CITY OF BELLVILLE MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL JANUARY 23, 2025 1. 5:30 P.M. CALL TO ORDER Mayor James Harrison called the meeting to order at 5:30 p.m. 2. INVOCATION AND PLEDGES OF ALLEGIANCE Mayor Harrison led all inj prayer and Pledges of Allegiance. 3. CERTIFICATION OF A QUORUM Present-to-wit: Mayor James Harrison, Council Members Arlie Kendrick, Monte Richardson, John Conley II and Betty Hollon; thereby a quorum was established. Also, present was City Administrator Shawn Jackson. Council Member Garrett Domon, City Secretary Rachael Lynch and City Attorney Luke Cochran was absent. 4. CONSIDERATION/ACTION TO ADOPT AGENDA The motion was made by Council Member Kendrick and seconded by Council Member Conley to approve the Agenda oft the Special Meeting of. January 23, 2025, move agenda item # 10 to the next meeting. Motion carried unanimously. 5. CONSIDERATION TO APPROVE MINUTES OF PREVIOUS MEETING The motion was made by Council Member Hollon and seconded by Council Member Kendrick to approve the minutes for the Regular Meeting December 17, 2024. Motion carried unanimously. 6. CITIZEN'S FORUM (Any public comment that is made on an item that is not on the posted final agenda will only be heard by the City Council. Noformal action, discussion, deliberation, nor comment will be made by the Council.) Robert Royer discussed neighborhood blight and inability to schedule a meeting with Mayor according to protocols. 7. REPORT OR REQUEST(S) FROM CITY ADMINISTRATOR/DEPARTMENT HEADS Shawn updated Council on the drainage project on S. Thomas/W. Austin should be completed in the next 2 weeks, signs for thei truck route, and that the railroad commission will be working on the crossings next week. 8. QUESTIONS AND COMMENTS FROM MAYOR/COUNCIL MEMBERS/CITY ATTORNEY (DISCUSSION IS LIMITED TO STATEMENT OF POLICY OR STATEMENTS OF FACTUAL MATTERS, OR THE REQUEST THAT Al MATTER BE PLACED ON THE NEXT MEETING'S AGENDA) Council Member Kendrick wanted to thank the Ben, Eddie, Calvin, Shane, Randy and Jordon for fixing water leak at Sonic. 1 Council Meeting Minutes. January 23, 2025 2P Pages Council Hollon inquired about a limb hanging over the street on S. Tesch/Austin, using a trap on the recycling trailer to prevent boxes from flying out and pole rentals. Mayor Harrison thanked the city employees because the city had no issues during the freeze. 9. CONSENT AGENDA - ITEMS LISTED ARE OF ROUTINE NATURE AND MAY BE ACTED ON IN A SINGLE MOTION UNLESS REQUESTED OTHERWISE BY MEMBERS OF COUNCIL A. CONSIDERATION TO. APPROVE 4TH QUARTER INVESTMENT REPORT AND ANY RELATED ACTION NECESSARY B. CONSIDERATION TO APPROVE INTERLOCAL AGREEMENT FOR ROAD MAINTENANCE BETWEEN AUSTIN COUNTY AND CITY OF BELLVILLE. The motion was made by Council Member Kendrick and seconded by Council Member Richardson to approve the Consent Agenda Items. Motion carried unanimously. 10. DISCUSSION REGARDING QUARTERLY STATUS UPDATE FOR THE TWO SUBSTANDARD STRUCTURES AT 522 S. MASONIC AND 863 HWY 159 W.AND POSSIBLE DIRECTION TO STAFF REGARDING SCHEDULING DEMOLITION OF STRUCTURES. No Action. Moved to next month' 's meeting. 11. DISCUSSION AND POSSIBLE ACTION TO APPROVE ORDINANCE CALLING AND ORDERING THAT A GENERAL MUNICIPAL ELECTION BE HELD ON MAY 3, 2025, FOR THE PURPOSE OF ELECTING A MAYOR AND TWO (2) ALDERMEN. The motion was made by Council Member Richardson and seconded by Council Member Conley to approve an ORDINANCE CALLING AND ORDERING THAT A GENERAL MUNICIPAL ELECTION BE HELD ON MAY 3, 2025, FOR THE PURPOSE OF ELECTING A MAYOR AND TWO (2) ALDERMEN. Motion carried unanimously. 12. ADJOURNMENT The motion was made by Council Member Kendrick and seconded by Council Member Hollon to adjourn at 5:45 p.m. Motion carried unanimously.
