Motion by Commissioner Shives to approve the Commissioners Minutes of the July 5, 2022 meeting. All in favor. Motion by Commissioner Bunch to approve the Accounts Payable dated July 8, 2022 in the amount of $58033.99. All in favor. All in favor. Motion by Commissioner Shives to approve the McConnell Park Lease between Fulton County Commissioners and Fulton County Family Partnership for August 31, 2022 from 6-8 PM for National Overdose Awareness Day. All in favor. Commissioners met with Joyce Lynch, Employment & Training Inc. of Fulton County. Lynch proposed renting the upstairs office space at 122 West Market Street since the Technology Department moved into the downstairs of the Commissioners' building. No decision was made. Lynch also invited the Commissioners to a leadership event on July 29, 2022. Commissioners met with Dustin Bishop, Southern Alleghenies Planning & Development Commission; Jeff Reel, Alleghenies Broadband and Sid McConahy, Mission Critical Partners to discuss incorporating the RACP Redevelopment Assistance Capital Program, a Commonwealth Program) grant into the Broadband Project. The RCAP grant was originally applied for to help offset cost for installing new 911 towers but was not able to be awarded. Another meeting will be held with the Commissioners onJuly 19, 2022 for further discussions. 70 Commissioners met with Deanna Park, HR. Administrator, to discuss a claim and a potential change in the Worker's Compensation Panel of medical providers. Commissioners agreed to keep the panel the same but instructed Park to keep records in case the change would be necessary. Commissioners met with Patti Hess, CDBG Director, to sign two sets of forms DCED-ESD-136, Exempt Status Determination & Environmental Review Records) for Knobsville Waste Water Treatment Improvements and McConnellsburg Curb Cuts Phase 2. Hess also discussed Act 88 funding from the "PA Election Integrity Fund" which is based on the number of registered voters from the most recent certified election and can be used to cover. specific costs as outline in Section F of Act 88. Applications have to be submitted no later than August 15, 2022 to obtain grant funding. Motion by Commissioner Shives approving Commissioner Ulsh to sign the Environmental Review Record and DCED-ESD-136 Exempt Status Determination for McConnellsburg Curb Cuts Phase 2. All in favor. Motion by Commissioner Shives to approving Commissioner Ulsh to sign the Environmental Review Record and DCED-ESD-136 Exempt Status Determination for Knobsville Waste Water Treatment Improvements. All in favor. Commissioners met with Chief Clerk, Stacey Golden, to discuss the Farmland Preservation Program and inspections that are due August 15, 2022. Commissioners stated they were okay with Golden doing the Annual Monitoring Report but asked to hold off on the biennial easement inspections. Golden also spoke to the Commissioners regarding the ARPA Grant Cooperation Agreement between ABI (Alleghenies Broadband Incorporated) and Fulton County. A 7% administrative fee to ABI was agreed upon for the agreement which will be grant funded. Commissioners signed three support letters for Taylor, Union and Thompson Townships for the Multi Modal Funding Grant.
