CALL TO ORDER The Regular Meeting of the Board of County Commissioners on Tuesday, March 25, 2025, was called to order by Chair, Eric Mamula, at 1:00 p.m. in the County Commissioners' Meeting Room, Summit County Courthouse, 208 Lincoln Avenue, Breckenridge, Colorado. II. ROLL CALL Board Members present and answer to the roll call were: Eric Mamula, Chair Nina Waters, Commissioner Tamara Pogue, Commissioner Staff Present in person and via Zoom were as follows: Jeff Huntley, County Attorney; David Rossi, County Manager; Andrew Armstrong, Assistant County Attorney; Cameron Turpin, Assistant County Attorney; Andy Atencio, Assistant County Manager; Steve Greer, Assistant County Manager; David Reynolds, Finance Director; Susan Lee, Planning Director; Lili Girodie, Planner Il; Suzanne Pugsley, Senior Planner; Joanne Sprouse, Director of Human Services; Amy Wineland, Public Health Director; Daniella Lugo, Child Welfare and Adult Protection Program Manager; Michael Berry, 911 Communications Director; Caitlin Johnson, Executive Administrative Manager; Millicent Marter, Deputy Clerk and Lori Dwyer, Deputy Clerk. Additional Attendees in person and via Zoom: Ryan Spencer, Catherine Schaaf, and others that did not sign in. III. APPROVAL OF AGENDA IV. CITIZEN COMMENT V. PROCLAMATIONS & ANNOUNCEMENTS A. Resolution Proclaiming and Celebrating the Month of April 2025 as "The Month of the Young Child". Catherine Schaaf thanked the Board and shared some of Early Childhood Options' achievements of the past year including a quality rating of "5" at Open Arms Childcare & Preschool, classroom expansions at Timberline Early Learing Center, and additional licensed home providers. Summit County Board of County Commissioners' Regular Meeting Minutes of March 25, 2025 Commissioner Mamula noted the Board's commitment to providing education and early childhood education to children in the community. MOTION: A motion was made by Commissioner Pogue and seconded by Commissioner Waters to approve Resolution 2025-18, Proclaiming and Celebrating the Month of April 2025 as "The Month of the Young Child". MOTION PASSED UNANIMOUSLY BY THE BOARD PRESENT B. Resolution Proclaiming the Month of April 2025 as "Child Abuse Prevention Month". Daniella Lugo noted the importance of providing strategies to support families to prevent child abuse and keep children in safe, stable homes. She asked members of the public to call the Colorado hotline at 844-C04-KIDS if they have concerns around child abuse or neglect. MOTION: A motion was made by Commissioner Waters and seconded by Commissioner Pogue to approve Resolution 2025-19, Proclaiming the Month of April 2025 as "Child Abuse Prevention Month". MOTION PASSED UNANIMOUSLY BY THE BOARD PRESENT C. Resolution Proclaiming National Public Health Week April 7-13, 2025. Amy Wineland thanked the board for their recognition. She noted the importance of public health includes a collective commitment to preventing disease. Public health is a collective endeavor requiring active participation from all of us, with the health of one person affecting others. She noted the importance of sharing stories and creating connections with others. MOTION: A motion was made by Commissioner Pogue and seconded by Commissioner Waters to approve Resolution 2025-20, Proclaiming National Public Health Week April 7- 13, 2025. MOTION PASSED UNANIMOUSLY BY THE BOARD PRESENT VI. CONSENT AGENDA A. Approval of 3/11/2025 Regular Meeting Minutes. Approved as Presented; and B. Warrant List 03012025.03/152025 Approved as Presented by the Finance Department; and C. Approval of appointment to the Open Space Advisory Council (Ten Mile Basin). Approved as Presented; and D. Intermountain Transportation Planning Region Intergovernmental Agreement. Approved as Presented; and E. Recognizing Ric Pocius' 12 years of service to the Upper Blue Planning Commission Approved Resolution 2025-21 as Presented; and F. Termination of Wintergreen Grant. Approved as Presented; and MOTION: A motion was made by Commissioner Pogue and seconded by Commissioner Waters to approve the Consent Agenda, items A-F including Resolution 2025-21, as presented. MOTION PASSED UNANIMOUSLY BY THE BOARD PRESENT Summit County Board of County Commissioners Regular Meeting Minutes of March 25, 2025 VII. NEW BUSINESS A. PLN24-105: A request for a Class 6 Lot Line Adjustment to relocate the boundary between Tract 1 & Tract 2; A-Lift Neighborhood; 4.176 acres, zoned Copper Mountain PUD. Lili Girodie gave a history of the parcel including its prior approvals. She noted the purpose is to relocate the lot line, sO all of the components oft the hotel are contained on one lot and the other is available for future development. She shared the criteria for approval and highlighted the tax history. She noted the proposed change to lot designations. Staff recommends approval of the application with 7 findings and 1 condition. Commissioner Mamula opened & closed the hearing without public comment. MOTION: A motion was made by Commissioner Waters and seconded by Commissioner Pogue to approve Resolution 2025-22, PLN24-105: A request for a Class 6 Lot Line Adjustment to relocate the boundary between Tract 1 & Tract 2; A-Lift Neighborhood; 4.176 acres, zoned Copper Mountain PUD with 7 findings and 1 condition.
