MINUTES: AMELIA ECONOMIC DEVELOPMENT AUTHORITY REGULAR MEETING HELD ON MARCH 11, 2025 AT 10:00 A.M. AT THE AMELIA COUNTY CONFERENCE ROOM EDA MEMBERS PRESENT: ROBERT C. SMITH ROBERT LLEWELLYN WINSTON VAUGHN DENNIS TATUM MAUDIE SCOTT SAM ARRINGTON ALSO PRESENT: CLARENCE C. MONDAY, County Administrator ASHLEY GUNN, Administrative Assistant The March 11, 2025 EDA meeting was called to order by Robert Smith. Roll Call was taken by Clarence Monday. Robert Llewellyn offered the invocation. Everyone participated in the Pledge of Allegiance. COMMUNICATION FROM CITIZENS There was no communication from citizens. APPROVALACCETTANCE OF MINUTES AND FINANCIAL REPORTS The February 25, 2025 minutes were unanimously approved on a motion by Winston Vaughn and seconded by Maudie Scott. The February 2025 Treasurer's reports were unanimously accepted on a motion by Sam Arrington and seconded by Robert Llewelyn. OLD/NEW BUSINESS A. Richardson Road Site 1. Appraisal Mr. Smith stated that the appraisal should be completed by the end of the month. 2. Signage Mr. Smith discussed the options presented and stated that a check for half the price will be authorized and once completed will be paid in full. It will be erected in the first week in April 3. B&B Consultant Update Neal Barber provided an update for the due diligence contract. He stated they have subcontracted out for the Wetlands delineation and threatened and endangered species study, Geotech borings, and the arial photography. The items that have been completed have been submitted for review. 4. Farm Lease Mr. Easter was given authorization to plant this year but was informed that ift the Animal Shelter is approved to be built this year, then it will take precedence. B. Budget Discussion Mr. Monday provided an update on the continued development of the FYI26 Budget process. CIP Department requests were submitted and reviewed by the Planning Commission and made a recommendation to the Board of Supervisors. C. Business Appreciation Day Ashley Gunn discussed that the. Amelia Chamber of Commerce will meet soon to establish a date, but the trending date would be after Amelia Day which would be May 14 this year. The Gym is being reserved as a location and the cost of previous years was provided. D. Committee Dissolution of Fire Department request. Mr. Smith clarified that the Administrative Staff will get with Mr. Easter and continue discussions about funding and property transfer for a Training Building for the Volunteer Fire Department. COUNTY ADMINISTRATORS REPORT Mr. Monday discussed the Comprehensive Plan progress and next meeting details. Informed the Board that the Board of Supervisors have hired a new County Administrator and will be hosting a welcome reception. Mr. Monday announced that he will be leaving and shared his appreciation ofe everyone during his time with this County.
