Wible, Commissioner Present: Hervey P. Hann and Chief Clerk Stacey M. Shives the meeting with prayer. All recited the Pledge of Commissioner Bunch opened up Allegiance to the flag. No public comments were made. Commissioner Bunch to approve the March 11, 2025 Commissioners' Meeting Motion by Minutes. All in favor. Wible to approve Payroll dated March 21, 2025, in the amount Motion by Commissioner of $129, 418.16. All in favor. Commissioner Hann to approve Account Payables dated March 17, 2025, in Motion by the amount of $88,729.87. All in favor. Gress stated that Domestic Relations be attending for two days of training. Motion by Commissioner Hann to approve and execute two Travel Request Forms for Domestic Relations Director Tina Gress and Conference Officer II Jennifer Burdge to attend the Annual Spring Domestic Relations Director's Meeting to be held May 14-16, 2025 in State College, PA. All in favor. Commissioners met with EMA/911 Director Brian Barton, Mission Critical Partners, LLC Senior Vice-President and Operations Director Sid McConahy to discuss the Chief 360 Mobile App and usage with the local Fire Departments. Commissioner Bunch asked McConahy to keep him informed of further information gathered. Also in attendance were Hustontown Fire Chief Darius DeShong and McConnellsburg Assistant Chief Greg Connelly. Commissioners met with Insurance Agent Bobby Snyder, Snyder's Insurance, to discuss PCorp insurance changes that are to take place in June of 2025. Snyder commented that he would check into interpretation of some ofthe language to get a better understanding of the changes. A Safety Committee and Department Head Meeting took place at 10:00 a.m. and 10:30 a.m. respectively. Separate minutes are on file. Motion by Commissioner Bunch to enter into Executive Session at 11:08 a.m. for Personnel Matters. All in favor. Motion by Commissioner Bunch to exit Executive Session at 11:17 a.m. All in favor. Motion by Commissioner Hann to authorize Commissioner Bunch to execute the Final MATP (Medical Assistance Transportation Program) Allocation Letter stating that the allocated amount of $444,327.00 is based on the department's analysis of the FY 2023- 2024 Final Reconciliation Report. All in favor. Motion by Commissioner Bunch to approve and execute a Travel Request Form submitted by Chief Probation Officer Daniel Miller for Lauren Mellott to attend Juvenile Training for Victim/Community Awareness in State College, PA to be held May 28-30, 2025. All in favor. Motion by Commissioner Wible to approve and execute the CCAP PComp invoice number INV060080, for the 3rd Installment Contribution of $8,851.00, total contribution $35,403.00. All in favor. Commissioners met with HR Administrator Mary Huston to discuss recommendations from Conrad Siegel in regards to changing the asset allocation. Huston said she checked with CFO Mike Lamb on the matter as well. Also discussed was adding Quest Lab for new employees to have more flexibility to complete their process of employment with the County. Huston concluded with stating that she spoke with Franklin/Fulton Court Administrator Mark Singer who proposed changing titles of employees in the three MDJ offices to keep them uniform. Commissioners asked Huston to bring them a list of the proposed changes for the next meeting. Motion by Commissioner Bunch to enter into Executive Session at 11:52 a.m. for Personnel Matters. All in favor. Motion by Commissioner Hann to exit Executive Session at 12:40 p.m. All in favor. Motion by Commissioner Hann to table approving a quote for a wall mountable mailbox for 101 Lincoln Way West, McConnellsburg, PA until a meeting is held with Building and Grounds Director Brad Seville. All in favor. Motion by Commissioner Bunch to enter into Executive Session at 12:57 a.m. for Personnel Matters. All in favor.
