Town of Triana Regular Council Meeting Monday, March 10, 2025 6:30PM The meeting was called to order by the mayor. Roll call: Councilmember George Ragland - Present Councilmember Erica Hopkins-Present Councilmember Theresa Nelson-Present Councilmember Casey Whitman-Present Councilmember Levoneia Ayers-Present Mayor Mary Caudle - Present Members present constituted a quorum. Legal counsel Caleb Ballew and the clerk Sharron Humphrey were also present. Motion by Councimember Whitman to accept the minutes dated Feb. 24, 2024. Councilmember Ayers second the motion. Motion carried. Mayor Caudle's Report: We will need to approve Ordinance 2025-03, authorizing the mayor to sign an agreement obligating the town for the USDA Bond. She stated if all goes well, we plan to close on the loan fori the Fire Station on March 25th or 26th REPORTS OF STANDING COMMITTEES: Fire and Police: Chairperson Ragland reported that the Police Dept traveled 2,372 miles, made 17 traffic stops, 15 warning citations, 41 traffic citations, 42 calls for service, 1 arrest and 4 reports. No report from the Fire Dept. Finance: Chairperson Hopkins reported that the Council met in a work session at 5:30pm to discuss the FY 2024-25 Proposed Budget. She stated the mayor submitted the income projections and expenditures for the town. She stated the Finance Committees reviewed and approved of the proposed budget, $4,183,051.66 Councilmember Hopkins made the motion to consider the Proposed Budget for FY 2024-25. Councitmember Ragland second the motion. Utilities: Chairperson Whitman reported that Madison Utilities was out making repairs last week. Park & Recreation: Chairperson Ayers reported that the Rec Committee is requesting that the prizes/donations for the Easter Egg Hunt be dropped off at Triana Town Hall no later than April 11th at 4:00pm. Councitmember Ayers reported that the Home School Co-op group that meets at the library every Friday is led by Christal Banks. She stated they have created a club there named "Joy Club" that's a part of the Huntsville Optimist Club. Ms. Ayers stated that the club wants to use the current raised beds behind the library and possibly build additional beds as a service project. She stated they want to uset the raised beds to grow vegetables to donate to the seniors and others in the community. They are asking the town for permission. The mayor stated the answer to that would be yes, but they must also include the summer camp students because the town builti those beds for them to do their garden. She stated the staff is already getting seeds to plant. Councilmember. Ayers stated she will set up a meeting to discuss this and bring back what they have decided. Councilmember. Ayers reported thatthe Fire Dept. was doing their CPR & First Aid classes. She stated they have one that starts tonight and that there will be one tomorrow March 11th . She stated tonight is AHA basic Life Support/CPR) and tomorrow will be AHA Heartsaver CPR and March 26th they will have Community First Aid. She stated all the classes are free, if someone needs an official American Heart Association CPR card will pay a $25.00 fee. Councilmember. Ayers also reported that the mulch for the playground area has been ordered. The mayor stated we have hired a maintenance worker who will begin work on March 17th The mayor asked Council to help with donating eggs or prizes and with the seniors during the Community Easter Egg Hunt, she stated it will be greatly appreciated. Streets & Cemetery: Chairperson Nelson reported she has driven around town and has not seen any street signs down. Councilmember Whitman stated the no outlet sign for Foster Dr. may need to be reordered from Rice Signs. 2 The mayor presented Ordinance 2025-03, she stated this is what we will need to adopt before we close on the Fire Station loan. We will have to approve the bond warranty obligation. She asked Council to look it over and be prepared to vote at the next meeting. Attorney Caleb Ballew stated at the last meeting he was asked to give an update on the next steps regarding the unsafe structure ordinance. He stated he has looked at both the Alabama Municipal Code and the Municipal Ordinance which adopts the Code of Alabama that allows Municipalities to be able to demolish or make certain repairs ifi it's feasible to unsafe structures. Attorney Ballew stated the following: The process starts with the town's Building Inspector who decides the properties are unsafe based on certain violations. He stated those people would receive a notice that list the issues with the property and gives them 45 days to make the repairs or the town has the right to demolish or make the repairs. The Council will need to decide that the structure is a public nuisance. He stated he recommends that the Building Inspector give a detail summary of the violation of the building code. The summary would need to be available to the Council to be able to vote on resolutions as to whether iti is a public nuisance. He stated ati that point the town could then start looking at demolition companies. He recommends the demolishment not take place within 30 days after the declaration of the public nuisance giving the homeowner more time to file something and it also gives the town time to make sure all paperwork has been filed. The mayor stated we have sent out several letters and that some ofthe property owners have begun demolishing and making repairs. She stated we have 3 residents that have not responded. Attorney Ballew also stated that both the Alabama Municipal Code and the Municipal Ordinance allows for the town to dispose of and sale any salvage materials. The mayor stated there is one resident who has contacted our Fire Chief to do a control burn. He is willing to do that, but that has asked them to remove any shingles or any metal before he will do that. The mayor stated that if anyone knows any of these property owners that need to respond to the notices that have been sent to please let them know they need to respond. PUBLIC COMMENTS: Roy Seay stated there's a street sign down going into the new subdivision on Landess Cir. The mayor stated they have been notified, she stated its not our responsibiuity to put sign back up. Moved and properly seconded to adjourn.
