Open Meeting, Invocation, Pledge of Allegiance. Chairman Craig Baker called the meeting to order at 6:00 pm. Chairman Baker led the invocation, followed by the Pledge of Allegiance. 2. Roll Call. Chairman Baker conducted roll call. Committee member Lear Dobbins was absent. All other Committee members were present. 3. Citizen Comments: Three (3) minutes are allowed pers speaker on any item related to the City, including items listed on the agenda. Five (5) minutes will be allowed during a Public Hearing. Comments will be allowed before considering each item on the agenda, provided that the City Secretary has received a speaker request form before the start of the meeting. None 4. Approval of the Planning and Zoning Minutes: December 10, 2024 Chairman Baker made a motion to approve. Committee member Branson seçonded the motion. The motion was carried out with a unanimous vote of 6-0 5. Consider and act on a request for approval of a Preliminary Plat for Cartwright Mays Phases 2&3 3 as requested by DR Horton - Dallas South Division. Cartwright Mays Phases 2 & 3 consists of 72.93 acres of land. The property is generally located North of CR 261 and N FM 148 in the City of Crandall's ETJ, Kaufman County, Texas. John Andersen with Strand Systems Engineering discussed the agenda item. Chairman Baker read the comments from City Planner Rob Baldwin. Chairman Baker made a motion to approve. Committee member Barnes seconded the motion. The motion was carried out with a unanimous vote 6-0. 6. Consider and act on a request for approval of a Final Plat for Cartwright Mays Phase 1 as requested by S2 Land Development. Cartwright Mays Phase 1 consists of 27.153 acres of land. The property is generally located North of CR 261 and N FM 148 in the City of Crandall's ETJ, Kaufman County, Texas. John Andersen with Strand Systems Engineering discussed the agenda item. Consider and act on a request for approval of a Final Plat for Eastland Phase 4 as requested by Lennar Homes of Texas Land and Construction, LTD. Eastland Phase 4 consists of 51.736 acres of land. The property is genérally located about 1.0 miles Southwest of FM 741 and CR 260 in the City of Crandall's ETJ, Kaufman County, Texas. Edgar Saucedo with LJA Engineering discussed the agenda item. The motion was carried out with a unanimous vote of 6-0 8. Consider and act on a request for approval of a Final Plat for Wildcat Ranch Phase 8 as requested by PMS Capital Investments. Wildcat Ranch Phase 8 consists of 58.293 acres of land. The property is generally located about 1.1 miles Southwest of Sunrise Blvd and FM 741intersection in the City of Crandall's ETJ, Kaufman County, Texas. Consider and act on a request for approval of a Final Plat for RiverRidge North Phase 2 as requested by JBI Partners, Inc. RiverRidge North Phase 2 consists of 82.795 acres of land. The property is generally located at the terminus of Toyah Lane in the City of Crandall's city limits, Kaufman County, Texas. Chairman Baker made a motion. to approve. Committee member Martinez seconded the motion. The motion was carried out with a unanimous vote of 6-0 10. Consider and act on appointing one Planning and Zoning Commission member to serve on the Unified Development Code portion of the Comprehensive Plan. The committee had discussion. Committee member Pat Branson volunteered. Committee member Barnes made a motion to approve. Committee member Hoffmeyer seconded the motion. The motion was carried out with a unanimous vote of 6-0 11.
