 14 that conversation, prior to you getting 15 here, about having some people in January. 16 Probably forgot to tell you. 17 MR. RUSSELL RINALDI: We talked 18 about bringing in the Snow Forge committee 19 for their ten year anniversary. Then we 20 talked about bringing in - - we had three 21 coaches this year in the borough of 01d 22 Forge who all got coach of the year. John 23 Mucciolo, the high school soccer team. We 24 have Coach Heather Revello of the girls high 25 school soccer team, and Coach Pat Revello of 21 1 the girls high school softball team. Three 2 coaches in the borough of 01d Forge all got 3 coach of the year. We talked about bringing 4 them in as well. 5 But whenever anybody at this table would like to speak out and ask to bring in 7 here I'm all for it. Especially if they're 8 doing good in the borough, they're doing 9 good things for the borough, good things for 10 the kids, the community. For anything that 11 has to do with 01d Forge that is good let's 12 bring them in and let's recognize them, 13 let's thank them. Let's ask the mayor to 14 give them proclamations. 15 MAYOR LEGG: I will have one next 16 year, in the new year. 17 MR. RUSSELL RINALDI: Thank you, 18 Mayor. First one is going to 3 be a Main Street Matters grant. He was also the Lackawanna County tax 19 claim director before he was the borough tax 20 collector. He was currently serving I want 21 to say his 20th year here. He had one more 22 year left, which would have been 2025. That 23 would have ended his fifth term, and I'm 24 sure he would have reran again. 25 So condolences to Gary and his 45 1 family. He did a great job for the borough, 2 he did a great job for the residents. He 3 made accommodations when he had to, you 4 know, as far as, like, he went to peoples' 5 houses, they came to his house. I mean, 6 hoping - - and I'm sure we Will. I hope 7 somebody good runs. 8 But hopefully that next person is 9 just like Gary. Gary was a different human 10 being. Big heart, big soul, big smile. I 11 remember those cheeks. He was a great guy 12 and I know we're all going to miss him. I 13 know I'm going to miss him, too. 14 Joe, as always, I know you did it 15 along with the chief. Thanks for putting up 16 the black cloth for Gary. We put it on his 17 door tonight. Thanks for honoring him like 18 that for us as well and for the borough. 19 Secondly, to echo off of that, we 20 spoke to the borough manager. The taxes 21 right now, just for the public's 22 knowledge - - and she's going to put it on 23 her website all taxes can be paid at 24 People's Security Bank in 01d Forge. Also, 25 they can be paid here, too. If they come 46 1 here, Marylynn told me that her and the 2 office secretaries will time stamp it, 3 everything. So for this year, as long as 4 everything is brought in before the ending 5 of the year no one will be charged any late 6 penalties as long as they're time stamped 7 oefore December 31, 2024. But for the 8 public's knowledge - - and she's going to put 9 it on the website - the possible best bet 10 now would be to pay your taxes at the bank 11 because we don't know how Gary's office is, 12 how his system is. 13 But we do have a woman coming down 14 who is the - - Bill, correct me. The deputy 15 tax collector, Debra. She offered to come 16 down and she offered to help us in the next 17 few weeks and help us get the office up and 18 running again. Also she said she will stay 19 on for a little bit and help him or her 20 through it to get 2025 going in the right 21 direction as far as our taxes. 22 My second note, just sO the public 23 is made aware, I asked Joe not to put it in 24 the report. Mr. Dunbar, from Dunbar's 25 Evergreen Landscaping, donated another UTV 47 1 today to the DPW recreation department. He 2 had one of his employees drop it off at the 3 DPW grounds. He contacted the borough 4 manager, she contacted us. Same process 5 will be handled with this one as well. 6 Can't be touched or driven until it's 7 approved by council. Again, we'11 reach out 8 to Mr. Dunbar and we'11 ask him to come in 9 because Bill will draft another resolution. 10 Whether it's for Mr. Dunbar or anybody, as 11 we stated and the mayor asked and also all 12 the members were in agreement to handle 13 donations differently moving forward. So 14 this will be our test and I'm sure we'11 15 pass. 16 Third, to the Snow Forge committee, 17 I know Councilwoman Jones - Shotwel7 is one of 18 the nine members along with Marylynn 19 Bartoletti, they do a great job every year. 20 Ten years. I know we said it three times to 21 bring them in and we should. I said before 22 the meeting, I as one of the members and 23 I can only speak for myself. We should have 24 brought them in every year to give them a 25 little recognition, give them a little good 48 1 publicity and promotion for them for all 2 their hard work because they do do a 3 fantastic job not only for us but also for 4 neighboring communities. We have thousands 5 and thousands. As we said, this was a 6 monster turnout this year. The weather was 7 great, everything was on point. So we 8 should and we will bring them in. We would 9 like to acknowledge them. The mayor will 10 give them a proclamation or a letter. Maybe 11 even, if council's okay with it or the 12 mayor, if we would make - - I know they hold 13 their event on the first or second Sunday in 14 December. Maybe we can make that Sunday 15 Snow Forge Day or something for the whole 16 year. 17 Fourth is to our department heads. 18 I'11 start right at Joe. We really had a lot of crunching 12 going on this year. It takes a lot of 17 work to do this. 18 But I will be the first to say this, 19 I really do like 105 percent along with the 20 rest of these guys and women, but Marylynn 21 does 99.5 percent of it. She does a great 22 job, she's been doing a great job. She's 23 been here since 2005. Our borough taxes 24 have been raised two times, only two, in the 25 past 19 years. One mill in '08, 1.15 mills 51 1 in '23. That's an amazing accomplishment. 2 Credit goes to the members throughout the 3 year, most of it goes to Marylynn.
