County Judge Clark votes aye on all agenda items unless otherwise indicated. 1. Clark called the meeting to order at 9:00 a.m. 2. Invocation 3. Pledge of Allegiance 4. Community Forum: None 5. County Correspondence: Clark expresses gratitude for a remarkable response a couple of Fridays ago by the County's various personnel, especially Cody Powell of Office of Emergency Management and his team, who coordinated with the Commissioners, various partners and volunteers, and the firefighters who were involved in the wildfire response. Clark reiterates that the recent wildfire demonstrated the importance ofhaving a separate office that manages emergencies and one that deals with fire marshall affairs. The County saw firsthand the benefit ofinvesting in a dedicated Fire Marshall Office and a dedicated Office of Emergency Management. MARCH 24, 2025 - COMMISSIONERS COURT Page1l8 Clark commends Environmental Services Officer Wacy Beck and his team regarding the recent Scrap Tire Collection Event. Due to the grant received from North Texas Council ofGovernments, the County was able to collect 28, 941 scrap tires from over 3k individuals. Clark and Beck are considering having another disposal event in 2026 to collect household chemicals/paints for which Clark believes the County could get a grant with Council ofGovernments (COG). 6. Discussion for the purpose of coordination and cooperation for efficiency between precincts: None 7. Consider and act on Advanced Funding Agreement with Texas Department of Transportation for overpass at U.S. 81/287 and Northstar Parkway Clark explains that there is a large subdivision on the county line between Tarrant and Wise Counties which creates heavy traffic on US HWY 287. TXDOT is obligating to the construction ofi it, but wants the locals to come up with the engineering. Ken Gill with Northstar Development agreed to fund the engineering with an estimated total of $1.5 million. Clark states the County will be the convener and that he appreciates the assistance of County Engineer Chad Davis to get this done (attachment). Clark introduces a Resolution required by TXDOT (attachment). Motion made by Burns, seconded by Lambert, and unanimously adopted by the Court to authorize the County Judge to sign the Advanced Funding Agreement (AFA) with TXDOT and issue the resolution of support for a great-interchange at U.S. 81/287. 8. Donations: Auditor Katherine Hudson states BKV donated $10k to Precinct No. 3 (verba!). Asset Manager Diana Allen states Jon Warren donated weapons to the Sheriff's Office (verba!). Motion made by Shawn, seconded by Burns, and unanimously adopted by the Court to accept those donations as presented with the Court's thanks. 10. Bids: Allen requests approval for a trade-in ofthe weapons donated by Warren (verbal). MARCH 24, 2025 - COMMISSIONERS COURT Page3]8 Motion made by Shawn, seconded by Burns, and unanimously adopted by the Court to authorize the weapons trade-in as requested. Additionally, Allen mentions a couple of disposals: 1) Precinct No. 1 would like dispose a mower deck in scrap metal bin (verbal) and 2) Broken chairs from various departments. She requests the latter to apply for the remainder of the fiscal year (verba!). Motion made by Burns, seconded by Hays, and unanimously adopted by the Court to approve those disposals as presented, including the broken chairs, for FY 2025. Allen states the Sheriff's Office has a grant for purchasing ballistic shields and needs permission to purchase through a cooperative for $179, 144.39 (verba!). Motion made by Burns, seconded by Shawn, and unanimously adopted by the Court to approve the co-op purchase of ballistic shields. Allen also has a two-fold request - the Sheriff S Office would like to purchase two (2) Chevy Equinox from a cooperative. Each vehicle costs $27, 658 (verbal) and use the funds from Senate Bill 22 (verbal). Motion made by Shawn, seconded by Burns, and unanimously adopted by the Court to approve the purchase of the vehicles from SB22 money as presented. Lastly, Allen presents Precinct No. 4's request to auction a bucket truck (verbal). Motion made by Shawn, seconded by Burns, and unanimously adopted by the Court to auction a bucket truck. 11. Motion made by Burns, seconded by Hays, and unanimously adopted by the Court to separate out and authorize payments for the two (2) Ink and Stitch invoices that are on the walk-to-court document. Shawn abstains from voting. Clark votes aye. Motion made by Burns, seconded by Shawn, and unanimously adopted by the Court to approve all items listed under agenda Item # 11, as presented. 12. Joint Venture Project Agreements: Hays reminds the Court that Hillcrest agreed to put $120k towards CR 4010 during the February 10th meeting; however, Hillcrest's lawyer advised them not to do a project agreement since the location is not within certain premises. Instead, Hillcrest will agree to an interlocal agreement and will move forward with the $120k donation in this instance, with collaboration with County Attorney Thomas Aaberg. Hays rescinds the project agreement from the February 10th Court in lieu of the new local agreement. Motion made by Hays, seconded by Lambert, and unanimously adopted by the Court to rescind the project agreement with Hillcrest from February 10th Court. 13. Hazard Mitigation Plan and related grant projects: None 14. Right-of-Way improvements: Hays states he wants to put a bridge on Thomas Tumulty's property on Old Greenwood Road where there are beaver dams on both sides of the road. He will coordinate with Wacy Beck of Environmental Services about removal steps. Motion made by Hays, seconded by Burns, and unanimously adopted by the Court to authorize County personnel to enter the private property on Greenwood Road for the beaver remediation purposes as described. MARCH 24, 2025 - COMMISSIONERS COURT Page618 Burns explains that during the wildfire, he was given permission by a couple of landowners to create a barrier to their houses by the river on River Bend Estates. Although no one has approached him about it, he feels compelled to go back and remediate the area where the berm was built. The owners' names will be provided for record once obtained. Motion made by Burns, seconded by Lambert, and unanimously adopted by the Court to allow County to access the properties at River Bend Estates to remediate where an emergency berm was built during wildfire risk and the owners' names will be provided for the record once Lambert has them. 15. Burn Ban Update: Jeff Johnson of Environmental Services states it is time to renew the current burn ban for another 90-day daily weather-based (attachment). Motion made by Burns, seconded by Hays, and unanimously adopted by the Court to renew the 90-day daily weather-based burn ban. 16. County Committee Reports: None 17. Executive Session with Legal Counsel, for private consultation allowed under Texas Government Code Sec. 551.071: discussion and legal updates of pending litigation. Motion made by Shawn, seconded by Burns, and unanimously adopted by the Court to enter into Executive Session with Legal Counsel at 9:35 AM. 18. Reconvened from Executive Session at 10:19 AM. 19. Clark announced next holiday as being Friday, April 18, 2025 which is Good Friday. 20. Clark announced next meeting date as being Monday, April 14, 2025, regular meeting, based on scheduling. 21.
