IN THE COMMISSIONERS COURT OF FALLS COUNTY THE STATE OF TEXAS TO ALL INTERESTED PARTIES COUNTY OF FALLS COMMISSIONER'S COURT MINUTES FOR MARCH 24, 2025 1. Proofofp posting ofr notice in accordance with the provisions of Title 5. Chapter 551. Government Code (Vernon's Texas Codes Ann. 1994)as amended, known as the Texas Open Meetings Act. Judge Elliott asked for proof of posting and the same was affirmed by Elizabeth Perez, County Clerk, on the north and south door and the bulletin board. 2. Public comments. No comments at this time. 3. Elected official reports. Sheriff Campbell stated they are going to replace their 911 consoles and radios. Sheriff also stated that they got the washer and dryer replaced on Thursday and all funds will come firom the commissary account. Judge Elliott stated that NextLink is looking for around 2 to 3 acres they can lease for about 2 years. Judge Elliott wants to bring a potential lease agreement between Falls County and NextLink for the property next to the Falls County Annex. Judge Elliott went and looked at the bridge on Hwy 77 and stated that it looked like it is almost complete. 4. Discussion and/or action conceming American Rescue Plan. Jeff. Jackson, Road and Bridge Administrator, stated that the bridge on CR 368 will start next week. 5. Discussion and/or action conceming road cut/bores for Nextlink Fiber Install. Commissioner Albright made a motion to approve the road cut/bore for NextLink Fiber Install. Commissioner Willberg seconded; motion carried. 6. Discussion and/or action concerning Falls County Firefighters Association payment. Commissioner Albright made a motion to approve the payment for the Falls County Firefighters Association. Commissioner Wuebker seconded; motion carried. 7. Discussion and/or action concering accepting gift from Marlin Lion's Club. The Marlin Lions Club wants to donate flowers to put in the area by the handicap ramp. Commissioner Green made a motion to accept the donation of flowers. Commissioner Albright seconded; motion carried. Judge Elliott abstained. 8. Discussion and/ors action concerning approving county official's bond. Commissioner Albright made a motion to approve the county official's bond. Commissioner Green seconded; motion carried. 9. Discussion and/or action concerning Falls County's Investment Policy and resolution. Sheryl Pringle, County Treasurer, will have the Falls County Investment Policy and resolution on the next agenda. 10. Discussion and/or action concerning TexStar Investment Pool as an Authorized Investment. Commissioner Albright made a motion to approve the application TexStar Investment Pool. Commissioner Wuebker seconded; motion carried. 11. Discussion and/or action concerning county investments. Sheryl Pringle, County Treasurer, suggested that we renew the Excess Sales Tax for one year and the American Rescue for six months. Commissioner Green made a motion to renew the Excess Sales Tax for one year and the American Rescue for six months. Commissioner Albright seconded; motion carried. 12. Discussion and/or action conceming approval reimbursement of SB22 Sheriff Grant funds - FY 2025. Commissioner Green made a motion to approve the reimbursement ofSB22 Sheriff Grant funds FY 2025. Commissioner Albright seconded; motion carried. 13. Discussion and/or action concerning indigent cremation. Will put on next agenda. 14. Discussion and/or action concerning 2025 Allocation Request for Cow Bayou Watershed. Commissioner Wuebker made a motion to approve the 2025 Allocation Request for Cow Bayou Watershed. Commissioner Willberg seconded; motion carried. 15. Discussion and/or action concerning allowing landowners to construct a gate on 409C. Commissioner Willberg made a motion to allow a gate to be erected and maintained in accordance with the Transportation Code 251.010. Commissioner Green seconded; motion carried. 16. Discussion and/or action concerning two Caterpillar motor graders. Commissioner Albright made a motion to approve the payment for the Caterpillar motor graders when they are delivered. Commissioner Wuebker seconded; motion carried. 17. Discussion and/or action conceming approval of BT Yixon Solar. LLC project Road Use Agreement to prevent degradation of county-maintained roads. Have not received BT Yixon Solar, LLC project Road Use Agreement. 18. Review and discussion of Road and Bridge precinct work reports. including Administrator's progress report. Jeff Jackson, Road and Bridge Administrator, gave a report for the Road and Bridge Department. Jeff said the John Decre loader will need to be repaired; it has a blown head gasket. The county received millings from the state. Jeff said they have not been able to burn the FEMA brush due to the weather. Jeff also stated that the auction went well. Georgie Patterson, County Auditor, stated that she was going to register Jeff. Jackson, John Sholl, and Commissioner Albright for the Conference on July 21, 2025, in Waco. 19. Discussion and/or action concerning the approving ofpayment tofbills including reimbursements. late charges. the transfer of cash or funds from any line item or departments to another, book transfers and any budget amendments: including but not limited to discussion and action concerning department or non-departmental items with line items that go past their budgeted amounts. Commissioner Albright made a motion to pay all bills and payroll. Commissioner Green seconded; motion carried. 20. Approval ofminutes of prior meetings of Commissioner's Court. Commissioner Wuebker made a motion to approve the minutes ofthe prior meeting, with the correction. Commissioner Albright seconded; motion carried. 21. Adjoumment.
