BURGETTSTOWN BOROUGH COUNCIL WORK SESSION MIINUTES MARCH 24, 2025 Call to Order Pledge of Allegiance Public comments and questions not pertaining to the agenda items will be held at the end ofthe meeting. Attending: Council Members: Ken McKinney Pam Church Beth Hoppe James Smith Gary Manges Mayor: Luke Snatchko Solicitor: Lane Turturice (Absent) Secretary: Debbie Resnik Treasurer: Debbie Resnik Visitors: Chris Morgan Kobe Sarracino Chief McClain Roll Call: Lane Turturice (No need for attendance) Additions to the March 24, 2025, Workshop Meeting Agenda. Mayor Luke Snatchko asked President Ken McKinney to Table Old Business- Burning Permit. Gary Manges made the Motion to Pass the Workshop Meeting Agenda. Second by James Smith Motion carried-None Opposed 1. Financials: Debbie Resnik Check in the amount of $202.40 to the Land Bank for the ntergovernmenta. Cooperation Agreement for properties. (14 Dinsmore, 33 Center Avenue and 1621 Main Street). Audit was boxed and sent out to Delton Consulting. 2. Council Reports: Street Department - Gary Manges No Report Park & Recreation-James Smith Veterans Park- Brown Contracting LLC sent an estimate for the LSA project plan to be submitted to the Washington County Redevelopment Corporation, Kerry Fox. Ken McKinney questioned Pam ifshe received the estimate to present to Kerry Fox. Pam Church and Gary Manges questioned the flag poles, placement of statue ofliberty on the drawing. Pam Church thought the estimate should be more itemized. James will consult and work with Jake Brown on itemizing the quote. James Smith will email Kerry Fox with itemized breakdown when completed. Parking Lot Update- Paving the entire parking lot. Wall will be completed in two stages for bidding purposes. Washington County will complete Decorative Blocks. Borough will be responsible for installing blocks. Smith Township will help with wall installation. 13 loads of millings were given to County from back parking lot. Burgettstown Park- James Smith received a quote from Wood Waste for playground mulch in the amount of$1,136.00. Motion to purchase certified playground mulch from Wood Waste Recycling in the amount of $1,136.00 plus delivery charge. Ken McKinney made the Motion to purchase the certified playground material for the park. Second by-Pam Church Questions/Comments: Kobe Sarracino questioned if the mulch was rubberized or wood chips. Ken McKinney, "Certified wood chip playground mulch." None Motion Carried-None Opposed Chris Morgan discussed his bid and payment plan. The council received a bid from Elemental in the amount of $7,735.00 for new decorative blocks, caps, delivery, removal oft the old planters plus installation for the front of Burgettstown Park. Mayor, "When can you start this project?" Chris, "Next week." n Pam questioned where the borough has the funds. Resnik, "We can pull from the Capital Improvement Fund." Pam, "This way we can take the funds out of the Capital fund without taking revenue from the General Fund." Pam Church thanked Chris Morgan for all his help. 3. Mayor Report-Luke Snatchko Spoke on the ordinance regarding the two vehicle parking spaces on Highland Avenue. He feels the ordinance is a flawed ordinance. No Enforcement. Feels the council needs to rescind the ordinances that cannot be enforced. Two cars per household is becoming an issue. We do not have the funding for Code Enforcement to continuously regulate the parking spaces. Ken McKinney, "Is there street parking problems now?" Mayor, "There is never enough parking spaces." . Ken McKinney, "I just want everyone to realize that changing ordinances can become costly." Ken McKinney, "I do understand this is becoming an issue. Pam Church would like to discuss these options with the solicitor. 4. New Business- The shelving purchase for the garage will be put on hold. Discussion of new locks for the street department garage as they have not been changed for some time. Discussed putting a camera in the street department garage. Mower and hedge trimmers are stolen. We purchased new equipment SO this should warrant the request. Pam, "Who is going to monitor the garage camera?" Ken, "The monitor is in the secretary's office." Pam, "We had a camera when the mower was stolen." Pam, "Did you file a police report and did the police look at the camera?" Ken, "The fire department at that time had the cameras." Mayor, "Gary, how do you think the mower came up: missing?" Gary, "Someone would have had to take it out of the garage and place it in the back." Mayor, "Do you think it might have been and employee?" Gary, "I do not have any idea. It could have been left somewhere also and was taken." Mayor, "So Gary don'tyou feel that a camera in the garage would be better SO we can keep an eye on the equipment at all times?" Gary, "Who is going to monitor the camera at all times." Mayor, "You do not monitor the camera 24 hours, you monitor them when something happens." Pam, "You guys just want to spend money." Ken, "This goes back to hiring a Street Foreman. This person will be responsible for the tools and equipment." Ken, "You must have some accountability." Pam, "Have you ever had an inventory done?" Ken, "Yes we have had one done but not complete." Ken McKinney stated he would like to set a date in May for a Street Sweeper. Gary Manges suggested purchasing an attachment for the backhoe for sweeping. Ken will investigate getting prices for the next upcoming meeting. Ken McKinney addressed the backhoe was not broken the stereo drained the battery. Pam Church would like to address how it was managed for the Public Works Foreman position. Itv was never voted on. You always brought up we need a foreman. If found out this position is already posted on indeed. Pam, "How can you do that without a vote?" Pam, "You know better than that." Ken, "That was an oversight." Pam, "It is on two sights." Pam, "Indeed and Simply Hired." Pam, "You should be actually pulling the advertisement, discuss it and then vote on itand readvertise it." Pam, "You cannot do this without everyone's input and vote." Ken, "Wait a minute Pam this has been discussed for months." Mayor, "This has been in discussion for months." Pam, "I am not speaking to you Luke. You are the mayor and not on council." Mayor, "You are framing this in an unfair manner. 1 Pam. "This is not true." Mayor, "You are framing this as council never discussed this and has never come to an agreement." Pam, "We did not vote on the RFP or to be advertised." Mayor, "We did not vote but was discussed SO vote now. Pam, 'Mayor this is not how this works." Mayor, "Pam why are you SO worked up and passionate on this matter." Pam, I am tired of not knowing what is going on. You are the mayor and not a council member. Pam, I need to know what is going on more than you do." Ken, "Pam then ask questions the mayor is involved every day." Pam, I did ask you questions as to why this was done without my knowledge." Ken, "The Indeed posting was an accident we started putting it together and it became published." Ken McKinney asked for a Motion to advertise the Street Department Foreman position for Public Works. Beth Hoppe made the Motion to advertise the Street Department Foreman position for Public Works. Second by, James Smith Motion caried- 3 to 2 Pam Church-opposed Gary Manges-opposed Ken McKinney, "Done." Pam Church, "Good but next time you will get turned in." Ken McKinney, "Then turn me in." Pam, "I will because it is not right.' Ken, "There are other members at this table that should have been turned in, but you refused to do it. So do not go down that road with me." Mayor, "Pam you are framing this in an unfair manner like you were blind-sided by this." Pam feels that she needs to review and see the RFP. Ken replied, "I am sick of being accused of doing wrong for the borough. 5. Old Business- Letter of support submitted to County for the borough properties given to the Land Bank. James Smith made the Motion to submit a letter of support to the County for the borough properties given to the Land Bank. Second by -Beth Hoppe Motion accepted-None Opposed Center Avenue One-Way. Mr. Roberts expressed his concerns with Ken regarding his horse trailer getting in and out. Gary Manges feels that should not be a problem. Accidents occur on Center Avenue SO one-way is warranted. Ken McKinney does not have an answer for this issue of Mr. Roberts. Ken will discuss it with our solicitor. Hindman Avenue- Mr. McKinney held a meeting with LTAP regarding Hindman Avenue. Speed Humps on Hindman Avenue does not meet the required 300 feet measurements but, if70% of residents agree they are permitted to be put in. Stop signs cannot be permitted for traffic control. This information is verbal a written letter will be issued on these concerns. James Smith would like to make a Motion for the camera to be placed in the Street Department garage. Ken McKinney camera will be put on next agenda. 6. Council Remarks-None 7. Public Comments/Questions- Chief McClain would like council to consider purchasing reflective material for 50 poles on Main Street. Chief McClain would like to collaborate with the council on house numbers. Kobe Sarracino asked council to take into consideration lighting the pine tree all year. Kobe will take care of the lighting. Kobe Sarracino asked the council not to speak until she was done. Kobe, "I feel that Pam you pointed your finger 3 times as I was here watchingyou. This is very disrespectful as he is sitting here as borough president. Your disposition has a lot to be desired with several things you take on with certain subjects. You attack Ken, really makes me mad because he is the president, and you just do not do this. Now, ifyou would like to say something please do. Pam, "I do not have anything to say to you." 8.
