APPROVAL OF THE AGENDA Motion by Council member Loren, seconded by Council member Scianna, to move Item 6.F., Commercial Cannabis Uses and Requirements, to be moved to discussion. Youth Day Street Closure Request - April 26, 2025 6.C. Memorandum of Understanding (MOU) Regarding SACOG Regional State Transportation Improvement Program (STIP) Regional Set-Aside Funding 6.D. Resolution No. 2025-10 Approving the First Amendment to the Professional Services Agreement with Municipal Resource Group, LLC to Increase by $30,000 for a Total Not-to-Exceed Amount of $45,500 and Authorizing the City Manager to Execute the Amendment 6.E. Adoption of Ordinance No. 2025-03 Amending Section 17.04.140 and Chapter 17.98 of the Winters Municipal Code Relating to Accessory Dwelling Units and Junior Accessory Dwelling Units and Finding the Action to Be Statutorily Exempt from CEQA Under Section 21080.17 of the Public Resources Code 6.F. Adoption of Ordinance No. 2025-02 amending the Winters Municipal Code, Sections 17.04.140 (Definitions), 17.52.020 (Land Use/Zone Matrix), and 17.205.030 (Commercial Cannabis Uses and Requirements. Motion by Council Member Loren, seconded by Council Member Scianna, to approve the Consent Calendar with amendments to the Minutes to update the roll call to correctly reflect the Mayor and Mayor Pro Tem. Presentation Regarding the ADA Self Evaluation and Transition Plan Eric Lucero presented the ADA Transition Plan, highlighting key aspects of accessibility and compliance for individuals with disabilities. Kate Laddish provided public comment. DISCUSSION ITEMS 8.A. Amend Resolution 2025-11 Reestablishing the Natural Resources Commission, to Revise the Selection Process and Membership Structure Kristine DeGuerre gave a brief overview and introduced Kate Laddish, Chair of the Natural Resources Commission, who presented Resolution 2025-11 requesting amendments to improve the commission's structure and selection process; the council expressed support and directed staff to move return with revisions. Crystal Apilado provided public comment. 8.B. Resolution No. 2025-09 authorizing the addition of two fire engineers and one firefighter as full-time employee positions and amending the FY 2024/25 budget to reflect assessment revenues Fire Chief Jack Snyder presented Resolution 2025-09. Kate Laddish provided public comment. Motion by Council Member Loren, seconded by Council Member Casavecchia, to move Resolution 2025-09 authorizing the addition of two fire engineers and one firefighter as full-time employee positions and amending the FY 2024/25 budget to reflect assessment revenues. Motion carried with the following vote: AYES: Council Members Richard Casavecchia, Jesse Loren, Carol Scianna, Mayor Pro Tem Bill Biasi, Mayor Albert Vallecillo NOES: None ABSENT: None City Manager Joe Gorton introduced item 6.F, the adoption of Ordinance No. 2025-02, which amends the Winters Municipal Code. He then deferred to contract Planner David Storer for clarification and questions. A clarifying correction to the zoning matrix in the ordinance was noted for the record and the Council directed staff to use the remaining grant money to create administrative procedures for the cannabis retail permitting process for City Council review before the July 2026 deadline. Motion by Council Member Loren, seconded by Council member Scianna to adopt Ordinance 2025-02 amending the Winters Municipal Code, Section 17.140 (Definitions), 17.52.020 (Land Use/Zones Matrix and 17.205 (Commercial Cannabis Uses and Requirements).
