San Jose Arena Authority Informational Memorandum To: Nanci Klein, City Manager's Office From: Chris Morrisey, Executive Director Subject: Summary of Activities at Sharks Ice at San Jose for Fiscal Year 2023-24 Date: March 24, 2025 Background Since 1999, the City of San Jose and Sharks Sports & Entertainment have been signatories to successive lease and management agreements for the operational management of the Ice Centre of San Jose, now known as Sharks Ice at San Jose. In the agreement, the City has delegated to the San Jose Arena Authority general management oversight responsibilities. Included in the Arena Authority's oversight role is the execution of an annual review of the facility manager's performance in the management and operation of the facility. Today, Sharks Ice at San Jose is an active, international destination while serving as the training center for the San Jose Sharks of the National Hockey League and the San Jose Barracuda of the American Hockey League. Besides five ice rinks for training, community skating, games and competitions, Sharks Ice at San Jose features Tech CU Arena, the facility's flagship 4,200-seat home of the Barracuda, making Sharks Ice the largest public ice facility in North America. Narrative on Pertinent Lease and Management Agreement Sections Section 3.06. Repairs and Maintenance. During Fiscal Year 2023-24, Sharks Sports & Entertainment invested over $1.9M in facility maintenance at Sharks Ice at San Jose. The major costs were for labor and materials for the operation and maintenance of the facility's ice plant, plumbing systems, water treatment plant, electrical systems, HVAC, building grounds, and the Zamboni ice machines. Section 7.01. A-B. Use ofthe Facility. Public Areas. Private Areas. Today, besides Tech CU Arena, Sharks Ice at San Jose includes five ice rinks, a pro shop for figure skating and ice hockey merchandise and equipment, a full-service restaurant, public locker rooms, a rental area for ice skates, physical conditioning rooms, and team and coaching areas for the Sharks and Barracuda. All five ice rinks and Tech CU Arena are available for public access at 90% of the total available use time. With six ice rinks in operation the public has significant ice time for both hockey and figure skating sessions, leagues, practices, tournaments, and recreational skating opportunities. Additionally, Tech CU Arena hosted the AHL All-Star Classic and was broadcast to nations around the globe. Other first-time events attracted additional fans to the Arena. Summary of Activities at Sharks Ice at San Jose for Fiscal Year 2023-24 March 24, 2025 Page 2 Section 7.02. A-G. Community. Access. Public Programs Sharks Ice at San Jose hosted 2,200 participants in their hockey camps and clinics. For adult hockey, the program saw 355 teams, (7,100 participants; the largest adult in-house hockey program in the United States) while the youth hockey programs attracted 1,420 players. The facility featured over 3,075 Jr. Sharks Travel Hockey players, while the girls' and women's hockey programs have doubled in numbers over the past five years. The high school hockey program provided ice for 700 players. Ice skating programs included 6,970 learn-to-skate participants and over 132,035 in the public skating program. 40,145 admissions were sold for freestyle/figure skating sessions. The free-use skating program saw a large jump to 2,220 youths. Other programs attracted all segments of the population, offering a wide array of recreational ice programs and skating opportunities. Section 7.04. Annual Activity Report Per the terms of the lease and management agreement, Sharks Sports & Entertainment is to make available to the City or the Arena Authority information on the facility's operating expenses and revenues. During the fiscal year, Sharks Ice at San Jose had $12,836,185 in operating expenses and $14,027,965 in program revenue. Regarding program fee rates, while Sharks Ice at San Jose offers more amenities and programs for the community than other Bay Area public ice facilities, prices for admission and programming continue to be consistent with other regional ice facilities. Section 9.01. Capital Repairs and Replacements. The Arena Authority convenes a Facilities Committee to annually review and propose capital repair and replacement budget items for Sharks Ice at San Jose. Prior to the beginning, of the fiscal year, representatives from the Arena Authority, the City Manager's Budget Office, the Department of Public Works, and Sharks Ice at San Jose meet to address the current and anticipated capital repair and replacement needs for the facility. Through this process, a comprehensive capital repairs and replacements budgetary program is established and monitored. The approved capital budget for FY 2023-24 was $672,787. The upcoming fiscal year capital budget is $1,973,000. Conclusion As this report illustrates, Sharks Ice at San Jose has brought national acclaim to the city featuring top-tier hockey and figure skating tournaments and competitions. In doing sO, by facility's economic impact has been significant, attracting the booking of 4,405 hotel room nights. The National Hockey League, the American Hockey League and various figure skating organizations have greatly benefited from Sharks Ice and Tech CU Arena, presenting a wide variety of international competitions in San Jose, which has advanced San Jose's reputation as a center for hockey, figure and recreational skating opportunities. Santa Clara Street San Jose, CA 95113 Dear Council Member Doan, For nearly 15 years facility and park operators in the south campus area (Kelley Park, Happy Hollow Park and Zoo, Sharks Ice, Excite Ballpark, History Park, among others) have regularly met to discuss operational realities in the area. Known as the South Campus Operations Team (SCOT), they have addressed topics ranging from managing event vehicular traffic for simultaneous events to implementing significant park and facility capital improvement projects. In recent times, the most pressing issues have related to public safety measures for the millions who annually visit the south campus facilities. These involve the potential implementation of infrastructure improvements to enhance the safety of visiting patrons. In a February meeting discussing security concerns with our SCOT San Jose Police Department representative, three specific opportunities were discussed as ways to enhance safety for the area: 1. The addition of vehicular street lighting along E. Alma Avenue and Senter Road. 2. The addition of pedestrian lighting on sidewalks and footpaths that lead to area vehicular parking facilities. 3. The placement of a pedestrian crossing signal and crosswalk across E. Alma Avenue between Senter Road and S. Tenth Street. As you know, the south campus continues to grow into a vibrant amily-oriented hub, attracting millions of people from across the country. In one day, a family can enjoy the many attractions at Happy Hollow, skate at Sharks Ice and catch a night baseball game at Excite Ballpark, all without ever having to return to their car. The south campus is truly one of San Jose's special gems. With the recent addition of Tech CU Arena and the planned upgrades for Excite Ballpark, this would be an excellent opportunity to provide critical infrastructure improvements to support the growing popularity of this special area of San Jose. From this meeting, the following capital budget recommendations are being submitted for your consideration: SAP Center at San Jose For SAP Center at San Jose, Sharks Sports & Entertainment has submitted a FY 2025-26 capital budget of $5,885,000. This capital budget submittal is consistent with the terms and conditions of the Second Amended and Restated Arena Management Agreement. As you know, over time the City's Budget Office, SAP Center Management and the Arena Authority have reviewed remaining balances from previous fiscal years to determine what is available to supplement the annual capital funding. From these exercises it has been established that there are sufficient carryover funds from previous years that can be applied to this year's capital repair and replacement program. Shark Ice at San Jose Sharks Ice at San Jose has submitted a FY 2025-26 capital budget in the amount of $1,973,000. Through the Second Amended and Restated Ice Centre Lease and Management Agreement, Sharks Ice Management is required to annually submit a capital budget to the City.
