61 Meeting oft the Fulton County Commissioners - Tuesday, June 28, 2022 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner Bunch and Commissioner Shives Absent: None Others Present: None Commissioner Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Motion by Commissioner Shives to approve the Commissioners Minutes of the June 21, 2022 meeting. All in favor. Motion by Commissioner Bunch to approve the Accounts Payable dated June 27, 2022 in the amount of $97,890.11. All in favor. All in favor. Motion by Commissioner Bunch approving the application for burial expenses of a deceased service person, Mr. Bob Lee Wright Sr., payable to next of kin, Jenny Wade, in the amount of $100. All in favor. Motion by Commissioner Ulsh to approve the Grant Cooperation Agreement between the County of Huntingdon, the County of Bedford and the County of Fulton. All in favor. The Grant Cooperation Agreement between said counties outlines the cost each county is required to pay to "collectively share in the cost of the project with matching funds" and the scope of work for the project to include installing 30 new tower sites and equipment fit-ups to existing tower sites providing service to over 7,500 households and businesses across the six counties. Huntingdon County was named as the recipient of the grant from the U.S. Department of Commerce, NTIA 62 (National Telecommunications and Information Administration) in the amount of a little over $2.4 million dollars. The total cost of the project, "Rural Broadband Infrastructure Expansion in the Alleghenies", is $22,736,861.38. Commissioners revisited a request from Craig Dunkle, Com Pros Inc., to lease space on a 911 tower located on Route #30 off of Augwick Road to place a 50 watt repeater and one antenna for Cumberland Valley Christian School's bus transportation. Commissioners agreed to a price of $200 per month with verbiage that the lease can be terminated at any given time if interference with county equipment would occur. Commissioners met with Dustin Bishop, SAP&DC; Jeff Reel, Alleghenies Broadband, Inc.; and Rob Troxell, Upward Broadband to discuss the next phases of the Fulton County ARPA project. Mr. Reel talked to the Commissioners to let them know what was needed financially to move forward with the project which will involve commitment letters and a contract. Mr. Reel stated that the county will receive invoices from ABI (Alleghenies Broadband, Inc.) based on the receipts from the provider. Commissioners agreed to a contract between Fulton County and Alleghenies Broadband, Inc. that will use a portion of the Fulton County ARPA funds for the development of Broadband services. Commissioners met with the Chief Clerk, Stacey Golden, to go over Liquid Fuels allocation for 2022, which townships would be able to apply for once information from the state is received. Golden presented a safety grant application for reimbursement of a paid invoice to place an aluminum ramp at the courthouse entrance which was signed by Commissioner Ulsh. Commissioners also revisited and approved a proposal from Golden to implement a 4-day work week schedule for full time employees which would be optional and managed by department heads. The schedule would help to alleviate rising gas prices and balance work/home life for employees. Commissioners met with Buildings and Grounds Director, Brad Seville, to get clarification on cutting dead trees in the courtyard and to discuss cutting a dead ash tree at the Warfordsburg Senior Center. Commissioner Bunch offered for use of his lift and grinder to help with the project in the courtyard and asked Seville to contact a professional tree cutting company for the tree at the Senior Center due to the danger of cutting that particular type of tree. Commissioners authorized Seville to cut trees that he sees fit. Commissioners met with Jamie Shrawder, SEDA-COG, via Zoom to discuss the final payment to Keeta Quay and to also go over the Professional & Administrative Services Agreement. Shrawder mentioned that there are funds left from 2020 that will need used and said she would be working with CDBG Director Patti Hess and Bucky Zegler III, CES Engineering, LLC for the next round of curb cuts. Motion by Commissioner Shives to approve the Professional & Administrative Services Agreement between the County of Fulton and SEDA-COG (Council of Governments) to administer the CDBG program for the fiscal year 2021 at a total cost of $37,500 which includes application preparation, activity selection, grant administration, activity development and activity management. All in favor. 63 Motion by commissioner Bunch to approve the application for final payment #3 to Keeta Quay Construction. All in favor. Commissioners met with Domestic Relations Director, Deidre Ritz. Ritz submitted her Letter of Retirement to go into effect December 31, 2022. Motion by Commissioner Bunch to accept Deidre Ritz' Letter of Retirement effective December 31, 2022. All in favor. Motion by Commissioner Ulsh to adjourn at 11:36 AM. All in favor.
