Town of Triana Regular Council Meeting Monday, March 24, 2025 6:30PM The meeting was called to order by the mayor. Roll call: Councilmember George Ragland - Present Councilmember Erica Hopkins-Present Councilmember Theresa Nelson-Present Councilmember Casey Whitman-Present Councitmember Levoneia Ayers-Present Mayor Mary Caudle - Present Members present constituted a quorum. Legal counsel Caleb Ballew and the clerk Sharron Humphrey were also present. Motion by Councilmember Whitman to accept the minutes dated March 10, 2025. Councilmember Ayers second the motion. Motion carried. Mayor Caudle's Report: Closing plans on schedule for Fire Station. It will be tomorrow at 9:30am. REPORTS OF STANDING COMMITTEES: Fire & Police: Chairperson Ragland reported that Fire Dept. responded to 8 medical calls, 1 outside fire, 1 fire alarm, 1 service call and 1 wreck, total 12. The Police Dept traveled 2,869 miles, made 25 traffic stops, 19 warning citations, 7traffic citations, 53 calls for service, 0 arrests and 8 reports. Council member Nelson stated she noticed after having a meeting at the new Fire Station that we do not have a generator hooked up to the building. The mayor stated it will cost the town $100,000 to have a generator hooked up to the building. She stated we don't have that right now. She stated we do have portable generators. Finance: Chairperson Hopkins presented the Bank Reconciliation Statement ending February 28, 2025, for approval. Motion by Councilmember Hopkins to approve the Bank Reconciliation Statement. Councimember Nelson second the motion. Moton carried. Utility: No Report Park and Recreation: Chairperson Ayers reported the following: The Alabama Humanities Road Scholar Program featuring Bettina Byrd-Giles will be at St. Paul Church on tomorrow at 10:30am. She stated it's the Booker T. Washington Effect: Audrey's Story. 1 RESOLUTIONS, ORDINANCE, ORDERS AND OTHER BUSINESS: The mayor presented Ordinance 2025-03, with reference to giving her permission to sign the Warranty Obligation agreement on the Fire Stateion with USDA. Motion by Ragland to approve Ordinance 2025-03. Councilmember Hopkins second the motion. Attorney Caleb Ballew reported that he has made a draft copy of a Declaration of Public Nuisance notice for the properties discussed last week. He stated he can send copies to the council for them to review. He stated moving forward; the Building Inspector's next step is to provide some type of statement or report on each property. The mayor stated the Building Inspector has provided a report for them to review. She will have the clerk forward him and the council a copy. Work Session scheduled for March 31, 2025, at 5:30pm to discuss Park & Recreation and Safe Structure. Councimember Whitman reported that he opened the Tornado shelter last weekend and had about 76 people showing up. Councilmember Ragland asked if the town was having an open house for the Fire Station and if we were going to serve food. The mayor stated once we close, we will get together when we have the grand opening. She stated that ifi it's held on the weekend, Ms. Betty with the Historical Society would like to also have the Grand Opening for' Veterans Park. PUBLIC COMMENTS: Shelby Garien stated he has been emailing the mayor about football. He stated he has been in the area for about 12 years. He was part of the program that was here before. He's been part oft the 256 family for 6 years. He: stated they do off-season football and travel football. They recruit and uplift. He stated he was disappointed to learn we would no longer have a football program here. He stated he wants the opportunity to bring football and cheer back to the community. Roy Seay asked the council if there was a plan in place for a storm shelter in the Collier area. The mayor stated there is nothing in place that they are looking fori funds to put one there. She stated there is nothing in place for that but that they were looking for funds then they would have to find a place to put one. 3
