Regular City Council Meeting March 11, 2025 STATE OF TEXAS COUNTY OF MONTAGUE CITY OF BOWIE On this the lIth day of March, 2025, the council convened in a regular meeting open to the public as advertised with all Councilors present. Presiding: Mayor Burris Councilors: Ashley, Post, Shaw, Sproles, Truax and Waiker City Secretary Page City Manager Cunningham Mayor Burris called the regular meeting to order at 6:00 p.m. Invocation Invocation was given by Councilor Stephanie Post. Items of Community Interest Sip N Stroll is March 14". Cash & Orbison will be preforming at the Community Center on Friday night. City Manager Report The Substation Transformer Project is still on hold. We are waiting for parts and other items to arrive sO the construction company can return and finish. It looks like the project will be finished around June 1st. The bid opening for the Sewer Line Project and the Smythe Street Downtown Revitalization Project are on for March 13th. We have made the first request from FEMA for funding for the Generator Grant Project. The generator and control panel for the East Lift Station have been installed. The high service pump generator has also been installed, the control panel has not been wired, and the water plant generator has also been completed. We have asked TDEM to ok the request, and we should get funding soon. This is a 90/10 grant, and most of our 10% has been paid with in-kind service, which is the installation ofthe generators by our electric crew. The amount ofthis request is $664,069.49. The week before last, we had major problems with the Finance Department payment drop box. It became unusable, SO last Tuesday, we installed a new chute for our existing safe drop box. After a day or two, we were able to take payments in the drop box again. Citizens use the drop box a lot, SO we have restored that convenience. i have contacted an engineering firm, Jacob Martin, which has extensive experience getting grants and extremely low-interest loans from the USDA. I consider the Old Bowie Lake line a perfect candidate for this type of financing since most ofi it is outside the city limits. As I learn about the process from Jacob Martin, I will keep you updated with what is available from USDA. Consent Agenda Items: Approval of Minutes -February 25, 2025 Regular Meeting; March 4, 2025 Workshop: Resolution 2025-11 Authorizing City Manager to write off uncollected utility account receivables over 15 months delinguent: and Resolution 2025-12- Authorizing City Manager to write off uncollected library overdue fines over 15 months delinquent. Councilor Ashley moved, with a second from Councilor Post, to approve the consent agenda items. Motion carried with Councilors Ashley, Post, Shaw, Sproles, Truax and Walker voting Aye. Resolution 2025-09 -A resolution by the City Council of the City of Bowie, Texas designating authorized signatories for contractual documents and documents for requesting funds pertaining to the Community Development Block Grant-Mitipation (CDBG MIT) Resilient Communities Program. Councilor Shaw moved, with a second from Councilor Truax, to approve Resolution 2025-09. Motion carried with Councilors Ashley, Post, Shaw, Sproles, Truax and Walker voting Aye. Resolution 2025-10- A resolution adopting the attached policies in connection with the City of Bowie, Texas, participation in federally funded Community Development Block Grant (CDBG) Proiects and adherence to the regulations described thercin. Councilor Sproles moved, with a second from Councilor Walker, to approve Resolution 2025-10. Motion carried with Councilors Ashley, Post, Shaw, Sproles, Truax and Walker voting Aye. Regular City Council Meeting March 11, 2025 Page 2 Presentation by Library Director Beth Hiatt. Library Director Beth Hiatt said the library consists of a Library Board, which sets policy and procedures, and also has the Friends of the Library. The Friends hold a book sale every year and use the proceeds to do things such as pay for the summer reading program and other various projects as needed. The library is a great asset for our community having free Wi-Fi, computers, fax machine and a copy machine. They also receive Priddy Foundation grants which help with painting the interior, new carpet, book carts and extending the retaining wall outside. In the month of January and February the library saw nearly 2,000 people come through their doors. Ordinance 2025-02 - An ordinance amending Appendix C Fee Schedule "Water Rates-2018" ofthe Code of Ordinances of the City of Bowie, Texas, increasing water rates: providing a savings clause, a severability clause; and an effective date. Councilor Post moved, with a second from Councilor Sproles, to approve Ordinance 2025-02. Motion carried with Councilors Ashley, Post, Shaw, Sproles, and Truax voting Aye.
