BURGETTSTOWN BOROUGH COUNCIL REGULAR SCHEDULED MEETING MINUTES March 3, 2025 Call to Order Pledge of Allegiance Public comments and questions not pertaining to the agenda items will be held at the end of the meeting. Gary Manges made the Motion to pass March 3, 2025, Regular Business Agenda. Second by-Pam Church questons/Comments: Motion Carried-None Opposed James Smith made the Motion to pass the Regular Scheduled Business Minutes held on March 3, 2025. Second by-Beth Hoppe Questions/Comments: Motion Carried-None Opposed 1. Financials: Resnik briefed council on the pole reimbursement on Bridge Street. Beth Hoppe made the Motion to accept Progressive reimbursement check in the amount of $11,095.00 and split the difference between the borough and state for the remaining difference. Second by-Pam Church Questions Comments: Gary Manges questioned why the insurer was not responsible for total amount and why did the insurance company take a depreciation cost. Resnik Pennsylvania law allows depreciation value. Motion Carried-None Opposed James Smith made the Motion to pay the unpaid bills in the amount of$14,555.58. Second by-Beth Hoppe Questions/Comments None Motion Carried-None Opposed 2. Council Comments/Reports: Street Department-Gary Manges No Report Park and Recreation- James Smith II Park Report a. Elemental workers will be donating time to complete areas of the park that needs addressed before opening. b. Basketball court still needs to be addressed. Purchase backboards and nets C. Sidewalks resurfaced or repaired. d. In Memory of Gunner, sign needs to be purchased. Gary Manges questioned when the park will open. Park will open Memorial Day with a grand opening. James Smith made the Motion to donate two dump truck loads of millings to Washington County. Second by-Beth Hoppe Motion Carried-None Opposed Discussed the millings in the parking lot behind Walden's. a. Relocate to the bins at borough building. b. All council members agreed not to sale could be used elsewhere in the borough. Veterans Park Update- Ken McKinney, "Tofficially step back from the veterans park project." Ken, "I got proposals, and I will hand over to the person next in charge." n Mayor and Gary Manges discussed the synopsis of the Veterans Park debacle. Pam recommended that we have proposals for the concrete work and fencing and feels the borough could submit these to Washington County and let them bid out the project. Gary suggests that we look for outside help to see what we should do to move forward. James Smith will speak to an outside contractor for ideas. Pam, I will help out if need be." 3. Mayor Report/Police Report/Fire Report-Luke Snatchko Officer Vallejo read the report as filed. Ken McKinney made the Motion to close out the billboard report. Second by-Beth Hoppe Questions/Comments: None Motion Carried-None Opposed James Smith made the Motion to proceed with the billboard plans for the Burgettstown Borough Business District located on McElhaney property. Second by-Beth Hoppe Questions/Comments: Ken McKinney questioned will All Signs do this? Mayor, "Yes" Ken McKinney is this a reimbursement grant. Mayor, "Yes," Gary Manges, "How big is the billboards?" Mayor, "Iti is the one behind McElhaney garage. " Motion Carried-None Opposed 4. New Business- Center Avenue one way survey and LTAP recommendation discussed. a. One-Way will start from Culley Street to Bridge Street. b. Left-hand side parking will be provided. The council is all in agreement with this plan. The council will distribute flyers; one call will be placed to get feedback from the Center Avenue residents. Beth Hoppe made the Motion to accept the One-Way Survey and LTAP plan. Second by-Gary Manges Questions/Comments: Pam, "Do you think we need to speak with the residents first?" Ken, "This is just a motion to get the project moving forward." Motion Carried-None Opposed Pam Church made the Motion to accept Williams Tree Service proposal in the amount of $1,300.00 for the removal ofthe trees in the back parking lot. Second by James Smith Questions/Comments: Pam Church questioned what the borough is being held responsible for? Ken McKinney, "Just the labor." Pam Church would like to have a timeline because the feral cat's box is a concern. Pam, "Can we coordinate with Kim Screet, Michelle and Washington County to work on making sure the cats have shelter. Pam Church, "I want this project to move forward with compassion." Motion Carried-None Opposed Pam Church made the Motion to send Gary Manges to the Hershey Conference in the amount of $1,381.87. Second By-Died to lack of a second The council discussed Borough Business Office closed to the public on Friday's.
