Minutes of Meeting Planning and Zoning Board Monday, March 10th, 2025, 6:00 p.m. Lindale City Hall A meeting of the Lindale Planning and Zoning Board convened at Lindale City Hall on Monday, March 10th, 2025, 6:00 p.m. A. Call to Order: Terry Edwards at 6:00 p.m. B. Board Members Present: Terry Edwards, Paul Ray, and Darrel Vidrine. Jerry Terry and Kelli Campbell were absent. C. Invocation: Led by Terry Edwards. D. Pledge of Allegiance: Led by Paul Ray. E. Approval of Minutes for February 10th, 2025, Planning and Zoning Board meeting. Paul Ray made a motion to approve the minutes. Darrel Vidrine seconded; motion carried 3-0, approved. F. Scheduled Business: 1. Discussion and possible action to approve the preliminary and final subdivision plat of Lindale Substation Addition, John W. Brewer Survey A-116. Located at 15372 CR 463 Lindale, Smith County, Texas. Submitted by Melanie Martinez. Steven Lloyd, Director of Planning and Development, introduced the item for discussion. Ashton Miller from Oncor was present. He advised that they will be expanding the substation by adding transformers, switchgear, converters, and other equipment to improve the system and enhance its reliability. Paul Ray made a motion to approve the preliminary and final subdivision plat of Lindale Substation Addition, John W. Brewer Survey A-116. Located at 15372 CR 463. Darrel Vidrine seconded; motion carried 3-0, approved. 2. Discussion and possible action to approve the preliminary and final subdivision plat of Mill Creek Subdivision being part of Samuel Stephens A-941. Located at 18337 CR 4108 (Iron Mt. Rd.) Lindale, Smith County, Texas. Submitted by Brady Johnson. Steven Lloyd, the Director ofl Planning and Development, introduced the item for discussion. There was minimal discussion among the board. Darrel Vidrine made a motion to approve the preliminary and final subdivision plat ofMill Creek Subdivision being part of Samuel Stephens A-941. Located at 18337 CR 4108. Paul Ray seconded: motion carried 3-0, approved. 3. Discussion and possible action to approve the preliminary plat of Martin Addition, being part of Daniel Savage Survey A-901, creating five lots. Located at 15526 CR 431 Lindale, Smith County, Texas. Submitted by Casey Jordan. Steven Lloyd, the Director of Planning and Development, introduced the item for discussion. The landowner David Martin was present with some potential buyers for lots 3, 4, and 5. The preliminary plat showed a dedication of additional 100' ROW in compliance for the future CR 431 / (Jim Hogg Rd.) arterial street widening. Board members expressed concerns regarding the placement of three new driveways within a distance of less than 400 feet. The board permitted the owner to step out of the meeting for discussions with the potential buyers. Later, the owner and the buyers returned to request approval for an additional driveway between the two lots. The number of driveways was an item of discussion for several minutes with emphasis that one shared access driveway solving the problem, Terry Edwards made a motion to approve the preliminary plat of Martin Addition, being part of Daniel Savage Survey A-901 contingent' on the final plat having 4 total lots, and where lots 3,4 and 5 are combined into only 2 lots with one shared access driveway. Paul Ray seconded; motion carried 3-0, approved. 4. Discussion only on the preliminary plat of Derby Meadows Addition being 183 lots. Located at 15533 FM 849, City of Lindale, Smith County, Texas. Submitted by Nick Allegretto. Steven Lloyd, the Director of Planning and Development, introduced the item for discussion. On August 12, 2024, the Planning and Zoning Commission approved the preliminary plat with certain contingencies. The property has since changed ownership. Nick Allegretto attended the meeting to discuss the requirements for the final plat approval. He noted that several changes have been made to the preliminary plans, including the addition of two access points, two deceleration lanes, and 4.4 acres of open space. There are plans to potentially include a park or playground for the subdivision, with the possibility of establishing a homeowners' association (HOA) to maintain it. Nick mentioned that he has submitted the plans to the Texas Department ofTransportation (TX DOT) for approval but has not yet received a response. This was a discussion only; no action was taken. 5.
