MINUTES: AMELIA ECONOMIC DEVELOPMENT AUTHORITY REGULAR MEETING HELD ON OCTOBER 8, 2024 AT 10:00 A.M. AT THE AMELIA COUNTY CONFERENCE ROOM EDA MEMBERS PRESENT: ELDON DIEFFENBACH ROBERT C. SMITH ROBERT LLEWELLYN DENNIS TATUM MAUDIE SCOTT SAM ARRINGTON ABSENT: WINSTON VAUGHN ALSO PRESENT: CLARENCE C. MONDAY, County Administrator ASHLEY GUNN, Administrative Assistant The October 8, 2024 EDA meeting was called to order by Robert Smith. Roll Call was taken by Clarence Monday. Robert Llewellyn offered the invocation. Everyone participated in the Pledge of Allegiance. COMMUNICATION FROM CITIZENS No communication from citizens. APPROVALACCITTANC: OF MINUTES AND FINANCIAL REPORTS The September 10, 2024 minutes were approved on a motion by Eldon Dieffenbach and seconded by Maudie Scott. The September 2024 Treasurer's reports were accepted. OLD/NEW BUSINESS A. Richardson Road Site 1. AFID Infrastructure Presentation- Ricky Kowalewski, Project Mr. Kowalewski Presented what the AFID program is and how it assists in local efforts utilizing available grants. 2. GOVA Grant Application Update 3. Business Ready Site Grant Application- New Grant Cycle Stated that the grant cycle is open again which would cover some of the site development costs. This will be about an 11-month process. General Consensus is to not apply this year and have a site suitability study completed in hopes to increase the chance of grant approval. 4. Site Demolition Update Buildings have been demolished and plans to remove approximately 75 tires from site are in progress. * Eldon Dieffenbach motioned, Sam Arrington seconded, to remove tires from the site. Motion passed unanimously. * Robert Llewellyn motioned, Dennis Tatum seconded, to leave the well as-is ifit's in safe condition. Motion passed unanimously. 5. Signage The board discussed the presented sign example. * Maudie Scott motioned, Eldon Dieffenbach seconded, to spend up to $2,000.00 for the temporary sign for the Richardson Road site 6. B&B Contract Discussion Sam Arrington motioned, Eldon Dieffenbach seconded, to authorize Bob Smith to sign the B&B contract Site Specific and umbrella contract pending County attorney approval. Motion unanimously passed. 7. Real Estate Broker RFP/RFQ Mr. Monday discussed the difference between an RFP and RFQ and presented possible recommendations. Deferred to November 12, 2024 EDA Meeting. 8. Master Plan Discussion Neal Barbar discussed the current conceptual plan. B. Red Velocity Inc. Update Ashley Gunn presented the Tourism Video and C&J Diesel Video produced by Red Velocity Inc. COUNTY ADMINISTRATORS REPORT A. FOIA Training -Mr. Monday discussed upcoming FOIA training dates.
