139 Meeting ofthe Fulton County Commissioners Tuesday, December 13, 2022 8:30 a.m. at the Commissioners' Office Present: Commissioner Shives, Commissioner Bunch & Commissioner Ulsh Absent: None Others Present: Fulton County Resident Wayne Helsel Commissioner Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Commissioners held a meeting with Franklin/Fulton Court Administrator Mark Singer and President Judge Meyers, via telephone, to discuss hiring for the position of Hearing Officer 1 in the Domestic Relations Department. Domestic Relation Director Deidre Ritz, Hearing Officer 1 Tina Gress and HR Administrator Deanna Park were also in attendance. Motion by Commissioner Ulsh to approve current Domestic Relations employee Kellie Gress for promotion from Enforcement Officer 1 to Hearing Officer 1 position, effective January 1, 2023 with her current position being advertised internally immediately. All in favor. A brief Salary Board meeting was held at 8:40 AM. Commissioners met with Penn State Extension' s Client Relationship Manager Jeff Hackenberg, 4-H Leadership Joshua Rice and Karen Hack along with Business Operations Manager Julie Price, all via Zoom, to discuss the 4- H Educator position. Discussion was made about the $65,000 allocation that the Fulton County Commissioners proposed and it was explained in further details ofl how it was broken down. The Penn State Extension team thanked the Commissioners for their proposed allocation saying it worked with their budget to allow for the 4-H Educator position as well as the secretary position. The Penn State team explained that the 4-H Educator position would be a 40-hr per week position and the secretary position would be 20 hours per week. Commissioner Shives inquired if the 4-Educator would be able to have extended hours due to the secretary position being 20 hours per week, Hackenberg explained that the hours would be coordinated by Josh Rice since he would be the 4-H Educator Supervisor. Commissioner Ulsh opened up the floor for public comments. Fulton County resident Wayne Helsel expressed concern about the county website in relation to the Commissioners' meetings. Helsel also expressed discontent with government. A Retirement Board meeting was held at 9:45 AM. Motion by Commissioner Shives to approve the Commissioners' Minutes of the December 6, 2022 meeting. All in favor. Motion by Commissioner Bunch to approve the Accounts Payable dated December 9, 2022 in the amount of $294,538.32. AIl in favor. All in favor. Motion by Commissioner Ulsh to reappoint Christian Hann as Conservation District Director for a four year term effective January 1, 2023 until December 31, 2026. All in favor. Commissioners met with CDBG Coordinator Patti Hess and Jamie Shrawder, SEDA COG, to review and ap- prove CDBG Plans and Resolutions. Motion by Commissioner Shives to approve Resolution 10 of 2022, Plan Readoption, for CDBG. All in favor. Motion by Commissioner Ulsh to approve Resolution 11 of 2022, Excessive Force Policy, for CDBG. All in favor. Commissioners met again with Elections Director Patti Hess to review election equipment upgrading and licens- ing. Hess made a recommendation for the HART 2.6 software, which has been approved by the state. The cur- rent system is 2.3. Commissioners signed the December 2022 Retirement Fund Report; Tower Ownership Agreement between County ofFulton and Upward Broadband (Resignage); Sheriff S office form approving an inmate for physician services and the November 2022 Wessel Invoice.
