Meeting of the Fulton County Commissioners - Tuesday, August 27, 2019 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner McCray and Commissioner Lynch Other's Present: Paula Shives and Randall Bunch Others Present: Commissioner Ulsh opened the meeting with a moment of silent prayer and recited the Pledge of Allegiance to the flag. Motion by Commissioner Lynch to approve the minutes of the August 20, 2019 meeting. All in favor. Motion by Commissioner McCray to approve the accounts payable dated August 26, 2019 in the amount of $149,315.66. All in favor. All in favor. The Commissioners met with Karen Hann McFadden regarding the below matters: 1. MVFC HANDICAP ACCESSIBILITY UP-GRADES PROJECT a. ENVIRONMENT REVIEW CLEARANCE i. Motion by Commissioner McCray to approve the categorically excluded environmental review for the MVFC handicapped accessibility up-grades project. Commissioner Lynch abstained. All in favor. ii. Motion by Commissioner McCray to approve and submit to DCED the Request for Release of Funds and Certification for the MVFC handicapped accessibility up-grades project; pertaining to the categorically excluded environmental review. Commissioner Lynch abstained. All in favor. 2. 3-year contract extension request a. FFY 2015 CDBG ENTITLEMENT i. Motion by Commissioner Ulsh to approve and submit the 3-year extension request for the 2015 CDBG Entitlement contract, from August 19, 2019 to August 20, 2020. All in favor. 3. PROFESSIONAL SERVICES AGREEMENT a. GHD = HUNTINGDON, PA i. Motion by Commissioner MçCray to sign the professional services agreement for the CDBG Program with GHD of Huntingdon PA, fori the period of August 27, 2019 through August 26, 2021. All in favor. The Commissioners met with April Brown, Administrator of Franklin/Fulton Drug/Alcohol as well as numerous other affiliated agencies representatives regarding Recovery Month. Motion by Commissioner McCray to endorse a Proclamation in support of September 2019 "Recovery Month". All in favor. Special events planned are a Recovery Walk on September 19th beginning at the Courthouse and October 11th there will be a Panel Discussion on Recovery at the Fulton Theater. In follow from last week's business matters, the bids received for the Hustontown Senior Center Roof projects were: Edgewood General Contractors, LLC-$15,950; Clugston's Roofing, Siding & Remodeling-$14,000 and Steve Park Construction-514,00. Motion by Commissioner McCray to award the Hustontown Senior Center Roof Project to Steve Park Construction with a start date of September 3, 2019 and completion date of September 13, 2019. All in favor. Please note: this project will be funded by a PCORP Safety Grant. The Commissioners met with Bruce Carriker, Veterans Affairs Director regarding County Code amendments regarding Veterans. Motion by Commissioner Ulsh to continue to reimburse $100 towards the funeral expenses of a deceased service person. All in favor. The Commissioners met with Christine McQuade, Director of Children & Youth. Motion by Commissioner McCray to approve the hiring of Lori Hepfer to the Clerk Typist 1 position in Children & Youth Department. All in favor. Motion by Commissioner Ulsh to approve Karri Shank for the open Caseworker Supervisor position in the Children & Youth Department. All in favor. The Commissioners held a brief Salary Board Meeting.
