March 20, 2025 Office of the County of Elk Commissioners Meeting Minutes Elk County, Ridgway, PA The County of Elk Commissioners met on Thursday, March 6, 2025 at 10:00 AM, County of Elk Courthouse Annex, Thomas G. Wagner Conference Room. The meeting was opened with the Pledge of Allegiance. Those present were Commissioners M. Fritz Lecker, Matthew G. Quesenberry and Gregory J. Gebauer. Also present were Rick Brown, Solicitor; Patrick Straub, Chief Clerk; Emily Anders, Office Administrator; Calvin Moore, ITI Director; Matthew Frey, Treasurer; Stephen Sunderland,I ITTechnician; Kathy McClelland, Housing Specialist; Mike McAllister, EMA Director; Tracy Gerber, Planning Director; Pam Fingado, Cameron/Elk Behavior Program; Sherri Dunmire and Jenna Cramer, North Central Planning Regional Planning; Brandy Hollobaugh, Penn State Extension and 4H; Helayna Hollobaugh, Marcus Aiello, and Blake Kronenwetter, 4H Council; and Marilyn Secco, Press. Present via Zoom was Kara Dornisch, Western Pennsylvania Bleeding Disorders Foundation. APPROVAL OF AGENDA Motion by Matthew G. Quesenberry, second by Gregory J. Gebauer and carried unanimously. APPROVAL OF MINUTES- March 6, 2025 Commissioners Meeting Motion by Matthew G. Quesenberry, second by Gregory J. Gebauer and carried unanimously. PRESENTATIONS 1. Bleeding Disorder Awareness Month Proclamation. Kara Dornish spoke of different blood disorders. Motion by Gregory J. Gebauer, second by Matthew G. Quesenberry and carried unanimously. 2. Developmental Disabilities Awareness Month Proclamation. Pam Fingado spoke of the programs offered. Motion by Gregory J. Gebauer, second by Matthew G. Quesenberry and carried unanimously. 3. Pennsylvania 4-H Week Proclamation. Brandy Hollobaugh and the 4H Council spoke of the different programs they were involved in and opportunities they have received since joining in 4H. Motion by Matthew G. Quesenberry, second by M. Fritz Lecker and carried unanimously. RESOLUTIONS - N/A OLD BUSINESS - N/A NEW BUSINESS 1. Request by Elk County Office of Emergency Services on behalf of the Northern Tier Regional 911 System Project, ratification of renewal contract with MCM Consulting Group, Inc. from January 1, 2025 through December 31, 2025 in the amount of $112,428.00 (unchanged). The County of Elk is the fiduciary for the Northern Tier Regional 911 System Project. Mike McAllister stated all of the County 911s voted to renew. Motion by Gregory J. Gebauer, second by Matthew G. Quesenberry and carried unanimously. 2. Request by Planning, ratification of new contract between the County of Elk Commissioners and the Commonwealth of Pennsylvania (DCED) for a grant in the amount of $400,000.00 for the HOME Investment Partnership Program Grant. Kathy McClelland stated the program was open to people 62 and older within certain income restraints. Motion by Matthew G. Quesenberry, second by M. Fritz Lecker and carried unanimously. 3. Request by Planning, Memorandum of Understanding establishing an Elk County Housing Partnership between the Elk County Board of Commissioners, Northern Tier Community Action Corporation, and Elk County Planning Department for application to Pennsylvania Department of Community and Economic Development - HOME Program. Motion by Gregory J. Gebauer, second by Matthew G. Quesenberry and carried unanimously. 4. Act 13 Spring Round Grant Awards. Reward list is attached. CORRESPONDENCE - (The following correspondence, if any, is available in the Commissioner's office for further review.) 1. The EADS Group (received Feb 24th) regarding Knox Twp Utility Pipeline LTD's intent to apply to PA DEP for a GP5 General Permit for the relocation of a gas distribution line (to below stream bed) crossing Oil Creek. Project Name: Oil Creek Gas Line Stream Crossing. Project Location: Joy Gardens Rd., Jones Twp. This notice is provided in accordance with Acts 14, 67, 68 and 127 of the Municipalities Planning Code (MPC) which requires a 30-day public comment period. 2. JHA Companies (received Feb 28th) regarding Johnsonburg Municipal Authority's intent to apply to PA DEP for an NPDES Permit minor modification to install a linear water line from its current location along Route 219 to Long Level Rd. Project Name: Johnsonburg Water Main Ext. Project Location: Johnsonburg Borough, Jones and Ridgway Twps. This notice is provided in accordance with Acts 14,67, 68 and 127 of the MPC which requires a 30-day public comment period. 3. The EADS Group (received Mar 6th) regarding Benezette Twp.' s intent to apply to PA DEP for a Water Quality Management Permit to remove the construction of a sewage pump station from the wastewater permit and move the flow measuring location for the treatment plants discharge Project Name: Wastewater Plant Modification Project. Project Location: School House Rd., Benezette Twp. This notice is provided in accordance with PA Acts 14, 67, and 68 of the MPC which requires a 30. -day public comment period.
