CLOVIS CITY COUNCIL MEETING March 10, 2025 6:00 P.M. Council Chamber Meeting called to order by Mayor Mouanoutoua at 6:01 Flag Salute led by Mayor Pro Tem Pearce Roll Call: Present: Councilmembers Ashbeck, Basgall, Bessinger, Mayor Pro Tem Pearce, and Mayor Mouanoutoua PRESENTATION = 6:03 6:03 = ITEM 1 - Presentation of Proclamation declaring March as American Red Cross Month. PUBLIC COMMENTS = 6:07 Upon call, there was no public comment. CONSENT CALENDAR = 6:07 Upon call, there was no public comment. Motion by Councilmember Ashbeck, seconded by Councilmember Bessinger, that the items on the Consent Calendar be approved, including the waiver of the reading of the ordinance. Motion carried by unanimous vote. 2. Administration - Approval - Minutes from the March 4, 2025, Council Meeting, 3. Administration - Adopt - Ord. 25-02, An Ordinance of the City Council of the City of Clovis Adding Chapter 1.10 to Title 1 of the Clovis Municipal Code to Establish By-District Elections for Five Council Members, Define District Boundaries, and Schedule the Order of Elections for Each District. 4. General Services - Approval - Res. 25-20, Congestion Mitigation and Air Quality (CMAQ) Supporting and Implementing the Timely Use of Funding" as Required by AB1012 for Candidate Transportation Projects Under the Infrastructure Investment and Jobs Act. 5. Public Utilities = Approval = Res. 25-21, A Resolution Initiating Proceedings for the Annual Levy of Assessments for Landscape Maintenance District No. 1. PUBLIC HEARINGS = 6:08 6:08 ITEM 6 - Consider Introduction = Ord. 25-03, Amending Section 3.1.126 and adding Sections 3.1.126.1 and 3.1.126.2 Of Chapter 3.1 of Title 3 of the Clovis Municipal Code Relating to Business Registration and Licensing Exemptions for Honorably Discharged or Honorably Relieved Veterans and Active Duty or Reservist Military Personnel. Upon call, there was no public comment. The Council directed staff to explore the possibility of extending business registration and licensing exemptions to former police and fire personnel and to bring back proposals for consideration. Motion carried by unanimous vote. 6:14 ITEM 7 - Consider Introduction - Ord. 25-04, An Ordinance of the City Council of the City of Clovis Amending Section 5.6.09 of Chapter 5.6 of Title 5 of the Clovis Municipal Code Relating to Authorized Additional Card Tables at Licensed Card Rooms. Jarhett Blonien with the 500 club, expressed support for the Council's approval of a measured increase in gaming tables. Motion for approval by Mayor Pro Tem Pearce, seconded by Councimember Basgall. Motion carried by unanimous vote. 6:22 ITEM 8 - Consider Approval = Res. 25-22, A resolution approving the annual review and update to the Regional Housing Needs (RHN) Overlay District map of parcels and associated list reflecting those parcels that qualify for development as an RHN Overlay project. Upon call, there was no public comment. Motion for approval by Councilmember Ashbeck, seconded by Councilmember Besinger. Motion carried by unanimous vote. ADMINISTRATIVE ITEMS = 6:27 6:27 ITEM 9 - Receive and File - 2025 Five-Year Financial Forecast for the City of Clovis through 2029/30 and discuss options for budget preparation for 2025/26. Brian Wilson, resident, expressed concern that Measure Y funding might be used for purposes other than fire and police, and suggested prioritizing Station 7 in the first year. Dr. Jeni-Ann Kren, resident, emphasized that Measure Y was presented as a general tax, not a special tax, and argued that funds should not be exclusively directed to police and fire, as other city services also need support. During the discussion, the Council emphasized the priority of using Measure Y funds in the first year for public safety, particularly to fill police and fire positions before addressing other city needs. Councilmembers suggested a more detailed breakdown of the spending, particularly within the police and fire departments, to be represented clearly in the pie chart to ensure transparency. There was discussion to accelerate the development of Fire Station 7 to address long response times on the northwest side of Clovis, potentially building it sooner than the planned five-year timeline. The Council also briefly discussed Measure C and how Measure Y funds could support infrastructure needs if Measure C did not pass. CITY MANAGER COMMENTS = 7:40 City Manager Haussler highlighted a few upcoming events, including the "Meet the Mayor" event on Thursday, March 13, 2025, at 6:00 PM at Bud Rank Elementary. He also mentioned a ribbon- Page 2 of 3 cutting celebration for the Letterman Dog Park on Saturday, March 22, 2025, and a "Kitten Shower" event on Saturday, March 29, 2025. COUNCIL COMMENTS = 7:41 The Council directed staff to release the names of residents who submitted draft district maps and to provide an update on the crosswalk near Pollasky, specifically regarding the potential installation of flashing lights or another traffic signal. Additionally, staff was asked to follow up on a traffic safety concern raised by Nancy Meyers regarding accidents occurring near a curve behind her house.
