Regular City Council Meeting Idalou City Council February 10th, 2025 The regular meeting of the Idalou City Council was called to order by Mayor Russ Perkins. Those in attendance were Darrell Fuller, Kyle DuBois, Joe Sisk, Brendi Pierce and Albert Bravo. Staff in attendance were City Administrator Suzette Williams, Public Works Director Oscar Rodriguez, Chief of Police Eric Williams and City Secretary Renee Wilbanks. Auditors Randel Terry and Ryan King were also in attendance. Nathan Rigler with Hugo Reed and Travis Isom were here for Brana Estates. Public Comment: None. A motion was made by Joe Sisk and seconded by Kyle DuBois to approve the January Regular Minutes. Motion passed. A motion was made by Darrell Fuller and seconded by Albert Bravo to approve the January bills. Motion passed. Oscar presented the Public Works Report for January. Oscar presented to the Council the Monthly Water Usage and the Lead Line Identification Project. Oscar informed the Council that the West Well would be back hopefully by February 18th Chief Williams presented the Police Report for January. Chief Williams presented the January Police Department Report. Albert wanted to know if Christy McAdoo would be reimbursing the city to pay for her school. Suzette said that her hours with EMS would be a factor, and she would check into her hours and payment. Suzette presented the Financial Report. Suzette presented the EMS Report. Russ presented the Fire report for the year 2024. Brush 1 is in service and the LMTV is almost ready for service. IFD purchased a new 2024 F250 as a command vehicle to replace the 2006 F250. Once the LMTV is complete they will begin work on the new command vehicle. The Fire Department utilized theirLubbock County Critical needs funding of$45,454.00 and supplemented with savings from our TexPool fund. Discuss and Consider Approval 2024 Audit: Randel Terry presented the 2024 Audit to the Council. A motion was made by Joe Sisk and seconded by Albert Bravo to approve the Budget Presentation. Motion passed. Discuss and Consider Approving Conditional of Approval of the "Final Plat" for Brana Estates, Legal Description: BLK D7 SEC 41 AB 400 TR B24 ACS:14.484: Nathan Rigler with Hugo Reed and Travis Isom presented to the Council a request for the final plat approval of Brana Estates, a development previously known as Wildcat Estates Phase II. The proposed development consists of24 lots. Conservative estimation indicates that once fully developed, the city will recognize an additional $40,000.00 in ad valorem tax revenue. Previous Council have reviewed the plan with drainage concerns. Drainage continues to be a concern, and Hugo Reed has addressed these concerns. They have proposed a retention basin that will function as a playa and would like to deed to the retention pond/tract A to the city. City Staff has collaborated with Allen Phillips and Clayton Farrow. After discussing a motion was made by Brendi Pierce and seconded by Albert Bravo to approve the plat with conditions. Motion passed unanimously. Discuss and Consider City Acceptance of Ownership and Maintenance of a Retention Pond of Brana Estates, Legal Description: BLK D7 SEC 41 AB 400 TR B24 ACS: 14.484: A motion was made by Albert Bravo and seconded by Kyle Dubois to table the discussion and consideration until staff and developer brought a plan before council. Motion passed unanimously. Discuss and Consider Property Tax Exemptions and Tax Ceiling: After discussion the item died for lack of motion. Discuss and Consider Approving Resolution 25-02-01 State Homeland Security Progra-LEPTA (SHSP-I) Application for the Idalou Police Department-Night Vision goggles: The Idalou PD is applying for night goggles through the Office of the Governor, State Homeland Security Progra- LEPTA (SHSP-L). Total cost is $32,660.00. The project is for the following equipment: 10 photonis ECHO 2000+ HIGH Gain Spec Tube Green Phosphor PVS-14 Night Vision devices. Two FLIR Breach PTQ 136320x256 60HZ Handheld Monocular. A motion was made by Joe Sisk and seconded by Albert Bravo to approve Resolution 25-02-01. Motion carried. Discuss and Consider Approving Resolution 25-02-02 State and Local Cybersecurity Grant Program (SLCGP) TO Assist with Migration Cost of Email: The City of Idalou is applying for funds to assist with the Migration Cost of Email Conversion to "gov" domain. The request for grant funds is $16,000.00. A motion was made by Joe Sisk and seconded by Brendi Pierce to approve Resolution 25-02-02. Motion passed. Discuss and Consider Ordinance 25-02-01 Reducing Speed Limits on US Highway 62/82 throughout Idalou City Limits: The TxDOT strip maps for the proposed speed zone adjustment on Highway 62/82 are still under review but are nearing finalization between our office and the Traffic Safety Division.
