MINUTES BLECTORAL BOARD MEETING 3 MARCH 2025 Chair Wellard called the meeting to order at 10:00 AM on March 3, 2025. Members Present: Wellard, Coffey, Doyle Guests Present: GR McDonald; Karen Cole & Dulani Bligen of ASSURA; Doug Culler & Josh Rhinehart ofIT. Vice Chair Coffey moved approval of the minutes of February 3, 2025, as presented. Motion seconded by Secretary Doyle, carried unanimously. Vice Chair Coffey moved the Board enter into closed session as authorized by section 2.2-3711- A34 to discuss voting security. The guests from ASSURA and the two individuals from the County IT department made a presentation updating security information and responded to questions from the Board. Motion seconded by Secretary Doyle; passed unanimously. With respect to the just concluded closed session, and to the best of each members knowledge, only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom ofInformation Act and only such public business matters as were identified in the motion were discussed by the Electoral Board members. Vice Chair Coffey motioned to return to open session at 11:20 am. Motion seconded by Secretary Doyle. Passed unanimously. GR McDonald presented her report, copy attached. She discussed the large number ofFOIA requests coming from one individual in Loudoun County associated with a group EPEC. The inordinate amount of time required for the frequent requests has placed a burden on staff. Chair Wellard reported Mt. Zion Lutheran Church is amenable to moving the current St. Luke precinct location. We will set up a meeting with their representative, Cathy Christovich to proceed. Vice Chair Coffey hopes to hear from the Mt. Jackson location relocation request later this week. Secretary Doyle reported no response from Election Commissioner Beals on the voter credit issue. Board members will attempt to speak to the Commissioner at the annual meeting of the Virginia Electoral Board Association later this month. Chair Wellard requested GR McDonald to follow up with Investigator Himelright on the status ofthe one remaining potential voter fraud case. GR McDonald was asked to contact the county to book several potential dates for use of the Fire & Rescue classroom for election official training for the June 17th Dual Primary. Secretary Doyle will send Appointment to Serve notices as soon as training dates are scheduled. Training materials will be reviewed and updated by Chair Wellard, Vice Chair Coffey and GR McDonald. Materials will then be sent to Election Officials via email. Separate training will be scheduled for all Chiefs and Assistant Chiefs. GR McDonald updated Board members on personnel changes in her office. There being no further business, the meeting adjourned at 12:40 pm. The next scheduled meeting will be April 7, 2025 @ 10:00 am.
