ACOAPOATED 8 MINUTES OF THE REGULAR MEETING OFTHE SHARPSBURG BOARD OF COMMISSIONERS December 2, 2014 6:30 PM Mayor Weaver called the meeting to order. Commissioner Garrett offered invocation. Mayor Weaver led the Pledge of Allegiance. Tracy Sullivan, Town Clerk called the roll. BOARD MEMBERS PRESENT Mayor Randy Weaver, Mayor Pro-Tem Garrett, Commissioner Moore, Commissioner Etheridge, Commissioner Collie and Commissioner Virgil. Interim Town Manager, Joey Petway and Brian Pridgen, Town Attorney were also present. RECOGNITION Chief Petway was recognized for being sworn in as a Special Deputy for Edgecombe County. PRESENTATIONS Kevin O'Donnell spoke to the Board in reference to the repairs that are needed on the bushings and UF relays at the Electric Substation. The exact repair cost is dependent on whether the oil will need to be drained. The cost will be at least $10,000 and could be up to $50,000. Mr. O'Donnell stated that the Town should include the replacement cost of$500,000 for the substation transformer in the Electric Department's Capital Improvement Plan. APPROVAL OF THE CONSENT & REGULAR AGENDA Commissioner Etheridge made the motion to approve the Consent Agenda and Regular Agenda. Commissioner Collie seconded the motion. The motion carried. The Consent Agenda items were as follows: November 6, 2014 Regular Meeting Minutes NEW BUSINESS Commissioner Garrett made a motion to rescind the motion made during the October 21, 2014 to purchase a pole truck. Commissioner Etheridge seconded the motion. The motion carried. Commissioner Garrett introduced the idea of possibly waiving the number of extensions a customer could have and also ifthe bill is paid by the extension date there would not be a penalty added to the bill. Ifthe customer fails to pay by the extension date a penalty and disconnection fee would be added to the account. The Board discussed this and decided to table the issue and gather additional information. Commissioner Garrett has received complaints from citizens in reference to people breaking into peoples cars. The identities oft the individuals are known but citizens will not come forward sO that the arrests can be made. The Chief encouraged citizens to report occurrences to the Police Department. Commissioner Virgil would like to know what the Town' S plans are for the property at 601 Queen Street. Commissioner Virgil stated she would like to collaborate with Wilson County to convert the property into a library. The Board decided to have a property inspection by Wilson County for structural integrity. Pending the inspection results the Board may request a survey and appraisal of the property. The Board also instructed staff to board the property up for security purposes. Commissioner Virgil made a motion to invite the Parks and Recreation Committee, Planning Board and Fire Department to all Town functions. Commissioner Garrett seconded the motion. The motion carried.
