City O; Workshop of Mayor & Council Maysville City Hall 4 Homer Street 5 Maysville, GA 30558 - vile, March 27, 2025, AT 6PM Present: Richard Presley Richard Parr, Ward 3, Mayor Pro Kimberly Wilmoth, Ward 1 (left at 7:43) Amanda Farley, Ward 2 Brodriche Jackson, Ward 4 Kim Jackson, City Clerk Douglas Kidd, City Attorney Absent: At 6:00 p.m. Mayor Richard Presley called the workshop to order. Councilmember Kim Wilmoth made a motion to open the workshop. Councilmember Amanda Farley seconded the motion. ALL voted in favor. Motion carried. I. Old Business a. EMI Update Chip McGaughey gave an update on well 5. Chip has 2 quotes for hydrofracking if the city wants to go forward with it. He also spoke with a Hydrogeologist, Emory & Garrett, about the issues and they are willing to help investigate the issues and re-test. The council asked Chip to investigate their fees. Chip also discussed the option of the previously discussed installation of a tank and pump system. Well 5 started running today and will start running on Thursdays and Mondays, will notify citizens. There were no disinfection byproduct violations for the city in Q4 of 2024. The smoke testing for the city will hopefully be completed later this summer in the dry season. Manholes are being evaluated currently. b. Veterans Park Lights City will contact Georgia Power about installing lighting in Veterans Park. We will also contact an electrician about the breaker box in Veterans Park. The string lights in Veterans Park were discussed with the DDA. C. Park Rentals - DDA Richard Parr has agreed to take the after-hours calls if there are issues with the rentals from city park. The DDA and the city discussed the distribution of the rentals of the Veterans park and City park. d. DDA Downtown Beautification Proposal Michelle Farmer brought forward a proposal for the downtown and Veterans Park. They committed $3,000 and volunteers to paint the gazebo, cut limbs, paint the benches, weed, plant plants and flowers. They would like to ask the city to match the $3,000. The DDA would like to partner with Wheeler Tree Farm to start a new tradition . By planting a live tree in Veterans Park that will continue to grow each year, families will come out the first Saturday in December and have a tree lighting. e. Temporary Use/Living In Campers The temporary use/living in campers' ordinance was brough back to council for discussion. f. Business License Fees In the April 2024 meeting minutes, it was approved that business license base fees would go from $40.00 to $60.00 and add a $20.00 late fee penalty if not paid by January 31st. This will go into effect for any new business license for 2025 going forward and renewals in 2026. g. Nuisance Ordinance The mayor & council discussed the Nuisance Ordinance town hall. It was decided that they would receive availability from the attorney and set a date before the next meeting. h. Citizen Comment Section The Citizen comment section was discussed, and they would like it at the beginning of the regular meetings and the end of the work sessions. i. Building Signs There is a sign contractor coming out to look at City hall and the police department for signs for the building. II. New Business a. Chairman P&Z Water Policy for City Ken Outcalt informed the Mayor and Council that the LUMC has a policy who is entitled to water in the city. b. Missy Wasendorf - Beechcick Barnyard Title Property Clarification Attorney Doug Kidd explained the clarification ofthe boundaries of the Property. He will have a quick claim deed at the Monday meeting to clear and confusion on this. C. Police Department Vehicle Council member Amanda Farley has asked the Mayor and Council to look into the purchase of a vehicle for1 the police department. Chief Anderson looked into a 2025 Dodge Durango at Aikens Ford and the cost would be $43,994.00 and another $14,163.60 to equip the vehicle. Council member Brodriche Jackson is also going to reach out and look into a fleet vehicle system for the city. d. July 4th Event - City Park Council member Farley and Parr discussed the July 4th event the City would like to do. They would need volunteers and will look into surrounding area events to decide on our date. e. Stair and Wall in Veterans Park The city clerk has contacted a hardscape landscaper who is going to come out and look at the stairs and walls in Veterans Park and let us know what needs to be done and give us a quote. f. Proof and Appointment - Judge Dyal Need a resolution that shows when Judge Chris Dyal started sitting the bench in Maysville. g. Court Fee Ordinance A proposed revision to the ordinance to add a court fee of $25.00 ify you go before the judge, FTA fee to $50.00 and hands free to meet state guidelines. h. Employee Handbook = Time Accrual The City Clerk updated has worked on updating the nandbook. Questions brought to the mayor & council were holidays, time accrual and severe weather. i. Amphitheater Gutter on back The amphitheater needs a gutter on the back and will get quote and bring it back to Mondays meeting. j. Burning and Wildfire Safety Council member Farley requested a burn ban, but with the burn ban it was not needed. We will post something on the website. k. Lake Aerator The lake aerator is down, the part has been ordered to repair it. I. LMIG Streets Mayor and Council looked into streets for LMIG and decided on W Freeman Street. III.
