BALLY BOROUGH COUNCIL MINUTES OF THE MARCH 4, 2025 MEETING The regular scheduled meeting oft the Bally Borough Council was held on the above date at the Borough Hall. President, Glenn Mutter called the meeting to order at 7:00 pm. The meeting was opened with the Pledge of Allegiance. Council Members present: Glenn Mutter, Paul Gehringer, Michael Bauman, Michael Moll, Joshua Sloan, and Joel Pilgert. Council Member, Matthew Gehman was absent. Also present: Solicitor, R. Tim Curley; Borough Manager, Wendy Mutter; Borough Secretary, Tammy Wood and Superintendent, Nathan Heffner. Mayor, David Schott was absent. There was 1 reporter and 6 residents in attendance. The agenda for this meeting had been posted on the door and the website, at least 24 hours prior to the meeting. President Mutter announced the meeting is being recorded for minute taking purposes. COMMENTS AND SUGGESTIONS FROM RESIDENTS: None CONSENT AGENDA a. Minutes ofFebruary 4, 2025 Council Meeting - A motion was made by Michael Moll, seconded by Michael Bauman to approve the minutes. Joel Pilgert abstained from the vote. All others, Ayes. b. Approval & Affirmation oft the February bills presented. Glenn Mutter asked about the propane for Boro Hall, as there were 2 invoices paid in February. Tammy Wood replied that that is correct, the second invoice included WWTP and the shed. A motion was made by Joshua Sloan, seconded by Paul Gehringer to approve the bills. All Ayes. PRESIDING OFFICER REPORT - No report COMMITTEE REPORTS: Health, Safety, & Welfare: Police report - Bally Borough Police had a total of 50 calls in February, making it 85 year to date. 13 traffic citations and 1 parking ticket was issued. 883 miles were driven using 118.4 gallons of fuel. No report on vehicles, equipment or officers. Fire report --Total calls, including Bally was 54 for the month of February. Total year to date is 110. The yearly donation letters will go out early March. This is in addition to the new fire tax that has been implemented this year. Fire Chief, Mike Mutter asks that cleanup and burning be done in a safe manner as fire season is upon us. Bally Ambulance - Bally had 13 calls with a grand total of111 calls for the month ofFebruary. Memberships were mailed. Bally residents made 77 donations totaling about $6,000.00. This was donations made on top oft the new EMS tax that has gone into effect for 2025. Planning Commission Did not meet. Municipal Authority- Did not meet. Next meeting is March 18th, 2025 Zoning Hearing Board --Did not meet. BARDS Committee: Joshua Sloan reported BARDS is discussing contributing a water fountain for dogs and people, along with an additional dog waste station. BARDS will be looking into a UV resistant sign for the older dog waste stations. Saturday, May 17th BARDS will hold a bake sale and car wash (weather permitting) in the pool parking lot, to coincide with the Community Yard Sale weekend. He also reported Saturday, April 19this is the Bally Lions Club annual Easter Egg Hunt in the Park. WWTP Report: Performance Pipeline is on schedule to complete the sewer lateral lining project by the end ofweek. There have been no issues with Performance Pipeline. Their work was done in a very professional manner. Cooling fans for the well were replaced. The Chestnut St. hydrant will be replaced this coming week. There are a few other hydrants in the Borough that will need to be repaired/replaced in the near future. Public Works started filling some potholes. NEW BUSINESS: Payment Application #1 Performance Pipeline, Inc. Sewer Lining Project $50,364.00 including Change Order #1 = ($3,567.00) - Motion made to approve the payment application by Michael Moll, seconded by Paul Gehringer. All Ayes. New General Fund Bank Account for Fire Tax Motion made by Paul Gehringer to approve opening a bank account to collect Fire tax funds. This was seconded by Joshua Sloan. All Ayes. New General Fund Bank Account for EMS Tax - Motion made by Michael Moll to approve opening a bank account to collect EMS tax funds. This was seconded by Joshua Sloan. All Ayes. Determine Schedule/Amount of Funds Transfer to EMS/Fire Accounts - It was determined that the tax would be dispersed once a year to each account, maintaining required minimum balance, unless requested otherwise and approved by Borough Council. Joshua Sloan made the motion to approve the EMS schedule. Joel Pilgert seconded that. All others Ayes. Michael Moll made the motion to approve the Fire schedule, seconded by Joshua Sloan. All Ayes. Set rate for new public works employee - All agreed that Wendy is to advertise the hiring rate between $18 - $20 per hour. Give authorization to Personnel Committee to hire public works employee - A motion was made by Joshua Sloan and seconded by Joel Pilgert giving permission to the Personnel Committee to hire a new public works employee. All Ayes. OLD BUSINESS: Resolution 2024-3A updating 2025 pay rates for pool - Michael Moll made the motion to give the certified instructor $13.00 per hour for Lifeguard training and lifeguarding for 2025. Paul Gehringer seconded that motion. All Ayes. Purchase embankment slide for $8298.00 under grant - Joshua Sloan made the motion to purchase slide, seconded by Paul Gehringer. All others Ayes. SOLICITORS REPORT: NONE MAYOR'S REPORT: No Report ENGINEER'S STATUS OF PROJECTS: Tom Unger is working on the engineered drawings for the new police extension. OFFICE REPORT Borough Audit - The audit is still in progress. Well #6 update - We are waiting on an answer back from PES ift they are going to fund test well drilling. Playground grant - Ifthere are funds still available after the embankment slide purchase, we will look into some sand diggers and possibly a few smaller playground items to finish out the grant. The older playground equipment should be torn out, as they are basically falling apart now. Joshua Sloan made a motion to tear out the old equipment, adding sand diggers and possibly a climbing dome in the future. Michael Moll seconded that. All others Ayes. Municipal Authority Meeting - Next meeting there will be a discussion on migrating from Master Meter to Sensus meters. There have been many: issues with Master Meter along with our supplier no longer carrying Master Meter. We will see ifthere are any Grants to supplement the purchase of the new meters, software and reading equipment. Wendy will update the results of that meeting. Camp Camino and 1606 Main St both submitted sewer review. 1606 Main also included request for water review. QUESTIONS FROM RESIDENTS - No questions or comments.
