The Town of Summerville Planning Commission Meeting Minutes February 24, 2025 This meeting of the Town of Summerville Planning Commission was held in Town Council Chambers and was attended by Commission Members, Jim Reaves, Chairman; Kevin Carroll; Hart Weatherford; Jill Weatherford; Trae McElheny; and Elaine Segelken. Shelley Macaluso was unable to attend. Staffin attendance included Jessi Shuler, AICP, Director of Planning. The public was invited to attend in person, or they viewed the meeting via live-stream. Jim Reaves, Chairman, called the meeting to order at 4:00 PM. Approval of Minutes: The Chairman asked if there were any edits or additions to the minutes from the meeting on January 27, 2025. Hearing none, the minutes were accepted as presented. Public Hearings: The first public hearing opened at 4:02 PM and was for the request to rezone TMS#130-14-13-010. located at 717 W. 5th North Street. approximately 0.478 acres. and owned by Wendy G. & Matthew Keith Taylor. from N-MX. Neighborhood Mixed-Use to UC-MX. Urban Corridor Mixed-Use. (Council District 1). Mr. Reaves introduced the item and asked if the applicant would like to present the request. The applicant stated that they were just there to listen. Hearing no other public comment, this public hearing was closed at 4:02 PM. Old Business There were no items under Old Business. New Business: The first item under New Business was New Street Names. Ms. Shuler stated that the Glen Oak Towns development needed two street names. Four were available for approval and they were listed in order of preference. Ms. Segelken made a motion to approve Shumard LeafDrive and Hollow Maple Drive, and Mr. Carroll made the second. The motion passed unanimously. Ms. Shuler then explained that the Simmons Woods development needed one street name, and only one street name was available. Mr. Carroll made a motion to approve Colette Lane, and Mr. McElheny made the second. The motion passed unanimously. The second item under New Business was the request to rezone TMS#130-14-13-010. located at 717 W.5th North Street. approximately 0.478 acres. and owned by Wendy G. & Matthew Keith Taylor. from N-MX, Neighborhood Mixed-Use to UC-MX. Urban Corridor Mixed-Use. (Council District 1) Ms. Weatherford made a motion to recommend denial, and Ms. Segelken made the second. Ms. Weatherford explained that she is not in favor of a denser zoning with residential zoning directly behind, and she is surprised that the rezoning ofthe adjacent properties was approved. Mr. Reaves asked about the continuance oft the legal nonconforming use oft the property, and Ms. Shuler explained that the auto repair shop can continue to operate in perpetuity as a legal nonconforming use as long as it does not cease operating for more than 90 days; however, the business owner is also wanting to sell cars, which would not be allowed in the current zoning. Ms. Segelken stated that she felt the current zoning was the best fit for the property. Following the discussion, Mr. Reaves called for the question and the motion passed unanimously. Miscellaneous: There were no items under Miscellaneous. Adjourn With no further business for the Commission, Ms. Segelken made a motion to adjourn with Mr. Carroll making the second. The motion carried and the meeting was adjourned at 4:08 PM.
