Commissioner Bunch opened the meeting with a prayer and reçited the Pledge of Allegiance to the flag, Motion by Commissioner Ulsh to approve the: minutes of the July 20, 2021 meeting. All in favor. Motion by Commissioner Ulsh to approve the accounts payable dated July 23, 2021 in the amount of $170,633.67. All in favor. All in favor. Motion by Commissioner Bunch to approve endorsement to the Letter of Engagement for the Provisioning ofl NG 911 between Fulton County and Pennsylvania Emergency Management Agency. Motion by Commissioner Shives to approve endorsement to the Purchase of Service Agreement between the County of Fulton and Pathways Counseling Services, LLC effective July 1, 2021 through June 30, 2022. All in favor. The Commissioners met with Christine McQuade, Director of Children and Youth Services regarding the Needs Based Budget documentation. Christine spoke briefly about the opportunity to gather some IV-E reimbursement for administrative costs for Legal Representation. Here are a couple requirements for the IV-E reimbursements 1) The County must be willing to participate in a MOU with the CYA: to submit legal fees for parent counsel; 2) The children in placement must be more than 50% eligible for IV-E. 3) Reimbursement is made at FMAP rate, SO the entire cost will not be reimbursed and 4) the County cannot use the funding for any other purpose other than enhancing Legal Representation for parents. Christine will follow up with the Board next week to see ift they are willing to participate. Members of the Community were present to ask questions to the Commissioners regarding the Elections Assessment, the Press Conference held last Friday and the decertification ofthe election machines.
