County Correspondence: Clark wants to make the Court aware about the annual luncheon at the Wise County Council on Alcohol and Drug Abuse for Commissioners' Appreciation at noon on Monday, February 24th at the First United Methodist Church (attachment). 6. The Ranches at Rolling Hills, Phase 4 Shelby Warchesik Precinct 2 (KB) Motion made by Burns, seconded by Lambert, and unanimously adopted by the Court to approve the final plat Silver Lakes Ranch with variances as noted, and the final acceptance of The Ranches at Rolling Hills, Phase 4. 8. Donations: Shawn mentions a couple of raw materials donations: 1) ARCOSA Aggregates donated 330 tons of clay for CR 3451 bridge project (attachment) and 2) Hershell Stinett ofl Paradise City also donated 220 tons of clay for the same bridge on CR 3451 (attachment). Clark adds (verbal) that Anderson County donated some roller shelves to District Clerk Loucrecia Biggerstaff's Office; Clark request they be accepted in order for them to be tagged by Asset Control Manager Diana Allen. Motion made by Shawn, seconded by Burns, and unanimously adopted by the Court to accept those donations with the Court's thanks. 9. Receive and discuss presentation from Freese and Nichols Engineering for Wise County Master Thoroughfare Plan Update. Clark introduces Eddie Hass and Daniel Harrison with Freese and Nichols Engineering who will help the Court navigate through their proposal to update Wise County's 2017 thoroughfare plan. Having done the surrounding counties around Wise, Freese and Nichols will ensure their thoroughfares will match up with the county's thoroughfare and therefore improve traffic flow. The proposal will cost $255k and could be paid through monthly installments with a timeline of 12-14 months. To ensure a transparent process, there will be stakeholder engagement such as townhall meetings, workshops, etc. and the creation ofa steering committe. Haas reassures the Court that his firm will conduct one-on- one meetings with each commissioner as well. Motion made by Shawn, seconded by Burns, and unanimously adopted by the Court to authorize staff to refine scope and enter into a contract with Freese and Nichols for a master thoroughfare plan pending Commissioners' Court attorney's review. Bids: Allen shares the results of the bids (attachment) for the purchase of the one (1) ton crew cab which Shawn requested during the January 13th Court. He requests to purchase the cab from James Wood Motors sinçe it meets his timeline. Motion made by Shawn, seconded by Lambert, and unanimously adopted by the Court to award that bid for a one (1) ton truck for Precinct 4 to James Wood Motors in the amount of$70, 318.25 for the reasons as stated. 11. Clark explains there are historic nature items that came up that were not originally in the scope of the original courthouse grant. The Texas Historical Commission (THC) voted last week to generously give an additional $315k supplement to the County's grant to cover the unexpected items. Clark requests authorization to açcept the additional funds when the Court receives the paperwork. ) As initially mentioned in Item "e', Claims and Payroll - Clark revisits the Ink & Stitch invoice for digitally printed banners for $1440. Motion made by Burns, seconded by Lambert, and unanimously adopted by the Court to approve the Ink and Stitch invoice, 18 digitally printed banners for $1440. Shawn abstains from voting. Joint Venture Project Agreements: Hayes states (verba!) Hillcrest has agreed to put $120k towards CR 4010 which runs in front of an addition, where it was heavily damaged. The County will donate road material base and labor. McCuiston mentions # 10-18 Motion made by Hays, seconded by Shawn, and unanimously adopted by the Court to appove the project agreement with Hillcrest as presented. 13. Hazard Mitigation Plan and related grant projects: None 14. Right-of-Way Improvements: Hayes wants to revisit the matter about CR 4380 which he asked Davis to present during last meeting. Hayes believes the property is owned by an LLC; however, it's been difficult to get a hold oft the owners and he would have to access through the north side of the road. Shawn needs access John Fruse's property on 430 Bullion Road to repair a culvert. Motion made by Hays, seconded by Shawn, and unanimously adopted by the Court for those properties as described for Commissioners to have necessary access to enter the private properties to clean and clear County road right-of- ways for improved public safety or public transporation safety purposes. 15. Burn Ban Update: None 16. County Committee Reports: Shelby Warchesik of Kimley Horn mentions the amendment relating to driveway culverts that was discussed during the Development Rules and Regulations Committee meeting on January 21, 2025 if there are three (3) lots or less and the preliminary plat is not triggered, then it is a normal process of obtaining a permit through Davis. Commissioners' Court Attorney Thomas Aaberg states there is no need for a public hearing. Motion made by Shawn, seconded by Lambert, and unanimously adopted by the Court to approve the amendment as presented and for staff to take necessary action to implement it. Clark announced next meeting dates as being Monday, February 24, 2025, regular meeting. Clark states he will be out of town on March 10th, which will be the first meeting in March, and he asks the Court to revisit the issue during next Court. 19.
