It has been some time since the school construction has been finished and it would seem that it should have been repaired by now especially given its' craterous state. I was wondering where everyone from the apartments would park while they paved the street I thought perhaps the Middle School parking lot could be made available (maybe on the weekend). It was a pleasure meeting with city employees, council members, and residents at the council meeting on April 5. The city's budget for FY2026 is structured as follows: 74% allocated to salaries and benefits, 7%1 for debt payments, 1.3% for medical insurance for retirees, leaving 16.7% for other expenses, such as capital investments and unforeseen costs. The General Reserve fund is projected to be $31 million. However, Mr. Brooks has indicated that the capital fund has a deficit of $21 million. This deficit is expected to be reported in FY2026, along with a proposal outlining how it will be addressed. At the recent council meetings, Ms. Douglas provided figures that show a significantly lower percentage of employee costs compared to the projections in the FY2026 budget. Employee Costs in Hyattsville for FY2026 FY2026 Report Ms. Douglas Employee cost as a percentage of city revenue 74% (typically 50-60%) 64% Police benefits as a percentage of salary 62% (typically 20-40%) 40% City emplyee benefits as a percentage of salary 45% (typically 15-30%) 30% Example: A$100,000: salary for a police employee includes $62,000 in benefits, totaling $162,000. A$100,000: salary for a citye employee includes $45,000 in benefits, totaling $145,000. Employee Number The FY26 budget should have a table disclosing the number of employees per department over the last 5 years. This is especially important considering the high employee costs and the high number of employees right now. The city currently employs 202 staff, including 82 police officers. Both numbers are above the typical range for a city of this size. The city should ideally operate with 100-200 employees, including police staffing between 50-70. Adding more employees would further strain the 16.7% of revenue set aside for all other expenses, which is why a hiring freeze is proposed in the FY26 report. This freeze should remain in place until the percentage of revenue spent on salaries and benefits falls below 60%. For context, College Park is at 54%, compared to Hyattsville's 74%. Retiree Medical Benefits Out of 10 municipalities, 6 do not provide medical benefits to retirees. Hyattsville currently spends about $400,000 on medical expenses for 43 retirees. Retirees become fully vested after 16 years of service, which is below the standard 30 years. The city also covers spouses and dependents 100%.
