MINUTES: AMELIA ECONOMIC DEVELOPMENT AUTHORITY REGULAR MEETING HELD ON NOVEMBER 12, 2024 AT 10:00 A.M. AT THE AMELIA COUNTY CONFERENCE ROOM EDA MEMBERS PRESENT: ELDON DIEFFENBACH ROBERT C. SMITH MAUDIE SCOTT SAM ARRINGTON ALSO PRESENT: CLARENCE C. MONDAY, County Administrator ASHLEY GUNN, Administrative Assistant The November EDA meeting was called to order by Robert Smith. Roll Call was taken by Clarence Monday. Robert Llewellyn and Winston Vaughn are excused. Everyone participated in the Pledge of Allegiance. Eldon Dieffenbach offered the invocation. Agenda was amended to include Hunting on EDA Property as Item A.4. and to remove the Closed Session. COMMUNICATION FROM CITIZENS No communication from citizens APPROVAL/ACCEPTANCE OF MINUTES AND FINANCIAL REPORTS The October 8, 2024 minutes were approved on a motion by Sam Arrington and seconded by Maudie Scott. October 2024 Treasurer's reports Bob Smith discussed the discrepancies and corrections with the report * Eldon Dieffenbach motioned, and Sam Arrington seconded, to accept the finance the reports. OLD/NEW BUSINESS A. Richardson Road Site 1. GoVa Grant Application Update Neal Barber provided a progress update. Stated that Bob was able to sign the contract grant agreement with Go Virginia for $100,000. He was also able to sign the B&B Contract. 2. Signage - Neal stated he has submitted the artwork to Royal Signs but has not heard back from the company on whether they can move forward. 3. B&B Contract Neil stated it an approximately 10-11 month time frame for completion of work. 4. Hunting on EDA Property A citizen complained about people hunting on the EDA property. Mr. Smith stated that individuals could continue hunting the property on a yearly basis, but no one has reached out this year to continue the use. If no one contacts the EDA to continue use, then no hunting signs will be placed throughout the property and wildlife officials will be contacted. & Maudie Scott motioned, and Eldon Dieffenbach seconded, to write a letter to the known parties and to post to property for no hunting. Motion passed unanimously. B. Discussion and Renewal ofNeal Barber's Contract Neal Barber proposed switching from a monthly rate to an hourly rate. Mr. Smith stated the county attorney approved. * Eldon Dieffenbach motioned, and Sam Arrington seconded, to approve the contract at $75 an hour for Mr. Barber. Motion passed unanimously. C. Comprehensive Plan Meeting Update Comprehensive Plan Survey was discussed and handed out to board members. Mr. Monday discussed the process of the Comp. Plan and what has been discussed SO far. D. Red Velocity Inc. -Due to Ashley Gunn not being able to attend this portion of the agenda was not discussed. COUNTY ADMINISTRATORS REPORT No additional reports from Mr. Monday. MOTIONTO CONTINUPADJOURN There being no further business, the November 12, 2024 EDA meeting was adjourned on a motion by Sam Arrington and seconded by Eldon Dieffenbach.
