Call to order; Mayor Pratka called workshop to order at 5:32pm 2. The regular meeting agenda items were reviewed. 3. Adjourn; Mayor Pratka adjourned workshop at 5:37 pm REGULAR SESSION - 6:00 PM 1. Call to Order; Mayor Pratka called the meeting to order at 6:00 pm. 2. Invocation and Pledge; The Pledge was led by Mayor Pratka, Invocation was given by Reverend Crowder. 3. Roll Call; Present: Mayor David Pratka, Mayor Pro Tem Matt Miller, Council Members Brian Muska, Chris Nors, Cody Harris, and Jerrel Bolton. 4. Hear citizen comments on matters pertaining to City business; Valerie Snokhous Patterson spoke in opposition of Agenda Item no. 6. Diana Baker Freeman spoke in opposition of Agenda Item no. 6. Richard Patterson spoke in opposition of Agenda Item no. 6. Dustin Freeman spoke in opposition of Agenda Item no. 6. Tom Trevathan spoke in opposition of Agenda Item no. 6. Kathleen Matus spoke in opposition ofAgenda Item no. 6. No action was taken. 5. Consent Agenda; Mayor Pratka reviewed sales tax revenue for February of2025 ($114,786.56) with an EDC allocation of $9,565.54, the EDC fund balance is currently $226,110.46. Cody Harris made a motion to approve the consent agenda, seconded by Chris Nors. All in favor motion carried. 6. Discussion, consideration, action if any, re: Playdium Estates, Phase II, rezoning from SF-1 Single Family Residential to TF two Family Residential (Duplex), As recommended by City of West Planning and Zoning Commission; On a motion made by Jerrel Bolton to approve Playdium Estates, Phase II, rezoning. from SF-1 Single Family Residential to TF two Family Residential (Duplex), As recommended by City of West Planning and Zoning Commission, seconded by Matt Miller. Fourin favor, one opposed (Chris Nors), motion carried. 7. A PUBLIC HEARING THAT PROPOSES A ZONING CHANGE OF THE FOLLOWING DESCRIBED PROPERTY: DAVIS HOMESTEAD ADDITION, LOT:5-6, BLOCK:2, 302-304 N. ROBERTS STREET, WEST, TEXAS FROM C2 GENERAL COMMERCIAL TO SF-1 SINGLE FAMILY RESIDENTIAL; Mayor Pratka called the public hearing to order at 6:21 pm, speakers in opposition: None, Speakers in favor: None, Public hearing adjourned 6:22 pm. 8. Zoning change of the Davis Homestead addition, Lots 5-6, Block 2, 302 - 304N. Roberts Street, from C2 General Commercial, to SF-1 Single Family Residential, As recommended by City of West Planning and Zoning Commission; A motion to approve Zoning change ofthe Davis Homestead addition, Lots 5-6, Block 2, 302 = 304 N. Roberts Street, from C2 General Commercial, to SF-1 Single Family Residential, As recommended by City of West Planning and Zoning Commission was made by Matt Miller, and seconded by Cody Harris. AIl in favor motion carried. 9. Benefit for Tynia Leach, road closure March 30, 2025, at Wolf's Sports Bar in the 100 Block of Roberts, from the alley to Oak Street, A motion to approve a street closure on March 30, 2025 at Wolf's Sports Bar in the 100 block of Roberts, from the alley to Oak Street was made by Jerrel Bolton, and seconded by Chris Nors. All in favor motion carried. 10. A presentation by Earl Itrich with the City of W est Economic Development Committee was rescheduled for the regular meeting in April. No action was taken. 11. Consider hiring a part-time code enforcement officer; On a motion made by Matt Miller approval to hire Joe Pustejousky as a part-time code enforcement officer, seconded by Brian Muska. AIl in favor motion carried. 12. A Resolution with fees pursuant to the existing Zoning Ordinance, Amending the City of West Master Fee Schedule to include: Rezone Application Fee, Variance Application Fee, Street and Alley Abandonment or Vacation Fee.
