STATE OF TEXAS ) COUNTY OF CONCHO BE IT REMEMBERED THAT THE COMMISSIONERS COURT OF CONCHO COUNTY, TEXAS, met in Regular Term on this, the 25th day of March 2025 at Paint Rock, Texas, in the District Courtroom, Second Floor, after proper notice to the public for the proper length of time, being Notice #6550 and Addendum #6551, with the following members present, to-wit: David Dillard, County Judge, presiding; Trey Bradshaw, Commissioner, Precinct #1; Eric Gully, Commissioner, Precinct #2; Chad Miller, Commissioner, Precinct #3; Keith Dillard, Commissioner, Precinct #4; Amber Hall, County Clerk and Ex-Officio Clerk of Commissioner's Court; and Jenifer Gierisch, County Treasurer; Ginger Paul, County Attorney; Scott Spoonts, Justice of the Peace; Brent Frazier, County Sheriff; Dwaine Rayburn, Chief Deputy Sheriff; Paul Pearson, Lieutenant Deputy Sheriff; D'Andra Warlick, Chief Appraiser; and Members of the Public; See Exhibit "A"; when the following business was transacted, to-wit; Judge Dillard called the meeting to order at 9:58 a.m., gave the invocation, and led the pledges. WELCOME AND PUBLIC COMMENTS None CONSIDER BURN BAN - TAKE APPROPRIATE ACTION No action taken. Burn ban to remain in effect. CONSDERDSCISSATPROVE CHANGING COMMISSIONERS COURT FROM APRIL 22, 2025, TO APRIL 29, 2025 TAKE APPROPRIATE, ACTION Commissioner Gully made a motion to change the date of Commissioners Court from April 22, 2025, to April 29, 2025, duly seconded by Commissioner Dillard. Motion carried: unanimously. "ADDENDUM* CONSDEROBCUSAPPROVE AUTHORIZING AARON CLEMENTS TO PROPOSE FINALOFFERFORI BASIN SOLAR AND BESS PROJECT-1 TAKE APPROPRIATE ACTION - :... Judge Dillard stated that he needs a consensus from Commissioners Court to authorize Aaron Clements to make a final offer for the Basin Solar and BESS Project. It was the consensus of Commissioners Court to allow Aaron Clements to make a final offer on behalf of the Court. See Exhibit "B" The court took a recess at 10:06 a.m. to read through the previous meetings' minutes and accounts payable. The court went back into session at 10:15 a.m. after recess. APPROVE MINUTES FROM PREVIOUS MEETING Commissioner Miller made a motion to approve the minutes from March 11, 2025, Commissioners Court, as presented, duly seconded by Commissioner Bradshaw. Motion carried unanimously. CONSIDERAPPROVE ALL ACCOUNTS PAYABLE FOR CONCHO COUNTY = TAKE APPROPRIATE, ACTION Mrs. Gierisch presented the monthly Accounts Payable Claim Register from March 12, 2025, through March 21, 2025, with a total of $119,726.14. Commissioner Bradshaw made a motion to approve and pay all accounts due and owing by Concho County, duly seconded by Commissioner Gully. Motion carried unanimously. See Exhibit "C" REPORTS, INFORMATION, AND FUTURE AGENDA ITEMS - NO ACTION TO BE TAKEN Commissioner Dillard stated that on County Road 4142, there is an old telephone/internet line that is down in the County Right-of-Way. He said that some of the poles are broken, and the line is hanging. He wasn't sure the steps needed to be taken to remedy this. Mrs. Paul stated that they are not County property, and whoever the line belongs to, needs to take them down. Commissioner Dillard will find the most recent Right-of-Way deed and see who the line belongs to. 369 370 Commissioner Dillard stated that bids have been received for a roller for Precinct 4, and they will be opened at the next Commissioners Court. Sheriff Frazier stated that he has $3,277 left of the SB22 money and would like to add $3,000 of that to the salary of a deputy who has proved himself and has gone above and beyond in the Sheriff's Office. He also said that, since a Dispatch has left, there is $4,000 left that he would like to give to the 2 newest dispatchers. He is going to present this at the next Commissioners' Court. Mrs. Hall presented a handout of the dates for the Capital Murder Trial. See Exhibit "D" Judge Dillard stated that he is leaving this afternoon and will be gone to training the rest of the week.
