February 11, 2025 The Mabank City Council met in Regular Session on Tuesday February 11, 2025, at 7:00 p.m., at City Hall located at 129 E. Market Street, Mabank, TX 75147 with the following members present: Mayor Randy Teague Mayor Pro-Tem John Chappell Deputy Mayor Pro-Tem Tyson Adams Councilman Joey Rich Councilman Daren Day Councilman Derek Harrill Mayor Randy Teague opened the meeting with a quorum at 7:00 p.m. and led the Pledge of Allegiance. Pastor Dr. Michel Cooper, Grace Fellowship Church, opened with prayer. Gary Fulfer came forward to the Mayor and Council with his praise for the City Employees for all their hard work on keeping Mabank clean of trash and bulk trash. Dr. Cooper was thankful for Telehealth as he has had to use it and apricates it. Councilman Day made a motion to approve the minutes from the Regular Session held on January 14, 2025. Councilman Harrill seconded the motion. The motion passed unanimously. Mayor Teague recognized Charlie Woodard and Garron Halterman, as the Spotlight Employees for February. Mayor Teague and Councilmen signed the Kaufman County Order of Election. Mayor Pro-Tem made a motion to grant Chuck's RV a variance for a tiny home section that they will maintain and keep within the restrictions of the RV Ordinance. Deputy Mayor Pro-Tem Adams seconded. The motion passed unanimously. Staff Reports: Fire Marshal Woodard told the Council the FD ran 104 calls last month. He also thanked everyone for their support of the Chili Supper. Chris Quinn informed the Council that the RCP Grant was accepted. He is looking ahead at other grants that align with the City. City Administrator Bryant Morris updated the Council concerning ongoing projects around the City. Prime Excavation and the City ofl Mabank Street Department, have been working on the 2nd Street extension. The Barnes Road bridge is built. The Street Department is going around for a second time and sweeping streets that have been chip sealed. SPI is working with ATMOS Engineers concerning the 2nd Street extension, as those gas lines are not very deep. Starbucks will be pouring concrete tomorrow (Wednesday 01-15-2025), the street is complete. Material has been delivered to the elevated storage tank. There is aj pre-construction meeting next week for the 198 project. Mr. Morris stated that there is a lot ofinfrastructure being compelled around the City; some that can be seen and others that cannot. Modifications to the elevated storage tank at the Veterans Memorial Park, the new elevated storage tank on 175 are moving along - crews are staying over to catch up work lost due to rain. Work is being done at the sewer plant to reclaim the lagoons and racetracks installed to even out ditches. The water line is being installed for the South 2nd Street extension; the wastewater line is being installed for Pascalle. Barnes Road should open in March. Consent Item: Mr. Morris stated there are none at this time. Councilman Harrill made a motion to pay monthly obligations. seconded. Councilman Rich seconded. The motion passed unanimously. The Council convened into Executive Session pursuant to Section 551.072 of the Texas Open Meetings Act, Texas Government Code, for deliberations concerning Real Property at 7:51PM. The Council re-convened to regular session at 9:08PM. No action on real property matters. No action on EDC financing or pending projects whose cost exceeds ten thousand dollars. The Council did not convene into Executive Session pursuant to Section 551.074 of the Texas Open Meetings Act, Texas Government Code, to discuss personnel matters. There being no further business Deputy Mayor Pro-Tem Adams made a motion to adjourn. Councilman Rich seconded. The meeting was adjourned at 9:09PM.
