LOWNDES COUNTY BOARD OF COMMISSIONERS MINUTES WORK SESSION Monday, March 24, 2025 COMMISSIONERS PRESENT: Chairman Bill Slaughter Vice Chairperson Joyce Evans Commissioner Scott Orenstein Commissioner Mark Wisenbaker Commissioner Michael Smith Commissioner Demarcus Marshall was not present. Chairman Slaughter called the meeting to order at 8:30 a.m. MINUTES The minutes were presented for the work session of February 24, 2025, the executive session of February 24, 2025 and the regular session of February 25, 2025. No revisions were requested. APPOINTMENT Seven Rivers Resource Conservation and Development Council, Inc. County Manager, Paige Dukes, presented the item. Mrs. Dukes stated the Seven Rivers Resource Conservation and Development Council is a conservation initiative that involves multiple counties. This organization provides local leadership needed for developing and making the necessary amendments to and carrying out a plan for the orderly development, conservation improvement and wise use of the area's natural resources to include our rivers. Mrs. Dukes stated there is a current seat held by Mr. Jake Price and at this time his participation isn't compatible with his schedule. Mr. Corey Millirons has been recommended to fill this seat. Commissioner Wisenbaker asked if Jake Price asked to be removed. Chairman Slaughter responded that Seven Rivers Resource Conservation and Development Council asked to have someone else appointed. Commissioner Wisenbaker asked the location of these meetings. Chairman Slaughter responded he was unsure, but he could confirm. FOR CONSIDERATION Network Hardware Replacement ITS Director, Aaron Kostyu, presented the item. Mr. Kostyu stated this is for end of life network core equipment at three smaller data centers within Lowndes County and this is a standard replacement. Advanced Disposal Services Residential Solid Waste Franchise Renewal Human Resources Director, Kevin Beals, presented the item. Mr. Beals stated the franchise renewal for Advanced Disposal Services is for the upcoming year. Advanced Disposal is one of two solid waste collection companies that provides services to the residents of Lowndes County. Mr. Beals stated the required documents have been submitted for renewal. Advanced Disposal provides service to 9,580 residents. Deep South Sanitation, LLC, Residential Solid Waste Franchise Renewal Human Resources Director, Kevin Beals, presented the item. Mr. Beals stated the franchise renewal for Deep South Sanitation is for the upcoming year. Deep South Sanitation is the other solid waste collection company that provides services to the residents of Lowndes County. Mr. Beals stated the required documents have been submitted for renewal. Deep South Sanitation provides service to 8,359 residents. Commissioner Smith asked if there were any changes to the agreement, Mr. Beals responded that no adjustments have been made, only aerials have been updated. REPORTS - County Manager County Manager, Paige Dukes, mentioned the items below: Mrs. Dukes thanked those who came out for Lunch on the Lawn at the historic courthouse this past Friday and thanked the staff who helped with the event. Mrs. Dukes extended an invitation to those who would like to attend this event again this coming Friday. . Mrs. Dukes acknowledged the Lowndes County 911 Director, Tonya Davis, and her team from 911 and stated that they have received the 911 Center of the Year award for the state of Georgia. Mrs. Dukes asked the 911 staff to come up for pictures with the Commissioners. The Bicentennial Resolution will be presented at the Georgia State Capitol on Thursday and will be recognized by the House and Senate. Chairman Slaughter adjourned the meeting at 8:40 a.m. 2 LOWNDES COUNTY BOARD OF COMMISSIONERS MINUTES REGULAR SESSION Tuesday, March 25, 2025 COMMISSIONERS PRESENT: Chairman Bill Slaughter Vice Chairperson Joyce Evans Commissioner Scott Orenstein Commissioner Mark Wisenbaker Commissioner Demarcus Marshall Commissioner Michael Smith Chairman Slaughter recognized Lowndes County 911 Director, Tonya Davis and she introduced her staff in attendance; Lt. Tommy Ceaser, Sgt. Gracie Eason, and Brandy Ellsberry. Chairman Slaughter stated the Lowndes County 911 Center won the award for 911 Center of the Year in the state of Georgia and thanked the 911 staff for their work and dedication to the community. Chairman Slaughter asked the 911 staff to come up for pictures with the Commissioners. INVOCATION Commissioner Orenstein PLEDGE OF ALLEGIANCE TO THE FLAG Commissioner Orenstein MINUTES The minutes were presented for the work session of February 24, 2025, the executive session of February 24, 2025 and the regular session minutes of February 25, 2025. No revisions to the minutes were requested. Commissioner Orenstein made a motion to approve the minutes as presented, second by Vice Chairperson Evans. All voted in favor, no one opposed. Chairman Slaughter presented the item stating the Commission heard from County Manager, Paige Dukes, during the work session yesterday morning. Chairman Slaughter stated the request was received from Seven Rivers Resource Conservation and Development Council requesting that Mr. Corey Millirons be appointed. Commissioner Wisenbaker stated he spoke with Mr. Jake Price and he said that Mr. Millirons will do a good job. Commissioner Wisenbaker nominated Mr. Corey Millirons for appointment. There being no other nominations, Mr. Corey Millirons was appointed by acclamation. Mr. Basehore stated this is to replace network equipment at three smaller data centers which is currently end of life and end of support. Commissioner Wisenbaker made a motion to approve the item as presented, second by Commissioner Marshall. All voted in favor, no one opposed. Motion carried. Advanced Disposal is one of two solid waste collection companies that provides services to the residents of Lowndes County. Mr. Beals stated the required documents have been submitted for renewal with the term beginning April 1, 2025 and ending on March 31, 2026. Advanced Disposal has two collection centers, one on Loch Laurel Road and one, located on Pine Grove Road. Advanced Disposal provides service to 9,580 residents. Commissioner Marshall asked if there was a need to increase the cost, Mr. Beals responded that the price was raised in 2023 with a not to exceed' price of $25.00. Commissioner Wisenbaker asked if these companies were aware that the collection process should not start before 7:00 a.m., Mr. Beals stated the time is mentioned within the agreement and he would inquire. Commissioner Smith made a motion to approve the item as presented, second by Commissioner Marshall. All voted in favor, no one opposed. Motion carried. Deep South Sanitation, LLC, Residential Solid Waste Franchise Renewal Human Resources Director, Kevin Beals, presented the item. Mr. Beals stated Deep South Sanitation is the other collection agency in the unincorporated portions of the county, that has applied to renew its existing franchise agreement for the upcoming year. Mr. Beals stated the required documents have been submitted for renewal with the term beginning April 1, 2025 and ending on March 31, 2026. Deep South Sanitation services 8,359 residents and has one collection center on Industrial Blvd. Commissioner Marshall made a motion to approve the item as presented, second by Commissioner Orenstein. All voted in favor, no one opposed. Motion carried. REPORTS - County Manager Chairman Slaughter mentioned that County Manager, Paige Dukes was in Atlanta. Chairman Slaughter stated the Bicentennial Resolution was being recognized in the Senate and House on Thursday morning. CITIZENS WISHING TO BE HEARD Brittany Basehore, 5630 Emily Lane, addressed the commission on behalf of her homeschool group that meets as part of Classical Conversations. Mrs. Basehore invited the Commissioners and County Manager to attend an upcoming event, Excellence in Education' being held on Tuesday, April 8, 2025, at the Charity Baptist Church, 4690 Shiloh Road in Hahira, at 11: 30 a.m. She mentioned It is a thirty- minute presentation. ADJOURNMENT Commissioner Smith invited those in attendance to Lunch on the Lawn being held this Friday at the historic courthouse. Commissioner Marshall made a motion to adjourn the regular session, second by Vice Chairperson Evans. Chairman Slaughter adjourned the meeting at 5:43 p.m. 2
