Mifflintown Borough March 3, 2025 The borough council met on this date in the municipal building at 100 Cross Street, Mifflintown PA. The meeting was called to order at 7:00p by President Samel Klinger. The following were in attendance: Richard Zimmerman, Vice President; Mayor Roxann McGinnis; Mark Turns Jr, Karen Haas; Brian Baker; Mark Aurand, maintenance; Zina Klinger, meters; Robin Saner, Secretary/Ireasurer and Solicitor Randy Zimmerman. Guests included Steve Baumgardner from Juniata Central EMS, Grant Guilfoyle, Mifflintown Baseball; Mike Mertz, concerned citizen; and Jermiah Parson, Juniata Sentinel. Right away Zimmerman called for an Executive Meeting at 7:01p. A motion was made 1st by Zimmerman Jr and 2nd by Haas to accept. The executive meeting ended and the regular meeting resumed at 7:25p with a motion from Zimmerman Jr 1st and Turns Jr 2nd. Our first guest to speak was Steve Baumgardner from Central Juniata EMS. Steve explained to the group the process they go through when someone calls 911 for an ambulance. And the money it takes to operate the ambulance service. Centra Juniata EMS is need of money to continue operating!! He is reaching out to all the boroughs and townships asking for help. Steve left but council agreed to give $1000.00 to Central Juniata EMS with a motion 1st by Zimmerman Jr and 2nd by Haas. Second guest, Grant Guilfoyle from the Mifflintown Baseball Association was here just to check in about the upcoming season and what we expect from the association during the season. Council went over the rules and regulations regarding using the field and concession stand. As well as some issues they had from last summer's season. Grant asked the council ifthey would be interested in splitting the cost of new Diamond-Tex for the field. He estimated the cost to be $2000.00 and council pay $1000.00. Council did not decide at this time. Mike Mertz was out last guest to address the council. He had concerns about people actually parking their cars on his sidewalk out front ofhis house on Main St. There used to be a No Parking sign at one time but no longer there. He asked the council what they could do to keep people off the sidewalk? Zina wrote 32 tickets for $465.00. Meter money was $935.34. Total money collected for February was $1400.34. Mark mentioned the snow removal he did and that Sam and Zina helped him with that. He replaced signs and did maintenance on the truck. He trimmed some trees and planted grass. He talked about planting trees and council approved for him to purchase 2 trees from Metzler's with Baker making the 1st motion and Haas making the 2nd motion. Mark got a quote on grinding 4 stumps. Chuck Lauver can do all 4 for $1350.00. Kyle Kint gave a quote of $1200.00 but for only 3 trees. Council approved for Lauver to go ahead and grind the stumps with a motion by Baker and then 2nd by Turns Jr. Council approved the previous meeting's minutes with a motion first by Zimmerman Jr and 2nd by Baker. The Treasurer's report was also approved with a 1st by Baker and 2nd by Haas. Mayor McGinnis asked council about a rain date for National Night Out. Last year the event was rained out. So, looking ahead she was hoping to schedule a rain date this year. Council agreed there should be. The next night was talked about and also the following Tuesday. No decision was made what date it would be. McGinnis also told the council someone is wanting to paint a mural on the Jacob's building owned by David King. She was going to call him and ask. President Klinger was asked if the high school could borrow the borough's S cones to use at the high school for prom night. Everyone was in agreement to let them borrow the cones. Saner informed the group the Liquid Fuels report was completed and the borough would be getting back a refund of$21563.06. Money is automatically put into the account on 3-12-25. Saner asked council which account to use to transfer money to the Sinking Fund to make the loan payment each month. It was decided to transfer money from the General Fund to the Sinking Fund to make that payment. With a motion first made by Baker and 2nd by Klinger the Bills to be Paid was passed.
