Putnam County Board of Tax Assessors = Minutes - March 11, 2025 Members Present: Shelby Storey, Shona Bales, Evan Reese, John Richter Members Absent: Virginia Daley Also Present: Paula Spivey, Chuck Anglin The Putnam County Board of Tax Assessors held a regular business meeting on Tuesday, March 11, 2025, in the Tax Assessors office. Chairman Shelby Storey called the meeting to order at 3:02pm. Minutes from the regular business meeting on February 11, 2025 were reviewed by the board. In a motion made by Richter and seconded by Bales, the minutes were unanimously approved. Chief Appraiser Chuck Anglin submitted a veteran's homestead application to the board for review (parcel #072-028-038). In a motion made by Reese and seconded by Bales, the board approved regular homestead exemption but denied S5 exemption due to "other than honorable discharge". . Taxpayer will be notified in writing of board's decision and given the right to appeal. Copy of letter attached in minutes. Arrangements for CAVEAT (May 20-22) were discussed. Mr. Anglin and all board members plan to attend this year. In additional business, Mr. Anglin advised the board of an appeal on a pre-billed mobile home (Acct #10002). In a motion made by Reese and seconded by Richter, the board voted unanimously to reduce the value of the mobile home for 2025. ACO will be forwarded to Tax Commissioner's office for adjusted billing. Mr. Anglin presented the 2025 Conservation Use Land Values and Forest Land Protection Act Land Use Values to the board (6 pages attached in minutes). In a motion by Richter and seconded by Bales, the CUVA Land Values were unanimously approved. In a motion by Bales, seconded by Richter, the FLPA Land Values were also unanimously approved. The 2025 Harvest Timber Values were reviewed by the board. In a motion by Richter and seconded by Reese, the board accepted these values (3 pages attached in minutes). Mr. Anglin updated the board on progress by GIS1.net to improve lakeview imagery for both Lake Sinclair and Lake Oconee, thus enabling better inspection of the shorelines, slope of the land, water depth, as well as any structures or marine equipment on properties. A public utility appeal for Acct #U01-03101 was reviewed by the board. In a motion by Richter and seconded by Bales, the board acknowledged acceptance of the appeal, which has been submitted to the Department of Revenue. Mr. Anglin advised the board of part-time mapper Hunter Richards' resignation. He also notified the board of Office Manager/Business Personal Property Appraiser Lesia Reid's announcement to retire at the end of August 2025. Next regular business meeting scheduled for Tuesday, April 8, 2025 at 3:00pm. There being no other business, meeting adjourned at 3:30pm in a motion by Richter, seconded by Reese.
