FEBRUARY 24, 2025 WISE COUNTY COMMISSIONERS COURT MEETING On this 24th day ofFebruary A.D., 2025 at 9:00 A.M. came on to be had a Regular Meeting of the Commissioners' Court of Wise County, Texas held in the Justice of the Peace, Precinct No. 2 Courtroom (200 Rook Ramsey Drive, Decatur, TX) of said County in the town of Decatur with the following members present and presiding: J.D. Clark County Judge John "Biff" Hayes Commissioner, Precinct No. 1 Kevin Burns Commissioner, Precinct No. 2 Danny Lambert Commissioner, Precinct No. 3 Colby Shawn Commissioner, Precinct No. 4 Blanca Tuma, County Clerk and Ex-Officio Clerk of Commissioners' Court when and where the following proceedings were had, to-wit: All attachments referred to in the minutes ofthe Wise County Commissioners' Court are designated original or copy and are provided at the time of action by the Court unless otherwise indicated by provider. County Judge Clark votes aye on all agenda items unless otherwise indicated. 1. Clark called the meeting to order at 9:00 a.m. 2. Invocation 3. Pledge of Allegiance 4. Community Forum: None 5. County Correspondence: Lambert shares that threre is a culvert underneath CR 4599 that has rotted out; in order to replace it, the road will be shut down during business hours beginning Wednesday, the 26th, 9 at approximately 8:00 A.M. until 3:00 P.M. There is a possibility that the road will be closed again on Thursday and Friday, the 27th and the 28th. Clark reminds the Court about the annual luncheon at the Wise County Council on Alcohol and Drug Abuse for Commissioners' Appreciation at noon today at the First United Methodist Church. Clark encourages everyone to check out the kids' accomplishments and livestock projects at the Wise County Youth Fair at the Fairgrounds this week. FEBRUARY 24, 2025 - COM MISSIONERS COURT Page117 6. Discussion for the purpose of coordination and cooperation for efficiency between precincts: None 7. Plats: FINAL PLAT Stonegate Park- Re-Plat. Lot 26 R and Lot 27 R. Chad Davis- Kiley Vian Precinct 4. (CS) Thompson Trail (No Variances) (attachment) Motion made by Shawn, seconded by Lambert, and unanimously adopted by the Court to approve the replat for Stonegate Park as presented. 8. Consider authorizing Elections Administrator Sabra Srader to enter into a Joint Election Agreement and Contract for Election Services for the May 3, 2025 General and Special Election. Clark shares there will be city, school, and special district elections in May. The entities typically opt to contract with the County's Election Office and request for Srader and her team to assist with equipment availability and ensure smooth election process. The cities that are having elections are Alvord, Boyd, Chico, New Fairview, and Newark while the ISDs that will be involved are Alvord, Boyd, Bridgeport, Decatur, Krum, Northwest, and Springtown. The Wise County Water Supply District and the Walnut Creek Special Utility District are also conducting elections (attachment). Motion made by Burns, seconded by Shawn, and unanimously adopted by the Court to authorize Elections Administrator Sabra Srader to enter into a Joint Election Agreement and Contract for Election Services for the May 3rd, 2025 General and Special Election, pursuant to Section 31.092 and Chapter 271, Texas Election Code. 9. Consider and act on appointing members to the Wise County Historical Commission for 2025-2026 term. Clark reminds everyone the Court has to consider appointing members every two years; he presents an appointee roster compiled by WCHC which has a good geographic representation of the County (attachment). Chairman Kerry Clower will be stepping back but will remain as a member while WCHC is recommending current Vice Chair Donna Weeden step up and serve as the Chair. FEBRUARY 24, 2025 - COMMISSIONERS COURT Page217 Clark presents the WCHC Annual Report for the Year 2024 - a letter stating accomplishments throughout the past year and the Commission's statement of Account (attachment). Motion made by Burns, seconded by Shawn, and unanimously adopted by the Court to approve the list of the County Historical Commission's list of appointees for the 2025-2026 term of service (for the record, Clark read the names ofthe appointees). 10. Consider and act on approving the hiring of Amy Wagner for the Texas A&M Agrilife Extension Family Community Health Agent position. Wagner left Wise briefly, but certain circumstances made it possible for her to come back to her previous position within the County. Motion made by Shawn, seconded by Lambert, and unanimously adopted by the Court to approve and agree heartily with the hiring of Amy Wagner for the Texas A&M Agrilife Extension Family Community Health Agent position. 11. Donations: None 12. Bids: Wise County Asset Manager Diana Allen requests permission (verba!) to dispose a tazer. Additionally, Allen mentions the Auction Items for which she needs approval (attachment). Motion made by Shawn, seconded by Burns, and unanimously adopted by the Court to approve those disposals as noted. Allen reminds the Court that Precinct 4 has requested to purchase/trade-in a backhoe last October. Instead of trade-in, Shawn will sell the item to Wacey Beck (Environmental Services). No action needed as the transaction will be within the County. Allen brings up the requests from Environmental Services: Firstly, they wanted to go out for bid to purchase a truck; she recommends rejecting the results ofthe truck and chassis bid quotes (attachment). Instead, she suggests approving to purchase through a co-op for a cheaper price of$73, 975 and add a truck bed for approximately $35k. Secondy, ES would like to purchase an excavator for $120, 361.06 via a cooperative, and add a mud mat for about $49k. Allen explains most oft the funds will come from the Water Control Improvement District and that around $47k will come from Environmental Services' capital funds. Utility Permits/Right of Way: County Engineer Chad Davis mentions two permits: 1) Water Pipeline for Rolling V Ranch WCID No. 3 (attachment); 2) Gas Pipeline for Nextlink (attachment). Davis adds that he made it clear to both parties through emails that although the permits are approved/once approved, he wants to have a conference with the contractors to avoid any requirement misunderstandings. g. The plan is to work with the City of Decatur initially, roll out the program to surrounding cities and eventually to the entire County, and ultimately to the rest ofthe 253 counties in the state. There is no existing timeline at this time. Powell shares a Memorandum ofUnderstanding which outlines cooperative intent between B4DA and Wise County. The MOU - is a way ofe endorsing and providing legitimacy to B4DA's efforts that they are working with the County (attachment). Clark believes the B4DA will provide great opportunities for local businesses and will help develop emergency action plans. Motion made by Burns, seconded by Shawn, and unanimously adopted by the Court to approve all items introduced under Item 13. 14. Joint Venture Project Agreements: Shawn states his precinct will be redoing the road on Martin's Lane in the City of Runaway Bay. Motion made by Shawn, seconded by Lambert, and unanimously adopted by the Court to approve the joint venture project agreement with the City of Runaway Bay on Martin's Lane as described. 15. Hazard Mitigation Plan and related grant projects: FEBRUARY 24, 2025 - COMMISSIONERS COURT Page517 Powell dicusses in detail the grants for which the County applied: US Forrest Service Community Wildfire Defense Grant and two (2) FEMA Hazard Mitigation Grant Programs for Safe Room Rebate Programs. Motion made by Lambert, seconded by Shawn, and unanimously adopted by the Court to authorize those grant applications, both the planning grant and project grant community wildfire protection and to include county-wide ROW brush clearing. 16. Right-of-Way Improvements: None 17. Burn Ban Update: JeffJohnson of Environmental Services states the Grasslands will be burning approximately 350 acres Northeast of Alvord today. 18. County Committee Reports: None 19. Clark announced next holiday as being Friday, April 18, 2025 which is Good Friday. 20. Clark announced next meeting date as being Monday, March 24, 2025, regular meeting, based on scheduling. Clark reminds the everyone that as a Court designee, he could sign plats outside of Court in order to keep the process moving as long as the Commissioners and the Engineering Team approve the plats and there are no variance requests. As part of Item # 5 (County Correspondence), Lambert explains that he will not be able to put up sign boards relating to the closures on CR 4599 due to the fences being a foot away from the road; he will try to make everyone aware of the closures as much as possible. As part of Item # 13b (Department Head Reports), Assistant Auditor Pat Trail wants to to mention the Auditor's Report for January (attachment). 21.
